La Carlota City turns to community cleanups as dengue cases reach 83

LA CARLOTA CITY, June 4 — Local officials and health coordinators convened at the Liga Hall on June 4 to address a surge in dengue cases, emphasizing community cleanup drives and individual household responsibility.

The meeting of the Liga ng mga Barangay–La Carlota was presided over by Liga Vice President and Barangay II Punong Barangay Jervy Advincula. Discussions focused on shifting public reliance away from chemical fogging toward active vector elimination.

From January 4 to May 30, 2026, La Carlota City recorded 83 dengue cases. Barangay La Granja logged the highest volume with 16 cases, while other local villages reported between three and nine cases. Barangay Yubo recorded zero cases during the period. The city registered 226 total cases in 2025.

City Dengue Coordinator Ressan Garcia reported that elevated seasonal temperatures have accelerated mosquito breeding cycles. Garcia identified vacant lots and unmanaged containers—including drums, tarpaulins, rain gutters, and discarded tires—as primary breeding sites.

Dr. Erwina Frances Jalandoni, a city health physician and dengue survivor, noted that chemical fogging only impacts adult mosquito populations while leaving eggs and larvae viable. Jalandoni recommended immediate entomological testing to map high-risk areas and advised residents to exercise heightened caution during peak mosquito biting hours, which occur from 5 a.m. to 7 a.m. and around 4 p.m.

Health authorities urged strict adherence to the Department of Health's "4S" strategy: searching and destroying breeding places, securing self-protection, seeking early medical consultation, and supporting localized fogging only in verified hotspot zones.

To enforce these measures, the council outlined plans to utilize the weekly BarKaDa (Barangay at Kalinisan Day) initiative, a nationwide community cleanup program led by the Department of the Interior and Local Government.

The campaign will deploy local officials for house-to-house inspections and roving loudspeaker announcements, known locally as rekurida, to educate Mangkasanons on proper waste management and vector control. Planned sanitation operations include canal dredging, draining stagnant water, clearing brush, and removing physical breeding hazards.

The mobilization coincides with June's designation as National Dengue Awareness Month.

The performance took place during a group presentation at the Health Promotion and Communications Unit Mid-Year Operational Planning, organized by the DOH-NIR Health Promotion and Communications Unit and held from June 3–5, 2026, in Dauin, Negros Oriental. Ferrancullo, who is also one of the featured vocalists for the new Pasalamat Festival theme song, won second place in the KV captioning workshop.

PO Summit 2026 Concludes with Strategic Policy Recommendations for Sectoral Development

LA CARLOTA CITY, June 4 — A series of multi-sectoral planning workshops concluded at the City Social Hall, with community leaders presenting policy recommendations and development plans to local and regional officials.

The People’s Organization (PO) Summit 2026, which began June 2, operated under the theme, “Wala Pinilian, Tanan Buligan.” The three-day event gathered grassroots leaders divided into four developmental categories: farmers; micro, small, and medium enterprises (MSMEs); civil society organizations (CSOs); and the transport sector.

During the final session, participants formulated actionable solutions and policy proposals aimed at addressing the economic and operational challenges within their respective sectors.

City Administrator Fini Jalandoni encouraged Mangkasanon vendors and small business owners to scale up their enterprises, stating that the City Government of La Carlota would provide continuous institutional support and development resources.

A specialized evaluation panel reviewed the proposals. The panel included regional and provincial technical representatives from the Department of Trade and Industry, the Department of Labor and Employment, the Department of Agriculture–Negros Island Region, and the provincial government's Technology and Livelihood Development Center.

The closing program was attended by Executive Assistant to the Mayor Noel Gamilla and Summit Organizer Leah Samson.

Twenty-five Masonry Scholars Receive TESDA Allowances

LA CARLOTA CITY, June 4— Twenty-five local scholars received the first half of their training allowances during a distribution at the City Social Hall.

The distribution, led by the Technical-Vocational Skills Training and Assessment Center, benefited active trainees enrolled in the city’s specialized Masonry NC II vocational program. The students received 50 percent of their total allowance, with the remaining half scheduled for release upon completion of their competencies and final course requirements.

To maximize local impact, residents from Barangay La Granja were prioritized for this training batch. According to program guidelines, the targeted recruitment aims to provide technical alternatives for out-of-school youth and deliver skills education without age barriers as part of the city's socio-economic initiatives.

The distribution was facilitated by Ellen Jane Sinogbuhan of the TESDA Regional Training Center-Talisay, alongside Leah D. Samson, supervising labor and employment officer and community training and employment coordinator, and Rey C. Olac, administrative aide.

