The Department of the Interior and Local Government (DILG) Lapu-Lapu City, headed by City Director Dr. Neila N. Aquino, CESO V, in partnership with the Lapu-Lapu City Government thru the City Budget Office and the City Accounting Office, conducted a Coaching and Mentoring on the Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Program (ABYIP) for all thirty (30) Sangguniang Kabataan (SK) Councils in Lapu-Lapu City on July 21, 2026.

This provision of technical assistance was an offshoot of the findings from the 2026 Seal of Good Local Governance for Barangays (SGLGB) Assessment, which revealed that one of the common concerns among the SKs was the preparation of their plans and financial documents.

During the activity, the participants' CBYDPs and ABYIPs were reviewed and enhanced through technical mentoring. Dr. Aquino discussed the Guidelines on the Appropriation, Release, Planning, and Budgeting Process of SK Funds. Meanwhile, LGOO II Ruel O. Evangelista discussed DILG Memorandum Circular No. 2023-033 and DILG Memorandum Circular No. 2022-032 on the Katipunan ng Kabataan (KK) Profiling and Determination of Quorum. ISA I Shyrell A. Trazona discussed DILG Memorandum Circular No. 2020-136 on the Sangguniang Kabataan Full Disclosure Policy (SKFDP) and the Monitoring of the Local Youth Development Plan (LYDP), CBYDP, and ABYIP. On the financial management aspect, Mr. Sean Quano, CPA, and Ms. Carren Sanchez of the City Accounting Office discussed the accounting forms and documentary requirements relevant to SK operations. Likewise, Ms. May Flor Tongco and Ms. Melbone Montejo of the City Budget Office provided technical guidance on the budgeting process and the preparation of the SK financial plans.

As part of the program, Sangguniang Kabataan officials who actively participated in and supported the Grand Launching of the Amuma sa Barangay Program on June 22, 2026, were presented with Certificates of Appreciation in recognition of their valuable contribution.

The activity also served as an avenue for the SK officials to raise concerns, clarify issues, and seek guidance from the concerned offices. To conclude the activity, LGOO IV Roger C. Baynosa discussed the Ways Forward, highlighting the agreements reached among the SK officials, DILG, the City Budget Office, and the City Accounting Office regarding the revision and submission of their financial plans.

In his closing message, Sangguniang Kabataan Federation President Hon. Orlan Joseph Carungay reminded his fellow SK officials that despite the possibility of an upcoming electoral transition, the most meaningful legacy they can leave behind is their sincere public service and the completion of accurate, compliant, and well-prepared plans and financial documents.

The DILG Lapu-Lapu City Team participated and completed the Training for Trainers on the Formulation of the Enhanced Local Climate Change Action Plan (ELCCAP) with Climate and Disaster Risk Assessment (CDRA) and Geographic Information Systems (GIS).

The training was conducted on July 27-30, 2026 at the MJ Hotel, Cebu City. A series of workshops and presentation of outputs by the different sectoral groups were done during the training. After the orientation of the standard methodologies and various theoritical inputs, the group was able to formulate an enhanced plan that could be the basis of LGUs in the formulation of their own ELCCAP.

The training was organized and conducted by the Local Government Capability Development Division (LGCDD)-DILG 7 Central Visayas. It was participated by DILG field officers, MPDO and representatives from the academe.

The DILG Lapu-Lapu City Team was represented by LGOO IV Roger Baynosa and LGOO II Ruel Evangelista.

DILG LAPU-LAPU CITY CONDUCTS SGLG MOCK ASSESSMENT

๐—Ÿ๐—ข๐—ข๐—ž | In preparation for the upcoming implementation of the Seal of Good Local Governance (SGLG) National Assessment, the Department of the Interior and Local Government (DILG) Lapu-Lapu City Field Office under the leadership of City Director Dr. Neila N. Aquino, CESO V, successfully conducted the SGLG Mock Assessment on July 27, 2026, at the ABC Conference Room, Lapu-Lapu City.

The activity served as a simulation of the actual SGLG assessment to evaluate the City Government's level of preparedness across the various governance areas covered by the SGLG. It also provided an opportunity to identify strengths, determine gaps and recommend interventions to address areas requiring improvement prior to the official national assessment.

The mock assessment brought together representatives from various offices of the Lapu-Lapu City Government, who presented pertinent documents and discussed the City's compliance with the SGLG indicators.

DILG personnel, acting as mock assessors, provided observations, clarifications and technical guidance to help ensure that all governance requirements are properly documented and aligned with the SGLG standards.

