๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’: On the 29th day of January, the DOST FOB VIII Team conducted an ocular inspection at Uni-Real Trading Corp. in Ormoc City as part of a potential FOB transaction to license the Meteorological Data Acquisition Stations for Information Dissemination (MASID) technologies developed by DOST-ASTI.

The said inspection was led by the TECHGROW Project Coordinator Engr. Florentino L. Quiรฑones, Jr. together with its Project Staff Ms. Angelika Juvina C. Filipinas and Ms. Leila Natascha G. Agote who jointly facilitated the on-site assessment and coordination with the licensee.

Also, this visit aimed to evaluate the facilities and resources, operational readiness, and regulatory compliance of the licensee to ensure that the adoption of government-funded technologies will deliver meaningful impact to the local industries and communities that it will serve.

The Department of Science and Technologyโ€“National Capital Region successfully led the conduct of TECHGROWโ€™s TECHCCELERATE Training for the DOST Regional FOB Secretariats, held at The Lanang Suites, Davao City on December 2-5, 2025. The training was conducted in collaboration with the Intellectual Property Office of the Philippines โ€“ Documentation, Information, and Technology Transfer Bureau (IPOPHLโ€“DITTB) represented by Mr. Adrian H. Sablan, Chief of IP Management and Technology Transfer, and Engr. Aldrex L. Aviso, IP Rights Specialist, who served as Resource Persons which provided expert insights on intellectual property management and commercialization aspects.

The event was graced by DOST key officials, including Engr. Romelen T. Tresvalles, Regional Director of DOSTโ€“NCR; Ms. Elsie Solidum, Assistant Regional Director of DOST Region XI; and Engr. Melvin P. Jusi, Focal Person from the Office of the Undersecretary for Regional Operations, underscoring the Departmentโ€™s strong support for capacity-building efforts across all regions.

The four-day training and workshop gathered participants from the 17 DOST Regional Offices and was mainly participated by the FOB Secretariats under the TECHGROW Project. The program focused on core areas of Intellectual Property such as (1) IP management, (2) IP strategies, (3) IP Audit and Assessment, (4) IP Valuation, and (5) Freedom to Operate Search. A series of hands-on workshops enabled participants to apply these concepts using key IP tools such as the Technology Appraisal Sheet and the IP Asset Inventory/Mapping system. These exercises were essential in enhancing the operational capabilities of the FOB Secretariats, particularly in technology transfer assessment and IP portfolio management which was identified as critical components in advancing technologies toward commercialization.

In addition, participants engaged in in-depth discussions on fundamental topics such as โ€œIntroduction to Technology Transfer and Commercialization,โ€ โ€œRequirements of Sections 87 and 88 of the Intellectual Property Code,โ€ โ€œMandatory Provisions in Licensing under Sections 87 and 88,โ€ and โ€œTechnology Licensing Agreement (TLA) Drafting.โ€ These sessions provided a comprehensive understanding of the legal and procedural foundations that govern technology transfer and commercialization in the Philippines. Through this integrated learning approach, the FOB Secretariats gained a strengthened grasp of the contextual framework of Republic Act No. 8293, or the โ€œIntellectual Property Code of the Philippinesโ€, including its mandatory provisions, restrictions, and exceptions applicable to Technology Transfer Agreements (TTAs).

Significantly, the capacity-building programs under the TECHGROW Project are strategically designed to enhance the competencies of the FOB Secretariats in improving and streamlining the technology commercialization processes within the DOST Regional Offices. The training likewise reinforces the institutional adoption of IP management practices to further intensify the technology transfer initiatives in the regions.

Moreover, the said training emphasizes the importance of aligning regional innovation programs with national policies, particularly those mandated under Republic Act No. 10055 or the Philippine Technology Transfer Act of 2009, and Republic Act No. 8293 or the Intellectual Property Code of the Philippines. By integrating these essential topics, the program ensures that the FOB Secretariats are equipped with the necessary knowledge, tools, and adaptive strategies to effectively carry out and perform their operational functions that will contribute meaningfully to all regionsโ€™ innovation and commercialization agenda.

The four-day training wrapped up with a key message highlighting that the FOB Secretariats are not merely receiving offices, but future technology transfer officers in the making. With practical knowledge, hands-on experience, and a deeper understanding on intellectual property and commercialization strategies, FOB Secretariats are now ready to help bring innovations from the regional offices all the way to the marketplace. Also, this training brings up DOSTโ€™s commitment to empower regional project teams as they continue to strengthen the countryโ€™s innovation ecosystem.

๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’: To further reinforce the commercialization efforts in the region, the DOST 8 TECHGROW/FOB Team visited VSU to assess the readiness level of its developed technologies. As the current FOB VIII Secretariat, the team also extended its assistance to help VSU comply the lacking FOB documentary requirements for the said technologies.

