UHOA LEARNING SESSION REPORT
1st Batch Learning Session on the Amendment of HOA By-Laws and Articles of Incorporation
June 20, 2026 | Goldberry Suites & Hotel, Lapu-Lapu City

The Unified Homeowners Association (UHOA) successfully conducted its 1st Batch Learning Session on the Amendment of Homeowners Association By-Laws and Articles of Incorporation last June 20, 2026 at Goldberry Suites & Hotel.

The activity was attended by officers from 23 different homeowners associations and subdivisions who are members of UHOA. The learning session was conducted in line with the implementation of Republic Act No. 9904 (Magna Carta for Homeowners and Homeowners' Associations) and its 2024 Implementing Rules and Regulations (IRR), as directed by the Department of Human Settlements and Urban Development (DHSUD).

The session emphasized the importance of ensuring that every homeowners association updates and aligns its governing documents with the provisions of R.A. 9904 and the 2024 IRR to promote transparency, accountability, democratic governance, and effective community management.

As the IRR provides, homeowners associations are encouraged to adopt governing documents that are consistent with existing laws, the IRR, and principles of good governance, ensuring that the rights and welfare of all homeowners are protected and that associations remain responsive to the changing needs of their communities.

"Good governance begins with informed leaders. Strong communities are built when leaders continue to learn, adapt, and serve with integrity."

UHOA extends its heartfelt gratitude to the City Government of Lapu-Lapu, under the leadership of our beloved Hon. Mayor Cindi King Chan , for the unwavering support extended to homeowners associations and community development initiatives.

We likewise express our sincere appreciation to the HOASCA Office, headed by Executive Director Atty. Mark Vincent Alabastro , and to UHOA President Mr. King Philip Caballes , whose leadership and commitment made this meaningful learning session possible.

This is only the beginning. UHOA remains committed to equipping HOA leaders with the knowledge and skills necessary to build stronger, law-abiding, and more responsive homeowners associations for the benefit of every homeowner in Lapu-Lapu City.

Together, let us continue building stronger communities through knowledge, unity, and good governance.

The Unified Homeowners Association of Lapu-Lapu City (UHOA) invites all HOA Officers to a Learning Session on the Revision of HOA By-Laws and Articles of Incorporation in compliance with RA 9904 and the Revised IRR of 2024.

This session will guide HOA leaders on the DHSUD-mandated amendments and discuss the importance of compliance, including the possible consequences of failing to revise governing documents before the December 2026 deadline.
