𝐃𝐈𝐋𝐆 𝐀𝐥𝐛𝐚𝐲 𝐂𝐥𝐮𝐬𝐭𝐞𝐫 𝐈𝐈 𝐂𝐨𝐧𝐝𝐮𝐜𝐭𝐬 𝟑𝐫𝐝 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝐂𝟐-𝐔𝐠𝐧𝐚𝐲𝐚𝐧 𝐌𝐞𝐞𝐭𝐢𝐧𝐠

DILG Albay Cluster II successfully conducted its 3rd Quarter C2-Ugnayan Meeting on September 14, 2026 via Zoom, with the activity serving as a venue for strengthening communication, coordination, and collaboration between the Department and the designated DILG-LGU Focal Persons.

Initiated in 2023 as an innovation of the Cluster II Albay Operations, C2-Ugnayan provides a dedicated platform for LGU Staff or personnel assigned as DILG Focal Persons to regularly connect with the Department, raise concerns, clarify policies and procedures, and share updates and good practices relevant to local governance. Through this initiative, the Cluster aims to promote faster communication and more responsive coordination in addressing matters affecting the implementation of DILG programs and other operational requirements.

For the 3rd Quarter meeting, the Cluster conducted an Orientation on Foreign Travel Authority (FTA) Guidelines and Walkthrough on Updating of Data in the Barangay Information System (BIS). The discussions were facilitated by LGOO V Aniza D. Rint, DILG Albay FAS Chief and Focal Person, who provided updates on the new FTA Guidelines and guided the participants through the process of updating data in the BIS.

The meeting also included discussions on the Cluster II Status of Compliance to Reports, Ugnayan Updates, and other matters relevant to the continuing coordination and support of DILG Albay Cluster II with its partner LGUs.

Spearheaded by DILG Albay Cluster II, the C2-Ugnayan continues to provide a practical space where LGU Focal Persons and the Department can stay connected, exchange information, address concerns, and work together toward more efficient and responsive local governance.

The DILG Albay Cluster II successfully conducted its 3rd Quarter Cluster Meeting on September 14, 2026, at the 2nd Floor Red Room, Albay Capitol Building, Legazpi City. The meeting served as an avenue for the Cluster to discuss important updates, monitor the status of compliance with various reports, and strengthen coordination among Cluster II personnel in the delivery of technical assistance and support to partner Local Government Units.

The meeting was presided by LGOO VII Amaline R. Colina, Cluster II Head, who led the discussion and ensured that the concerns and updates of the Cluster were properly addressed.

Among the highlights of the meeting was the discussion on Updates on GAD Requirements for the Seal of Excellence in Local Governance (SELG), with LGOO III Ammabelle Cristine D. Solano, LGCDS Staff, serving as the resource speaker. The discussion provided the Cluster personnel with relevant updates and reminders on the requirements and considerations related to GAD in the SELG assessment.

The meeting also covered the Cluster II Status of Compliance to Reports, providing an opportunity to review accomplishments, identify pending submissions, and address concerns affecting the timely completion of required reports. Updates on the Cluster Local Government Resource Center (LGRC) were likewise discussed, along with other matters relevant to the continuing operations and initiatives of the Cluster.

Through regular cluster meetings, DILG Albay Cluster II continues to strengthen teamwork, coordination, and knowledge-sharing among its personnel, ensuring that the Cluster remains responsive in providing quality assistance and support to its partner LGUs.

The DILG Albay Provincial Office, through its Cluster II Operations Office, remains steadfast in its mission to empower LGUs, strengthen intergovernmental collaboration, and enhance governance excellence through the successful conduct of the Collaboration Activity with the Local Government Units of Polangui and Libon held last March 19, 2026.

Key discussions covered a comparative review of last year’s performance assessments, including CFLGA, LCPC Assessment, LCAT-VAWC Functionality Assessment, POC Performance Audit, and ADAC Functionality Assessment. Updates on the status of LGU-mandated plans and Local Government Support Fund–Support to the Barangay Development Program (LGSF-SBDP) Projects were also discussed during the activity. These insights will help the LGUs assess progress, identify gaps, and strengthen its preparations for the upcoming assessments.