This initiative aims to intensify technology transfer related activities of tech generators to further commercialize government funded technologies with great potential. Also, this is to encourage innovators that research should not remain as plain researches in books itself but to significantly bring life and transform them into real world solutions. Thus, the TECHGROW/FOB team duly maintain its support to effectively serve its purpose in the field of tech transfer and commercialization in Region 8.

๐„๐˜๐„๐’ ๐‡๐„๐‘๐„: Upholding its support and participation, the DOST VIII attended the NCRโ€™s Innovation and Technology Transfer Summit 2025 held at Green Sun Hotel, Makati City last June 23-24, 2025. The 2-day Summit was indeed a remarkable event marked by the presence of the DOST Secretary Dr. Renato U. Solidum Jr. together with the DOST Undersecretary for Regional Operations Engr. Sancho A. Maborrang. Special support also came from various DOST key officials such as Dr. Napoleon K. Juanillo Jr, the Assistant Secretary for Technology Transfer, Communication and Commercialization, Engr. Maria Teresa B. de Guzman, the Assistant Secretary for Countryside Development and Dr. Melvin B. Carlos, the Deputy Executive Director of PCCAARD.

The program kicked started a warm welcome message delivered by the DOST NCR Regional Director and TECHGROW Project Leader Engr. Romelen T. Tresvalles. She emphasized the role of DOST as the backbone of commercialization bridging research and development to truly create an impact in the communities it serves.
The event made it more meaningful when DOST Secretary Solidum on his keynote message emphasized the mission of DOST as the leading provider and enabler of science and technology-based solutions to boost the economic growth and development of the country. He also stressed out the importance of promoting a culture of innovation that will create an intangible change empowered by every technological advancement with a purpose of significantly improving the lives of every Filipino. Likewise, Assistant Secretary Juanillo shared the DOST Propel Programs and services it offers relating to commercialization practices where innovation meets commerce as its ultimate goal. Also, a ceremonial Letter of Intent (LOI) signing was a milestone of success for DOST-NCR that gathered pioneering members from various sectors of the government for the launching of PCAARRD R&D consortium.

On the other hand, relevant stakeholders particularly Engr. Maria Teresa B. De Guzman, Dir. Shiela Gail Satura-Quingco and Dr. Renato A. Villegas showed support in the pursuit of bringing together industry enablers into a collaborative platform believing that true development is shared progress. As significant as it is, Undersecretary Engr. Maborrang carried out his message of support reinforcing that innovation only becomes truly impactful when it creates opportunities that transforms an idea into a livelihood generating solutions that impacts the countryโ€™s economic growth. Followed which was a Grand Opening of Exhibits graced by DOST Secretary Solidum, Undersecretary Maborrang, Assistant Secretary de Guzman, and Assistant Secretary Juanillo which made the exhibit a notable engagement.

On the afternoon session, the sectoral councils of DOST such as the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), the Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD) and the Philippine Council for Health Research and Development (PCHRD) merged their capacity to educate the public with their intent to provide funding opportunities on specific areas such as in agriculture, natural resources, energy, health and emerging industries with the best of their programs and services to offer. Meanwhile, Dr. Luis G. Sison, the Director of Technology Transfer and Business Development Office (TTBDO) of UP System imparted an intensive discussion on the innovators journey entitled โ€œfrom Ideation, Research and Development to Commercializationโ€. This holistic approach gave a better understanding that collaboration is the key to success in the world of business and entrepreneurship.

Also, one of the key activities was called the โ€œFireside Chatโ€ wherein participation of various experts was marked extraordinary featuring the success stories of Spinoff and Licensing in world of commercialization. The panelist was composed by Dr. Francis Aldrine A. Uy, the Founder & CEO of USHER Technologies, Inc., Ms. Ma. Girlie M. Millo, the Supervising Science Research Specialist of DOST MIRDC and Atty. Marc Fabian Castrodes, the President of Aretei Foods Corporation. The โ€œFireside Chatโ€ segment was a platform made available to ignite visions and ideas from the enablers point of view in consistently empowering the research and development ecosystem with the practical wisdom and knowledge they intended to expound. In addition, a moment of recognition for key partners, licensors and TECHGROW Project implementors has concluded a productive Day 1 Summit.

On its Day 2, the program started with an interactive โ€œTechTalkโ€ that convened various experts from different sectors with the expertise in intellectual property, government, industries, and academe. The โ€œTechTalkโ€ was composed by the panelists from IPOPHIL represented by Atty. Martina Marlin S. Marte, Dir. Noel A. Catibog from Technology Transfer and Promotion Division, Ms. Yolanda R. Dela Cruz Regional Governor of PCCI-NCR and Ms. Margarita N. Caparas of UP Diliman UPSCALE. The discussion focused on the intellectual property rights, protection and policies to educate young minds in protecting their innovation as assets in every licensing negotiation.

