𝗦𝗔𝗡 𝗙𝗘𝗥𝗡𝗔𝗡𝗗𝗢, 𝗟𝗔 𝗨𝗡𝗜𝗢𝗡 𝗛𝗢𝗦𝗧𝗦 𝗧𝗛𝗘 𝟮𝟬𝟮𝟱 𝗦𝗦𝗖 𝗦𝗨𝗠𝗠𝗜𝗧
The City of San Fernando, La Union, in partnership with DOST Ilocos Region, successfully hosted the Smart and Sustainable Communities Summit 2025 on December 5, 2025. With the theme “Innovating Together Toward Smart, Sustainable, and Inclusive Communities,” the Summit convened LGUs, NGAs, MSMEs, academe, industry partners, civil society, innovators, and community stakeholders to advance science-based, people-centered development.
DOST Undersecretary Engr. Sancho A. Mabborang highlighted the importance of innovation for learners, farmers, entrepreneurs, and vulnerable groups, presenting the DOST Smart and Sustainable Communities Program, emphasizing human well-being, wealth creation, protection, and sustainability. Regional Director Dr. Teresita A. Tabaog underscored inclusive technology access, while Mayor Hermenegildo A. Gualberto reaffirmed the city’s commitment to innovation-driven growth.
Experts showcased programs supporting MSME growth, startup development, climate resilience, and smart city transformation, including DOST SETUP, iHubs, GeoRisk Philippines, Flood Monitoring Systems, and IoT applications for responsive governance. Success stories, such as Ms. Joanne Dacquel’s entrepreneurial journey, highlighted the transformative role of science and technology.
The Summit also featured the Inter-School StartUp Competition and Aghamlikha Research Proposal Competition, promoting youth innovation. The event concluded with a shared commitment among all sectors to build inclusive, resilient, and innovation-driven communities across San Fernando and the Ilocos Region.

Nagkaloob ang City of San Fernando ICT Council ng 192 set ng de-latang pagkain (12 piraso bawat set) at mga bitamina para sa mga pamilyang naapektuhan ng Bagyong Emong ngayong araw, August 8, 2025.
Ipinasa ang donasyon ng mga kinatawan ng ICT Council na sina Chairman Edgee Don Zarsadias (Converge), Dr. Alvin Malicdem (DMMMSU-MLUC), at Germie Deang (CICT Office).

𝗦𝗔𝗡 𝗙𝗘𝗥𝗡𝗔𝗡𝗗𝗢 𝗖𝗜𝗧𝗬 𝗠𝗔𝗥𝗞𝗦 𝗡𝗔𝗧𝗜𝗢𝗡𝗔𝗟 𝗜𝗖𝗧 𝗠𝗢𝗡𝗧𝗛 𝟮𝟬𝟮𝟱 𝗪𝗜𝗧𝗛 𝗜𝗡𝗖𝗟𝗨𝗦𝗜𝗩𝗘 𝗗𝗜𝗚𝗜𝗧𝗔𝗟 𝗘𝗠𝗣𝗢𝗪𝗘𝗥𝗠𝗘𝗡𝗧 𝗜𝗡𝗜𝗧𝗜𝗔𝗧𝗜𝗩𝗘𝗦

In celebration of National ICT Month this June 2025, the City Government of San Fernando, La Union, rolled out a series of digital capability-building programs aimed at promoting digital inclusion and government efficiency.

Spearheaded by the City Information and Communications Technology Office (CICTO), the initiatives conducted were aligned with the goals of the DigitalCitiesPH and Smart and Sustainable Communities Programs.

In partnership with the Department of Information and Communications Technology – Regional Office I (DICT ROI), two key projects were conducted: the Google Workspace Training for City Hall employees, enhancing digital productivity in public service; and the Cybersecurity Awareness Training for senior citizens, designed to promote online safety and responsible internet use among the elderly.

Additionally, the city started its in-house 2-day Productivity Tools Training for city and barangay health workers, with a target of 260 participants, to strengthen digital proficiency in frontline healthcare delivery.
