41st Regular Meeting of the 12th Sangguniang Panlalawigan ng Benguet was held on June 08, 2026, at the SP Session Hall, 2nd Floor Legislative Building, Capitol Compound, La Trinidad, Benguet. The meeting was presided over by Hon. Marie Rose T. Fongwan-Kepes, Provincial Vice Governor and Presiding Officer.
LEGISLATIVE ACTIONS TAKEN DURING THE REGULAR MEETING:
I. APPROVED RESOLUTION/S:
1. Sangguniang Panlalawigan Resolution endorsing qualified recruits from the Province of Benguet to join and undergo the Basic Citizen Military Training (BCMT) Program, tentatively scheduled on July 6, 2026, at the Regional Evacuation Center, Poblacion, Bauko, Mountain Province.
II. RESOLUTIONS FROM OTHER LOCAL GOVERNMENT UNITS GIVEN SUPPORT:
1. Benguet State University infrastructure projects seeking assistance of national government officials in securing funding for their implementation:
i. Requesting for the assistance of Hon. Erwin T. Tulfo, Senator of the Republic of the Philippines, and Hon. Eric Go Yap, Representative of the Lone District of Benguet, in securing for the following infrastructure projects of Benguet State University.
ii. Requesting for the assistance of Hon. Kenneth Paolo C. Tereng, Party-List Representative in securing funding for the construction of an Academic Building for the Benguet State University Buguias Campus in the amount of PhP75,000,000.00.
iii. Requesting for the assistance of Hon. Kenneth Paolo C. Tereng, Party-List Representative in securing funding for the construction of an Academic Building for the Benguet State University Bokod Campus in the amount of PhP75,000,000.00.
iv. Requesting for the assistance of Hon. Mel Senen Sarmiento, Secretary of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) in securing funding for the Construction of the College of Social Sciences Building, La Trinidad Campus in the amount of PhP75,000,000.00.
v. Requesting for the assistance of Hon. Emmanuel Joel Jose Villanueva, Senator of the Republic of the Philippines and Chairperson of the Senate Committee on Higher, Technical, and Vocational Education in securing funding for the Construction of the College of Numeracy and Applied Sciences Building, La Trinidad Campus in the amount of PhP75,000,000.00.
2. Tuba Municipal Resolution No. 168, series of 2026, entitled: "URGING THE IMMEDIATE PRIORITIZATION OF LOCAL AGRICULTURAL PRODUCE AND EXPRESSING GRAVE CONCERN OVER THE DEPARTMENT OF AGRICULTURE'S ANNOUNCEMENT REGARDING CARROT IMPORTATION."
3. Tublay Resolution No. 2026-163, entitled: "RESOLUTION ENDORSING RESOLUTION NUMBERED 03, SERIES OF 2026 OF THE MUNICIPAL SCHOOL BOARD, ENTITLED: "A RESOLUTION REQUESTING THE SUPPORT OF THE SANGGUNIANG PANLALAWIGAN OF THE PROVINCE OF BENGUET FOR THE ESTABLISHMENT OF BECDAY CHASORAS LAMSIS INTEGRATED SCHOOL AT BA-AYAN, TUBLAY, BENGUET."
III. RATIFIED CONTRACTS/AGREEMENTS:
1. Memorandum of Agreement (MOA) entered into by and between the Provincial Government of Benguet and Hon. Hansel K. Manis, Punong Barangay of the Barangay Local Government Unit of Paykek, Kapangan. The Agreement covers the provision of financial assistance, through the Benguet Environment and Natural Resources Office (BENRO), in the amount of PhP150,000.00 to support the establishment of a Material Recovery Facility (MRF) in the said barangay.
2. Contracts of Service of the following personnel assigned at the different offices of the Provincial Government of Benguet for the period June to December 2026. (Rod Kurt E. Medina, Administrative Aide IV at the Provincial Health Office; Myrene L. Aniban, Administrative Assistant II at the Provincial Accounting Office; Mylene D. Caga, Administrative Assistant II at the Provincial Accounting Office; Rejomar T. Tayaban, Administrative Assistant II at the Provincial Accounting Office; Michael Naugie T. Agyapas, Administrative Aide VI at the Office of the Secretary to the Sangguniang Panlalawigan; and Dr. Jaay Lacel D. Bay-an, Medical Officer III at the Dennis Molintas District Hospital)
3. Contract of Services between the Provincial Government of Benguet and thirty (30) Emergency Employment Program beneficiaries (Darian A. Baguiwa, et.al) from Mankayan, Benguet, covering the month of June 2026 with a wage of PhP650.00 per day chargeable against the Emergency Employment Program Fund.
4. Memoranda of Agreement entered into by and between the Provincial Government of Benguet and Mr. Jurgens T. Paoad, Mr. Delfin L. Marquez and Mr. Lawrence K. Pangayan, who shall serve as Barangay Biosecurity Officers (BBOs) of Tuel, Ba-ayan, and Basil, Tublay, Benguet, respectively with a quarterly incentive of PhP3,000.00.
