The CDA Region VI hosted this month’s Local Monitoring Committee Meeting and the Regional Convergence, Consultation, and Open Forum for Transport Cooperatives on September 15, 2026, at Zuri Hotel, Iloilo City.

This activity was graced by ASec. Jesus Ferdinand “Andy” D. Ortega, Board Member III, Head of the Public Utilities Cluster, and attended by other partner agencies including the LTFRB, LTO, Office of Transportation Cooperatives (OTC), DILG, Iloilo Provincial Government, and Iloilo City Government to continuously strengthen the venue for monitoring and inter-agency coordination in addressing issues and concerns from the sector, and ensure effective implementation of programs and initiatives for the transport cooperatives.

Significant personnel who showed their support for this endeavor include: Regional Director Richard Z. Osmeña, LTFRB VI, Atty. Ma. Joscet Buyco-Abellar, LTFRB VI, Atty. Arturo C. Cangrejo, LCDOP President and Iloilo Provincial Cooperative Development Officer, Atty. Christian Oberio, OTC, Mr. Ramil Urrera, OTC, Ms. Bessy Jean B. Dellomos, DILG VI, and Ms. Ginette T. Barranco, Iloilo City Government Cooperative Officer.

Through this continued collaboration and meaningful dialogue, the CDA Region VI and its partner agencies remain committed to advancing the welfare and strengthening the capacity of transport cooperatives in the region.

𝐈𝐧𝐚𝐮𝐠𝐮𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐑𝐢𝐜𝐞 𝐏𝐫𝐨𝐜𝐞𝐬𝐬𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 𝐨𝐟 𝐈𝐁𝐎𝐍 𝐌𝐏𝐂

The CDA Region VI Office congratulates the Integrated Barangays of Numancia Multi-Purpose Cooperative (IBON MPC) ably led by its General Manager Arnulfo T. Magcope, on the inauguration of the Rice Processing System (RPS) under the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Program of the Department of Agriculture (DA), in partnership with the Philippine Center for Postharvest Development and Mechanization (PhilMech) and other implementing agencies, held on September 10, 2026, in Numancia, Aklan.

This program aims to boost rice production and farmers' competitiveness through efficient and cost-effective rice processing by providing qualified Farmers’ Cooperatives and Associations (FCAs) and Local Government Units (LGUs) with appropriate processing technologies for a more sustainable rice industry and food security in the Province of Aklan.

Distinguished guests who showed their support for this endeavor include Department of Agriculture VI Regional Director Dennis R. Arpia, PhilMech Director II Joel V. Dator, Provincial Agriculturist of Aklan Engr. Alexys T. Apolonio, and SB Member Felimon T. Enero of Numancia, Aklan, whose presence highlighted the collective commitment to advancing agricultural mechanization and empowering farmers through cooperative development.

The CDA RVI-EO held a consultative meeting with Capiz SP Committee Chair on Cooperatives Cecilio F. Fecundo and Former Provincial Budget Officer G. Antonio T. Arbis regarding the proposed Memorandum of Agreement (MOA) between the CDA and the Province of Capiz, the Capiz Credit Surety Fund Cooperative, and CFIDP Trainings to be conducted in the Province of Capiz, last August 13, 2026, at Roxas City, Capiz.

The discussion included the forging of MOA between the CDA and the Province of Capiz to ensure alignment of the delivery mechanism for implementing joint programs of the agency and the Local Government Units (LGUs) for cooperatives. These include the proposed Capiz Credit Surety Fund Cooperative (CCSFC) which aims to improve access to financial inclusion among micro, small, and medium enterprises (MSMEs), and to provide capacity-building programs for Coconut Farmers and Industry Development Plan (CFIDP) beneficiaries to empower the coconut industry and the agricultural sector of the province.

These concerted efforts will strengthen the partnership between the agency and LGUs to continuously promote the viability and growth of cooperatives as one of the socio-economic drivers of community development.

Some of the key personnel who exhibited their support for these initiatives include: Mr. Francisco Dariagan of the Capiz Provincial Government, Ms. Teresita Bidiones, CCSFC Interim Chairperson, Jeffrey De los Reyes CCSFC Interim Vice-Chairperson, and Ms. Rowena Dela Cruz, CCSFC Interim Treasurer.