One of the interesting part of the Summit was a โ€œReverse Pitchingโ€ performed by the local government particularly LGU Pasig and the business industries namely Mega Prime Foods, Inc. represented by Ms. Maria Bernadette Canalda, the R&D Senior Manager, from Nestle Philippines, Inc. represented by Ms. Meg Anne Santos, the Head of Sustainability, Engr. Naason G. Velasco, the Lead for New Systems and Technologies of Maynilad Water Services, Inc. pitched their challenges and problems encountered in terms of transportation system, risk reduction management, food and beverage mandates and consumer services. On the afternoon session, another technology pitching entitled โ€œTeknolokalโ€ was pitched by diverse universities presenting their impactful developed technologies for commercialization. These technologies are the โ€œTrafficEZโ€ from University of Science and Technology of Southern Philippines, โ€œSessy Eboatโ€ from Mapรบa University, โ€œLungsod Solutionsโ€ from University of the Philippines Diliman, โ€œC-Trikeโ€ from Cagayan State University, โ€œPropre Boostโ€ from Central Luzon State University and โ€œHolomacโ€ from USHER Technologies, Inc. All these technologies were products of the innovative mindset of researchers and entrepreneurs featuring its purpose and impact to ensure its efficiency and value to its target markets. From this perspective driven by innovation and shared visions, researchers have believed that we will be able to build a smarter future in generations to come. The day 2 concluded a turnover ceremony accepted by DOST Region III Assistant Regional Director for Technical Operations Mr. Romeolito G. Tacbian as the next host of the 2026 Innovation and Technology Transfer Summit.

On its day 3, DOST NCR conducted an Assessment Meeting together with its 15 DOST Regional offices to continually capacitate the Regional FOB Secretariat in the continuous implementation of the TECHGROW Project. Various enablers from different industries were marked present namely Dir. Noel A. Catibog from Technology Transfer and Promotion Division of DOST PCAARRD, Atty. Rowanie A. Nakan, IP and Legal FOB Expert from Cruz Marcelo & Tenefrancia, Mr. Dindo O. Umali, the Intellectual Property Rights Specialist III, Atty. Martina Marlin S. Marte Attorney III and Ms. Ma. Leidy Caballes-Gatuz, the Intellectual Property Rights Specialist III of IPOPHL and Engr. Melvin P. Jusi, the Focal for Fairness Opinion Assessment of OUSECRO. The morning segment became a learning session at the same time a General Assembly Meeting of DOST Regional Offices Project Team that significantly shared along valuable insights with the operational functions of the existing navigators and enablers in the aspect of technology transfer and commercialization.

The 3-day activity was a product of a successful conduct of the DOST NCR and its Regional officesโ€™ objectives and targets in sustaining a more vibrant economy with the aim of translating outputs into impact. This incredible event signifies DOSTโ€™s mission and vision as the lead enabler and provider of science driven solutions towards sustaining a more progressive and innovative ecosystem.

๐‹๐Ž๐Ž๐Š: Driving innovation that promotes the research and development ecosystem, the TECHGROW Project held its Visayas-Mindanao Leg last May 14-16, 2025 in Zamboanga City entitled โ€œTECHCCELERATEโ€: a three-day training workshop that was participated by various Regions of Visayas and Mindanao with the special participation of Luzon CAR Region, with an aim to capacitate DOST Regional FOB Secretariats as well as the technology transfer officers and technical personnel to facilitate and assess the licensing negotiations of DOST Regional Offices in the field of technology transfer and commercialization.

The program started with a warm and welcoming message from Region IXโ€™s Assistant Regional Director for Technical Operations, ARD Ricardo J. Apolinario III. This consist of how the workshop aims to help enhance both soft skills and hard skills of the Fairness Opinion Board Secretariats in handling and evaluating proposals.
Mr. John Dave S. del Rosario, a Facilitator from Strategic and Collaborative Alliance for Leveraging Ecosystem (SCALE) - NCR and a program manager from Animo Labs of De La Salle University, gave the first topic entitled: Tech 101 Crash Course, The Empathy Walk + Innovation Sprint, with four concepts particularly on Building, Evaluating, Validating, and Assumption equipping participants with important tools that help them grasp the rigor and reality of research proposals which will impact society and the real world.

The TECHCCELERATE training showed participants the importance of innovation as a product of scientific knowledge implied in a purposeful way to connect and bring people together to solve a real-life problem that can positively impact people, industries and the ecosystem itself. Ms. Maria Cristina L. Ibaรฑez, the Consortium President of SCALE-NCR and TBI Manager of Miriam College, facilitated the different tools used by innovators such as the Business Model Canvass, Value Preposition, Total Addressable Market (TAM), Serviceable Available Market (SAM), Serviceable Obtainable Market (SOM), Venn Diagram, and the User Persona. These tools significantly created a guide on how a technology can be unique, targeting a specified audience or user to ensure a good match between the product and market catering the customerโ€™s needs and wants realistically.