The activity provided valuable insights into LGU’s governance performance, enabling the LGU to identify strengths, address areas for improvement, and reinforce strategies for sustainable development. The discussions emphasized the importance of transparent leadership, strong local policies, and effective public service delivery to achieve lasting progress.

This initiative is designed to support LGUs in improving their governance performance across various sectors. With a strong focus on capacity-building, technical guidance, and knowledge-sharing, the activity aims to equip LGUs with the necessary tools to enhance their efficiency and accountability towards creating responsive, inclusive, and well-governed local communities in the province.

The Department of the Interior and Local Government (DILG) Albay Provincial Office, through its Cluster II Operations Office, successfully conducted the Collaboration Activity with the Local Government Unit (LGU) of Camalig last February 23, 2026.

The initiative served as a platform for engaging elected officials and functionaries while fostering partnerships in the effective implementation of DILG programs, projects, and activities (PPAs). It is designed to support LGUs in improving their governance performance across various sectors. With a strong focus on capacity-building, technical guidance, and knowledge-sharing, the activity aims to equip LGUs with the necessary tools to enhance their efficiency and accountability.

The activity provided local leaders with a collaborative space to discuss governance challenges, exchange strategies, and explore innovative solutions for more transparent, effective, and community-driven leadership. Through interactive discussions and expert insights, the activity reinforced the LGU's commitment to good governance, public accountability, and sustainable development.

The Department of the Interior and Local Government (DILG) Albay Provincial Office in partnership with Cluster II Operations Office successfully conducted the Collaboration Activity with LGU Ligao City and LGU Guinobatan last February 20, 2026 marking another significant step toward strengthening collaboration between national and local government units.

The activity highlighted presentation of the latest performance assessment result in various flagship programs such as Child-Friendly Local Governance Audit (CFLGA), Peace and Order Council (POC) Performance Audit, Anti-Drug Abuse Council (ADAC) Performance Audit and Awards, Status of LGU’s thematic plans, and Status of locally funded projects of the LGU wherein local officials were able to identify both strengths and areas for improvement. More importantly, the activity encouraged LGU leaders and functionaries to reaffirm their commitment to good governance and to outline strategic actions moving forward.

Beyond performance review, the interfacing also opened meaningful dialogue between DILG and LGUs which provided an avenue to surface challenges, exchange feedback, and explore opportunities for collaboration, capacity-building, and enhanced support mechanisms.

As the initiative continues to roll out across Albay, DILG remains steadfast in its mission to foster stronger partnerships with LGUs, ensuring more responsive, transparent, and effective public service delivery for every Albayanos.

𝗟𝗢𝗢𝗞 | The DILG Albay Provincial Office successfully concluded 𝗣𝗔𝗚𝗦𝗔𝗟𝗨𝗗𝗔𝗥: 𝗔𝘄𝗮𝗿𝗱𝗶𝗻𝗴 𝗟𝗚𝗨 𝗘𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 𝗬𝗲𝗮𝗿 𝟮 at the Proxy Hotel on November 25, 2025.

This awarding ceremony is an annual celebration that recognizes the outstanding accomplishments, innovations, and steadfast dedication of Local Government Units in the Province of Albay.

In attendance were Hon. Governor Noel E. Rosal, DILG Provincial Director Rebecca O. Britanico, and esteemed officials from partner agencies, including the Philippine Army, BJMP Albay, PNP-Albay, BFP-Albay, PRAI-CSO-Albay Chapter, PDEA-Albay, and representatives from the Provincial Government of Albay.

Ultimately, this ceremony highlights the importance of good local governance, highlighting the value of solidarity and shared responsibility in improving public service in the province. By recognizing the achievements of Local Government Units, we strengthen the spirit of cooperation and collaboration that is essential in delivering quality services to our communities.

Sabay-sabay nating saksihan ang makabuluhang kwento ng LEdS (Ligao Educational Scholarship Program) — isang inisyatibang nagsilbing SINAG sa madilim na yugto ng pangarap at pagsusumikap ng mga kolehiyong Ligaoeño.

Isang pagkilalang alay sa bawat kilay na naisunog, sa bawat gabing ginugol sa pag-aaral, at sa bawat pangarap na unti-unting tinutupad, sa tulong ng isang programang hindi lang tumulong, kundi nagbigay ng ilaw at pag-asa.