LA CARLOTA CITY, June 4 — The Overseas Workers Welfare Administration and the city government conducted financial management training for local overseas Filipino worker associations at the City Social Hall.

The training targeted the sustainability of government-funded livelihood programs.

The morning session covered strategic planning, organizational structures, and accounting principles for the Alumni of the La Carlota City OFW Association to improve asset management.

The afternoon session focused on retail operations, teaching inventory tracking, operating expenses, and profit margins.

OWWA officials also inspected the Barangay RSB OFW Rice Traders and Vendors Association to evaluate its 40-member community rice enterprise, which was funded by an OWWA grant.

The training was led by OWWA Supervising Administrative Officer Lea Aguirre, Administrative Assistant Ciara May Sayson, and Family Welfare Officer Jeanelyn B. Oyco.

Mr. Chair, it has almost been a year since the Administration changed and time and time again it has been criticized for being “untransparent” in its operations. Before, I chose to remain silent since I would let our work do the talking but no matter how our administration works, awards received on openness governance, there are some members of this august body that keeps on throwing baseless, groundless, and unfounded issues to derail our City’s Progress. What made matters worse, is that these allegations are peddled to the streets and social media through deception and trickery. Enough is enough of this rhetoric, enough of this politicking, lets stick to facts that are true and more importantly complete. “An Empty Cart rattles loudly”. Ang Cariton na wala unod, amo ang magahod.

Mr. Chair, for the past years we have been “entertained” by different schemes of our colleagues here in the name of transparency. Social Media has been a favorite tool and I for once at the start would watch to see what is going on in the minds of some of our colleagues. Lately, what we get are just blatant and intentional messages meant to mislead our constituents.

I would like to take you to Councilor’s Rojo’s post at his Self Declared Official Face Book Page last May 30, 2026 where he questioned different projects brought about by different Department Heads of the City. He is correct when saying that this is a plan of the City where to put its money for the year similar to any family. However, as Committee Chairman, I have to take this opportunity and correct his statements.
• Committee Hearings are avenues where ideas are only presented and discussed. These ideas are not concrete yet and is subject to brainstorming and planning. Mr. Chair in the said Face Book post, our colleague is assuming that this is already final and cast in stone. Mr. Chair, this is not yet final. We were still discussing it and finalizing it. It is when it is deliberated with this August Body and subsequently voted on which would make matters final.

• Which brings me to the next issue, the splicing of videos. In the first place, I am not even sure if Committee Hearings can be recorded since this is a venue again for brainstorming and construction of ideas. Videoing it would only sow confusion or misinterpretation, which actually happened in this case. What will made matters worse Mr. Chair, is that the video was even spliced. Spliced videos do not shed truth to what was discussed. Spliced videos are meant to take rhetoric, post it, and let people assume what happens next. A good and responsible official would present the WHOLE story for the people, not only those that fits a specific narrative. Spliced Videos are already bordering on fake news may I remind our colleagues here that as public officials, we have to act with integrity in our actions. Tan-awa na expel sa House si former Congressman Barzaga tungod sa mga gin pang lapta nya na fake news. Andam lang ta tanan sa mga gin pang hambal ta especially kung indi na sya matuod. Kung ka pilit ta “Integrity”, naam ang splice pa ta.

• Going back to the AIP. kapila na ni natabo that our collegues would question Projects, comment in Social Media, Pa Interview sa Media, then sa ulihi ma sign man lang gali sa Committee Report kag ascent sa plano? Did something happen during anytime during the Committee Hearing that made a person realize or agree to the plan that is being questioned after heavily criticizing it? The people needs to know. If indi kamo, why not make a dissenting report? Is it simply because for the sake of making noise? This has been the practice of some of our colleagues from the start Mr Chair. Untatun ta na na. If our colleagues challenge this administration to be transparent, then I challenge everyone here to be true to their principles. If you don’t like it, then vote against it.

• Lastly, some of our colleagues have been questioning and giving comments on the administration’s projects through Social Media.

We are elected councilors, we have a weekly forum to discuss this matter. We have these sessions to foster debate and discussion. Airing points in Social Media without the opportunity of the other side to respond or debate against shows that a person is only peddling one side of the story. We urge our colleagues, use this forum, spark debates and not conclusions. Naa hadlok kamo mag bring up na diri para ma estoryahan dasun. Ano gani hambal ni Senator Tulfo kagapon kay Senator Cayetano, “Duwag ka ba??”

I’d like to remind everybody here. Seek Respect, and not Attention. Respect lasts longer.