5. Memorandum of Agreement (MOA) entered into by and between the Provincial Government of Benguet and the Apanberang Farmers Association, represented by its President, Ms. Rosemarie M. Dumlao. The Agreement pertains to the Livelihood Assistance Program of the Provincial Government in the amount of One Million Pesos (PhP1,000,000.00), intended to support the Association's Hog (Swine) Raising Project, which shall be payable within a period of two (2) years.
IV. FAVORABLY REVIEWED MUNICIPAL ORDINANCES:
1. Bokod Municipal Ordinance No. 22, Series of 2026, entitled: "AMENDING MUNICIPAL ORDINANCE NO. 12 SERIES OF 2023, ENTITLED "GRANTING FINANCIAL INCENTIVES TO MEDAL/TROPHY WINNERS AND THEIR COACHES REPRESENTING THE MUNICIPALITY IN SPORTS WHO BRING HONOR AND PRESTIGE TO THE MUNICIPALITY OF BOKOD, PROVINCE OF BENGUET."
2. Bokod Municipal Ordinance No. 32, Series of 2026, entitled: "DECLARING THE FIRST WEEK OF DECEMBER OF EVERY YEAR AS "LEGISLATIVE AWARENESS WEEK" IN THE MUNICIPALITY OF BOKOD, BENGUET, PROVIDING ACTIVITIES THEREFOR, AND APPROPRIATING FUNDS THEREOF.
3. Itogon Municipal Ordinance No. 216, Series of 2026, entitled: "AN ORDINANCE ADOPTING THE STREAMLINED GUIDELINES FOR THE ISSUANCE OF PERMITS, LICENSES, AND CLEARANCES FOR ENERGY INFRASTRUCTURE PROJECTS (EIPs) IN THE MUNICIPALITY OF ITOGON, PRESCRIBING THE PROCEDURES, DOCUMENTARY REQUIREMENTS, AND TIME FRAMES THEREFOR, AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF."
4. Itogon Municipal Ordinance No. 211, Series of 2026, entitled: โAN ORDINANCE ESTABLISHING THE "MINER'S OFFICIALS FOR A DAY" (MOFAD) PROGRAM IN THE MUNICIPALITY OF ITOGON."
5. Atok Municipal Ordinance No. 116-2026, entitled: "AN ORDINANCE REQUIRING ALL HOUSEHOLDS TO HAVE THEIR OWN SANITARY TOILET AND ALL PERSONS TO COMPLY WITH ZERO OPEN DEFECATION (ZOD,) PROVIDING FOR ITS GUIDELINES AND PENALTIES FOR VIOLATION AND APPROPRIATING FUNDS THEREFOR," subject to the inclusion of a clear provision requiring that all fines, penalties, and other collections arising from the implementation of the ordinance be remitted directly to the Municipal Treasurer and accounted for under a dedicated Trust Fund in accordance with applicable government accounting and auditing rules.
6. Kapangan Municipal Ordinance No. 264, series of 2026, entitled: "THE HEALTH AND SANITATION CODE OF THE MUNICIPALITY OF KAPANGAN, BENGUET, PROVIDING FOR ITS IMPLEMENTATION, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES."
7. Bokod Municipal Ordinance No. 20, series of 2026, entitled: "ADOPTING THE BENGUET ROADSIDE BEAUTIFICATION AND GREENBELT PROGRAM GUIDELINES AND MECHANICS, PROVIDING FOR ITS IMPLEMENTATION, AND FOR OTHER PURPOSES."
8. Kabayan Municipal Ordinance No. 237-26, entitled: "AN ORDINANCE PROVIDING INCENTIVES TO NON-DELINQUENT STALLHOLDERS AND LESSEES OF THE KABAYAN PUBLIC MARKET, AND FOR OTHER PURPOSES."
9. Atok Municipal Ordinance No. 115-2026, entitled: "AN ORDINANCE INSTITUTIONALIZING THE "KATUWANG SA DIWA AT GAWA PARA SA MASAGANANG ANI AT MATAAS NA KITA (KADIWA) NG PANGULO" IN THE MUNICIPALITY OF ATOK, BENGUET."

13. Itogon Municipal Ordinance No. 214, Series of 2026, entitled: "AN ORDINANCE NAMING THE BACK PORTION OF THE ITOGON TRAINING CENTER AS THE ITOGON INDIGENOUS PEOPLES CULTURAL SANCTUARY."

Kibungan Appropriation Ordinance No. 77, series of 2026, entitled; "AN ORDINANCE AUTHORIZING SUPPLEMENTAL BUDGET NO. 01, SERIES OF 2026, INVOLVING AN AMOUNT OF FIVE MILLION, SEVENTY-FIVE THOUSAND, FIVE HUNDRED EIGHTY-FIVE PESOS (P5,075,585.00) TO FUND THE VARIOUS PROGRAMS, PROJECTS, AND ACTIVITIES OF THE MUNICIPAL GOVERNMENT OF KIBUNGAN."
