The Committee on Mining and Energy convened on July 14, 2026 to discuss the implementation of the Provincial Ordinance establishing the Small-Scale Miners' Official for a Day (SSMOFAD) Program, an initiative that recognizes the invaluable contribution of small-scale miners while strengthening their participation in local governance.

The implementation of the SSMOFAD Program serves as an avenue for small-scale miners to take part in the legislative process by crafting and proposing ordinances and resolutions that address the needs and concerns of the sector.

The meeting was facilitated by Committee Chairperson Hon. Johannes A. Amuasen, together with Sangguniang Panlalawigan Members Hon. Alexander T. Fianza, Hon. Thomas K. Wales Jr., and Hon. Jim G. Botiwey.

In attendance were the officers of the Benguet Federation of Small-Scale Miners, Inc. (BFSSMI) led by President Ricardo Liwayan, representatives from the Provincial Environment and Natural Resources Officeโ€“Local Government Unit (PENRO-LGU), and the Office of the Vice Governor.

Technical and administrative assistance were provided by the Office of the Secretary to the Sangguniang Panlalawigan (OSSP) and the Office of the Sangguniang Panlalawigan Members (OSPM).

The Committee on Rules, chaired by Hon. Johannes A. Amuasen, conducted its second committee meeting to deliberate on the proposed resolution entitled, "A Resolution Adopting Standard Guidelines and Procedures for the Issuance of Resolutions of Commendation by the Sangguniang Panlalawigan of Benguet for Donations and Assistance Rendered During Times of Calamity, and Approving the Implementing Rules and Regulations (IRR) for its Effective Implementation."

The meeting served as a venue for the presentation and discussion of comments and recommendations on the draft resolution following its initial review. This aims to establish guidelines for recognizing individuals, groups, and organizations that provide donations and assistance during times of calamity.

The meeting was facilitated by Hon. Johannes A. Amuasen, together with committee members Hon. Thomas K. Wales Jr., Hon. Jim G. Botiwey, Hon. Alexander T. Fianza, Hon. Benjamin G. Palbusa, and Hon. Mary Joy P. Sabo-Fermin.

Also present were representatives from the Office of the Vice Governor, as well as members of the technical working group from the Office of the Secretary to the Sangguniang Panlalawigan and the Office of the Sangguniang Panlalawigan Members.

The committee agreed to hold another meeting to further review and finalize the proposed resolution.

Hon. Johannes A. Amuasen, alongside fellow members of the Sangguniang Panlalawigan ng Benguet's Committee on Disaster Risk Reduction & Management, attended the Committee Consultation today, July 7, 2026, held at Table by Mark, Camp Dangwa, La Trinidad.

The meeting focused on critical legislative measures, including the proposed ordinance establishing a Uniform Multi-Level Early Warning System in the Province of Benguet, and discussions regarding the BEKAS.

Thank you to all the resource persons and technical staff who contributed their insights toward crafting legislative measures for our community.

The Committee on Mining and Energy deliberated on the Compromise Agreement between the Provincial Government of Benguet and the Benguet Electric Cooperative (BENECO) in connection with Civil Case No. 24F-CV-3855 concerning the collection of franchise tax on June 29, 2026 held at the Session Hall, Legislative Building, Capitol Compound, La Trinidad.

The discussion focused on clarifying the provisions of the agreement and conducting a legislative inquiry on its implications to the province and the concerned parties, with the presence of resource person Atty. Sunny G. Sacla from the Provincial Legal Office.

Provincial Ordinance No. SP12-73, entitled: โ€œREVISED ORDINANCE ON THE PROMOTION AND DEVELOPMENT OF ORGANIC AGRICULTURE IN THE PROVINCE OF BENGUET, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES."(Author: Hon. Memorandum of Agreement entered into by and between the Itogon District Hospital and Coulomb Energy Technik, Inc., seeking to establish a cooperative mechanism to ensure the timely and appropriate provision of medical services, treatment, and hospitalization for the employees and workers of the company through the Itogon District Hospital.
4. Memorandum of Agreement entered into by and between the Provincial Government of Benguet and the Wakal Community Organization, pertaining to the Livelihood Assistance Program of the Provincial Government in the amount of Four Hundred Thousand Pesos (PhP400,000.00), intended as additional capital for the organization's lending services project. The amount shall be repaid within three (3) years, or earlier, in accordance with the agreed payment schedule.
5. Contracts of Service of 122 personnel (Mr. Jun-jun N. Mogamog, et al.) assigned to various offices of the Provincial Government of Benguet for the period July 1 to December 31, 2026.
6. Contract of Usufruct executed by and between the Provincial Government of Benguet and the Municipality of La Trinidad concerning the Construction of La Trinidad Super Rural Health Unit on a provincial lot located in Poblacion, La Trinidad, Benguet.

LEGISLATIVE ACTIONS TAKEN DURING THE REGULAR MEETING:

I. APPROVED RESOLUTION/S:
1. Sangguniang Panlalawigan Resolution endorsing qualified recruits from the Province of Benguet to join and undergo the Basic Citizen Military Training (BCMT) Program, tentatively scheduled on July 6, 2026, at the Regional Evacuation Center, Poblacion, Bauko, Mountain Province.