Through this initiative, DILG Lapu-Lapu City reaffirms its commitment to assisting the City Government in strengthening governance systems, improving service delivery and promoting transparency, accountability and excellence in local governance.

WOMEN EMPOWERMENT: CONDUCT OF AMUMA SA BARANGAY ORIENTATION

LOOK | DILG Lapu-Lapu City, under the leadership of City Director Dr. Neila N. Aquino, CESO V, conducted the Amuma sa Barangay Orientation on July 23, 2026, at Purok San Isidro Labrador, Brgy. Maribago, Lapu-Lapu City.

The orientation was facilitated by LGOO II Jose Mari Y. Tindugan, who discussed the objectives and salient features of the Amuma sa Barangay Program, highlighting the importance of community participation and responsive local governance. The session also emphasized the economic empowerment of women in the community by promoting opportunities for livelihood development, financial inclusion, and active participation in community-based initiatives.

The activity served as a venue to strengthen awareness and encourage active engagement among community members in fostering a more empowered, resilient, inclusive and people-centered barangay.

Philippine Drug Enforcement Agency Region VII Assistant Regional Director Thessa Tiuzen paid a courtesy visit to DILG Lapu-Lapu City Director Dr. Neila N. Aquino, CESO V. Accompanying ARD Tiuzen were IA III Ruenell Butch Montenegro and team.

On the same day, personnel from the Philippine Army also visited the office for a consultation on an activity relative to peace and order.

Coordination between offices shows that strong teamwork between agencies is essential to keep the community safe, aligned, and peaceful.

REGIONAL COORDINATION MEETING ON PHILIPPINE ANTI-ILLEGAL DRUGS STRATEGY (PADS)

LOOK | DILG Lapu-Lapu City, represented by LGOO II Ruel Evangelista, participated in the Regional Coordination Meeting on the Philippine Anti-Illegal Drugs Strategy (PADS) held on July 20, 2026, at the DILG Regional Office VII, Cebu City.

During the activity, LGMED Chief Engr. Celerino Magto emphasized that DILG's role goes beyond performance assessment by continuously providing technical assistance, mentoring, and capacity-building to local government units to ensure the effective implementation of anti-illegal drug programs.

The meeting gathered ADAC focal persons from across Region VII to discuss updates, align implementation strategies and strengthen coordination in advancing anti-illegal drug initiatives.

LOOK | DILG Lapu-Lapu City under the leadership of City Director Dr. Neila N. Aquino, CESO V, represented by LGOO II Ruel Evangelista, provided technical assistance during the conduct of GAD Planning Seminar for PWDs in coordination with PDAO, CSWDO and Lapu-Lapu City Federation of Persons with Disabilites (LLCFPWD) on June 19, 2026 at the Senior Citizen Community Care Center, Plaza Rizal, Poblacion, Lapu-Lapu City.

The activity gathered PWD leaders from all barangays in Lapu-Lapu City to strengthen inclusive and gender-responsive planning, in line with the celebration of the 48th National Disability Rights (NDR) Week.

Admin. Aide Jhon Vincent Lagala was also present to provide technical and administrative support during the activity.

PRESENTATION OF SURVEY RESULTS ON THE LOCAL GOVERNMENT CODE OF 1991 REVIEW AND AMENDMENT PROGRAM (LGC REVAMP) FOR HIGHLY URBANIZED CITIES

LOOK | DILG Lapu-Lapu City participated in the Presentation of Survey Results on the Local Government Code of 1991 Review and Amendment Program (LGC RevAmP) for Highly Urbanized Cities on 23 July 2026 at Kojo Hotel, City Time Square 2, Tipolo, Mandaue City, conducted through a blended modality with simultaneous participation via Zoom.

The activity was attended by DILG Lapu-Lapu City Director Dr. Neila N. Aquino, CESO V, and LGOO II Ruel O. Evangelista, together with representatives from the City Government of Lapu-Lapu, including department heads, selected Punong Barangays, and other local officials who attended on-site. Meanwhile, City Mayor Hon. Ma. Cynthia โ€˜Cindiโ€™ K. Chan, members of the Sangguniang Panlungsod, City Administrator Atty. Danilo Almendras and other participants joined via the Zoom platform to validate the survey findings and discuss proposed amendments on the Local Government Code of 1991.

During the activity, the Cebu Technological University (CTU) Research Team, as the DILG's academic partner, presented the survey results and facilitated discussions on key policy issues to generate evidence-based recommendations in support of the ongoing review and amendment of the Local Government Code.

Through these initiatives, DILG continues to promote responsive, participatory, and evidence-based local governance toward a more effective and empowered public service.