The day 2 TECHCCELERATE program kicked off Mindanaoโ€™s Innovation and Technology Transfer Summit 2025 hosted by Region 9. Key participants came from the DOST Regional Offices, State Universities and Colleges, Higher Education Institutions and the Department of Information and Communication Technology. The Assistant Regional Director Ricardo J. Apolinario III expressed his warmest message as he welcomed all participating individuals during the summit. On his welcome message, he emphasized the Summit as an avenue to transform lives empowered by science and technology bringing not just innovation and technologies but the people, organizations, industries itself that will transpire real difference in our society.

In support with DOST 9, the presence of the DOST NCRโ€™s Regional Director Engr. Romelen T. Tresvalles marked present as she discussed the TECHGROW Project Rationale as one of DOSTโ€™s pilot projects. She also emphasized the significance of Ideation, Technology Development, Technology Transfer Commercialization and Technology Promotion as key activities of the TECHGROW Project. Bridging commercialization to ICT industry, the DICT Team Lead Mr. Al-Rajhi T. Otdalih gave a lecture on DICTโ€™s programs and services offered by its startup ecosystem established through the support of the agencyโ€™s training and mentoring. Highlighting the best services they developed features the โ€œLalagoโ€ and โ€œRidenow PHโ€ mobile apps created by their local startups. The โ€œLalagoโ€ was the first food delivery app in Sulu while the โ€œRidenow PHโ€ specializes in transport-related technology solutions established through the collaboration of DOST and Ateneo de Zamboanga Universityโ€™s Azul Hub. The local startup ecosystem of Zamboanga fosters entrepreneurial enthusiasm elevating local entrepreneurs with startup advocates.

The afternoon session continued with lectures and workshops highlighting ideas-to-insight & insight-to-market concepts. The key topics were the following (1) Validation Process Simulation, (2) Understanding Innovation Readiness (Technology Readiness Level and Innovation Readiness Level), (3) Conducting due diligence in tech transfer and (4) Negotiating Technology transfer deals. These topics were designed to guide FOB Secretariats on the technical aspect of each operational procedures in all legal terms. Mr. John Dave del rosario, the Project manager of De La Salle University Animo Labs delivered a discussion on why validation matters in business terms. This approach identifies that the validation aspect is crucial in user testing, mapping out assumptions and running experimentations as a good indicator of solving a real-life problem.

On his remarks, one good example for this was the Smart Diaper app vs Yaya Finder app that comes into comparison of which is more convenient in terms of demand. Statistics have shown that the Yaya Finder app is more useful for Mothers that has common interests in solving a practical problem rather the buying a less valuable censored technology. By collective interaction from societal entities, โ€œvalidationโ€ plays a significant role in the business world. After which, an intensive session was tackled by Ms. Margarita N. Caparas, the Enterprise and Incubation Lead of UPSCALE-NCR together with Mr. Ian Charl Nico V. Tubban, the Head of Technology Business Incubation from Adamson University has delivered a talk on โ€œInnovation Readiness and Due Diligence in Tech Transferโ€ This approach underlines goal-oriented research derived from knowledge-technology-business stage. It talks about the commercialization paths of how a research progresses from basic principles to successful mass production. In laymanโ€™s term, this process measures the Technology Readiness Level (TRL) of a developed technology. This perspective is useful for researchers, technology generators, innovators to assess the developmental phase a certain invention.

Through this method, the technology generator is able to measure the maturity level from TRL 1 to TRL 9 that aims to oversee the progress from formulation, lab testing, successful piloting, preproduction to market launch.

On its day 3, an interactive role play was participated by the trainees from different regions as part of their workshop. They engaged into real-time negotiation and technology transfer deal wherein trainees acted as technology generators and trainers as technology adopters. On the latter part, a technology pitching was performed by each of the group wherein they were tasked to develop and present a tech-driven technology that provides solution to a wide range of challenges or problems identified in communities. The pitching activity featured four (4) developed technologies namely FarmBooks, FunTuro, FordaGo and AgriForYou. After scrutiny and evaluation, a tie coming from โ€œFordaGo appโ€ of Region 6 and โ€œFunTuro appโ€ of Region 7 were pronounced as the winners during the pitching activity.

Those idea-based technologies were formulated by the trainees in each group throughout the 3-day workshop. Through this experiential learning activity, it allows DOST Technical personnel particularly the FOB secretariats to bridge academic research to commercial application.

This 3-day training aims to recalibrate and capacitate key players in the commercialization world. This point of view builds researches and ideas into life where innovation is humanized to improve the quality of the tech transfer ecosystem all throughout the Visayas and Mindanao regions.