II. RESOLUTIONS FROM OTHER LOCAL GOVERNMENT UNITS GIVEN SUPPORT:
1. Benguet State University infrastructure projects seeking assistance of national government officials in securing funding for their implementation:
i. Requesting for the assistance of Hon. Erwin T. Tulfo, Senator of the Republic of the Philippines, and Hon. Eric Go Yap, Representative of the Lone District of Benguet, in securing for the following infrastructure projects of Benguet State University.
ii. Requesting for the assistance of Hon. Kenneth Paolo C. Tereng, Party-List Representative in securing funding for the construction of an Academic Building for the Benguet State University Buguias Campus in the amount of PhP75,000,000.00.

Tublay Resolution No. 2026-163, entitled: "RESOLUTION ENDORSING RESOLUTION NUMBERED 03, SERIES OF 2026 OF THE MUNICIPAL SCHOOL BOARD, ENTITLED: "A RESOLUTION REQUESTING THE SUPPORT OF THE SANGGUNIANG PANLALAWIGAN OF THE PROVINCE OF BENGUET FOR THE ESTABLISHMENT OF BECDAY CHASORAS LAMSIS INTEGRATED SCHOOL AT BA-AYAN, TUBLAY, BENGUET."

III. RATIFIED CONTRACTS/AGREEMENTS:
1. Memorandum of Agreement (MOA) entered into by and between the Provincial Government of Benguet and Hon. Hansel K. Manis, Punong Barangay of the Barangay Local Government Unit of Paykek, Kapangan. The Agreement covers the provision of financial assistance, through the Benguet Environment and Natural Resources Office (BENRO), in the amount of PhP150,000.00 to support the establishment of a Material Recovery Facility (MRF) in the said barangay.
2. Contracts of Service of the following personnel assigned at the different offices of the Provincial Government of Benguet for the period June to December 2026. (Rod Kurt E. Medina, Administrative Aide IV at the Provincial Health Office; Myrene L. Aniban, Administrative Assistant II at the Provincial Accounting Office; Mylene D. Caga, Administrative Assistant II at the Provincial Accounting Office; Rejomar T. Tayaban, Administrative Assistant II at the Provincial Accounting Office; Michael Naugie T. Agyapas, Administrative Aide VI at the Office of the Secretary to the Sangguniang Panlalawigan; and Dr. Jaay Lacel D. Bay-an, Medical Officer III at the Dennis Molintas District Hospital)
3. Contract of Services between the Provincial Government of Benguet and thirty (30) Emergency Employment Program beneficiaries (Darian A. Baguiwa, et.al) from Mankayan, Benguet, covering the month of June 2026 with a wage of PhP650.00 per day chargeable against the Emergency Employment Program Fund.
4. Memoranda of Agreement entered into by and between the Provincial Government of Benguet and Mr. Jurgens T. Paoad, Mr. Delfin L. Marquez and Mr. Lawrence K. Pangayan, who shall serve as Barangay Biosecurity Officers (BBOs) of Tuel, Ba-ayan, and Basil, Tublay, Benguet, respectively with a quarterly incentive of PhP3,000.00.
5. Memorandum of Agreement (MOA) entered into by and between the Provincial Government of Benguet and the Apanberang Farmers Association, represented by its President, Ms. Rosemarie M. Dumlao. The Agreement pertains to the Livelihood Assistance Program of the Provincial Government in the amount of One Million Pesos (PhP1,000,000.00), intended to support the Association's Hog (Swine) Raising Project, which shall be payable within a period of two (2) years.

IV. FAVORABLY REVIEWED MUNICIPAL ORDINANCES:
1. March 24, 2026 | Punong Barangays from across the province gathered for the โ€œBarangay Kamustahan: An Orientation on Barangay Development and Governanceโ€ conducted by the Liga ng mga Barangayโ€“Benguet Chapter at the Benguet Sports Complex Gymnasium, Wangal, La Trinidad.

The activity served as a continuing orientation and dialogue platform for barangay leaders as frontliners in local governance, focusing on community concerns, policy updates, and emerging development challenges affecting their respective barangays.

Orientation sessions were delivered by invited resource speakers including Ms. Lailani A. Cortez, OIC PARPO II of the Department of Agrarian Reformโ€“Benguet, who discussed the operational guidelines and functions of the Barangay Agrarian Reform Committee (BARC), and Ms. Daisy A. Payang, Provincial Director of the Department of the Interior and Local Governmentโ€“Benguet, who led the DILG Hour.

In the afternoon, a wellness program was conducted, providing medical and other basic health services to participants in support of the provinceโ€™s vision of a Healthier Benguet.

Also in support to this activity were Governor Melchor Diclas - Benguet with the Sangguniang Panlalawigan members, Liga ng mga Barangay President Hon. Oliver K. Paus, and Hon. Johannes A. Amuasen.
