Public servants deserve fair and updated support now more than ever.

For years, the Personnel Economic Relief Allowance (PERA) has remained at ₱2,000, while the cost of living continues to rise. Today, we are also facing an energy crisis that is driving fuel prices higher, increasing transportation costs, and putting additional pressure on everyday expenses.

What ₱2,000 could cover before is no longer enough. Many government employees are now stretching limited resources just to meet basic needs while continuing to serve the public with dedication.

We are not asking for privilege we are asking for fairness. Increasing PERA is a practical and timely measure to help public servants cope with inflation and the ongoing energy challenges affecting the entire country.

We respectfully call on our policymakers and legislators to review and update PERA to reflect present economic realities. Supporting public servants means strengthening the services that every Filipino depends on.

The Implementing Rules and Regulations (IRR) of the New Government Procurement Act (RA 12009) take effect today, 25 February 2025, following its publication on 10 February 2025. While the IRR is now in force, please note that some provisions under Annex B of Resolution No. 02-2025 still require the development and issuance of necessary guidelines by the Government Procurement Policy Board (GPPB).

In implementing the IRR of RA 12009, the GPPB has adopted a modular approach. This method divides the formulation process into manageable sections, ensuring each module is well-developed, thoroughly reviewed, and provides comprehensive guidelines for specific procurement areas. For those provisions that require the development of guidelines, the IRR of RA 9184 will still remain in effect. Moreover, it is imperative to note that though the IRR becomes effective today, however, Section 113.3 of the IRR indicated that the GPPB and all HoPEs, Procuring Entities and the BACs affected by this Act shall be given a three (3)-year transitory period from the approval of the standard forms for procurement to fully comply with the requirements of the Act and its IRR.

This new IRR is expected to have a significant impact on government procurement by enhancing transparency, efficiency, and competitiveness. It aims to modernize the procurement process, foster fair competition, and improve procurement outcomes in alignment with national development goals.
