CPNP Marbil Lauds Swift Action in Bringing Justice for Lulu Couple

The Chief of the Philippine National Police (PNP) Police General Rommel Francisco D. Marbil, commended the prompt and decisive actions taken by the Central Luzon police in resolving the brutal double murder of online traders Arvin and Lerma Lulu. He reiterated the PNP’s unwavering commitment to protecting the public and ensuring that justice prevails for all victims of violent crimes.

“Our message is clear: the PNP stands as the protector of the Filipino people. We will remain vigilant and relentless in the pursuit of justice, for it is through justice that we restore peace and order in our communities,” Gen. Marbil said in a statement issued Wednesday.

The PNP Chief vowed that justice must be served without delay. He emphasized that no matter how long it takes, the PNP will persist in its quest for justice until every victim of violence is given the justice they deserve.

“Justice cannot wait. The PNP will stop at nothing to ensure that every victim of violence receives the justice they deserve. The swift arrest of these suspects is a testament to our unwavering commitment to uphold the rule of law and protect the innocent," Gen. Marbil stressed.

On October 4, 2024, the couple were ambushed by riding-in-tandem assailants in Pampanga. Following a well-coordinated operation, three suspects, including the alleged mastermind, were presented to the media on Tuesday, marking a significant breakthrough in the investigation just days after the crime shocked the community.

The alleged mastermind, driven by a P13 million debt owed to the victims, was apprehended in Apalit, Pampanga. Other suspects remain in police custody, as further inquest proceedings are underway.

Chief PNP Marbil expressed his profound appreciation to the officials of the Police Regional Office 3, led by PBGen. Redrico Maranan, for their relentless efforts in swiftly apprehending the mastermind and other suspects.

“Violence, driven by greed or any other motive, has no place in our society. The quick resolution of this case highlights the capability and dedication of our police force to bring those responsible to justice,” Marbil emphasized. “We will not allow those who commit heinous crimes to escape the long arm of the law. We owe it to the victims and their families to act swiftly and decisively," he added.

Authorities revealed that the mastermind hired hitmen for P900,000 to eliminate the couple and steal critical items from their residence. The suspects have confessed to being involved in at least 12 other shooting incidents across Pampanga, Bataan, and Nueva Ecija, making their capture a significant victory in the fight against violent crime.

“Criminals who believe they can act with impunity will be proven wrong. We will ensure that all those responsible for this despicable crime face the full force of the law. The victims and their families deserve nothing less than swift and unwavering justice,” Gen. Marbil stressed.

All seven suspects connected to the case are now facing double murder charges, while further investigations are underway to determine the involvement of additional individuals, including the mastermind’s spouse.

“Former PNP Chiefs Should Clarify Role In Anti-Drugs Operations”- CPNP Marbil

Philippine National Police (PNP) Chief General Rommel Francisco D. Marbil on Sunday called on former PNP Chiefs to clarify their roles during the anti-drug campaign, following serious allegations made by retired Lt. Col. Royina Garma. Garma has claimed that former President Rodrigo Duterte and other high-ranking officials from his administration sanctioned covert operations replicating the Davao City model of alleged extrajudicial killings on a national scale.

"We take these allegations very seriously. We will thoroughly investigate Garma’s claims to ensure accountability and transparency within our ranks," Gen. Marbil said. He underscored the importance of restoring public trust in the PNP, particularly in light of the recalibrated anti-drug campaign aimed at prioritizing human rights.

Garma made the revelations during a recent Quad-Committee (QuadComm) hearing, presenting a matrix suggesting that former PNP Chiefs were aware of these covert operations. In her sworn statement, she implicated Colonel Edilberto Leonardo as a key figure in implementing the alleged scheme.

Garma recounted her initial interactions with Duterte, which began with a direct call instructing her to report to his residence in Davao City. In that meeting, she claimed that Duterte tasked her with identifying a high-ranking officer in the PNP to lead a national anti-drug initiative.

Garma identified Col. Leonardo, alleging that he subsequently collaborated with Duterte and his aide, now Senator Christopher “Bong” Go, to establish a new Task Force comprising so-called “liquidators” across the country. Her affidavit named several members of the Philippine National Police Academy (PNPA) classes of 1996 and 1997, whom she alleged actively participated in these operations.

As the PNP prepares to investigate these serious allegations, General Marbil reiterated, “Our commitment to human rights and accountability is paramount. We must work diligently to regain the trust of the people and ensure that law enforcement operates within the bounds of the law."

He also announced that measures would be implemented to strengthen public confidence and prevent similar abuses in future operations.

Garma has pledged to provide more details and names in an upcoming Executive Session with the QuadComm, raising questions about the potential serious implications for those involved in the controversial drug policies of the Duterte administration.

PGen. Marbil reiterated that the PNP remains dedicated to upholding justice and restoring faith in its operations, reinforcing its commitment to protecting human rights in all aspects of our operations.
