Marking a significant milestone for another transformative year of innovation, TECHGROW’s day 1 brought together the distinguished DOST officials led by Engr. Sancho A. Mabborang, Undersecretary for Regional Operations, Dr. Napoleon K. Juanillo, Jr., Assistant Secretary for Technology Transfer, Communications, and Commercialization Engr. Romelen T. Tresvalles, Regional Director of DOST-NCR, along with other key officials. Their presence highlighted the significance of the event and reinforced the agency’s commitment to advancing science, technology, and regional development initiatives.

Also, the activity gathered the 17 DOST Regional Offices particularly the Fairness Opinion Board (FOB) Secretariats who serve as frontline personnel in supporting efficient evaluation and implementing technology commercialization across the regions.

The day 1 kicked off with reviewing the operational performance and implementation progress adopted by the Regional Offices. Presentation of regional initiatives provided a platform for sharing best practices, innovative milestones and strategies undertaken to strengthen technology transfer support mechanisms within each region.

A key highlight was the sessions led by Ms. Armela K. Razo, Chief of the Special Projects Division; Engr. Neil Christian R. Reyes, Project Manager of PCIEERD-RITTD; and Mr. Romeo M. Javate, Chief of TAPI-IBOD who provided comprehensive guidance on the implementation of the DOST-GIA Program, project assessment feedback, and the compliance monitoring on the issuance of Fairness Opinion Reports (FORs) and Written Recommendations (WRs) aimed at improving the efficiency and effectiveness of the projects operational performance.

The day concluded with workshop sessions and plenary discussions centered on the development of S&T tools aligned with the project's Year 3 targets and expected deliverables. The activity provided a strategic platform to identify priority interventions, detailed action plans, and establishing timelines to ensure the efficient and timely ex*****on of project outputs.

The 2nd day continued with the discussion on Focal Labs Certification Program for Innovation Managers which is designed to strengthen the competencies of aspiring innovators and tech trans practitioners in fostering innovation-driven programs and commercialization initiatives.

The session provided participants with an overview of the program's objectives emphasizing its role in professionalizing innovation management practices across research institutions, State Universities and Colleges (SUCs), Higher Education Institutions (HEIs), and government agencies. The program highlighted the importance of developing a pool of certified innovation managers equipped with the necessary knowledge and skills to support the translation of research outputs into market-ready technologies.

A major highlight of the afternoon session was a lecture entitled “Financial Analysis for Technology Commercialization” delivered by Prof. Normito R. Zapata, Jr., Senior Lecturer from the University of the Philippines Los Baños and TECHGROW Financial and Marketing Expert. This underscored the significance of conducting comprehensive financial assessment as part of the technology transfer process. More importantly, it made the FOB Secretariats understand its roles and functions enabling them to become effective evaluators for licensing arrangements. The day 2 concluded with an intensive workshop focused on the analysis and review of financial documents using analytical tools to assess the market potential of technologies intended to be commercialized. Through practical exercises and guided discussions, it further enhances the technical capacity of FOB Secretariats in conducting due diligence throughout the commercialization agreements.

On TECHGROW’s Day 3, a recap of key insights and outputs generated during the workshop series was presented to establish common understanding of the concepts and action points identified throughout the previous sessions. Towards achieving a more holistic approach, the session resumed with discussions centered on Market Assessment and Business Plan Development recognized as a critical aspect in support to technology commercialization, therefore, enhancing FOB Secretariats’ understanding on the importance of assessing market readiness of technologies aligned to industries. Business planning was likewise emphasized as an essential tool for developing strategies that support technology adoption, growth, and its long-term sustainability.

Through the collaborative engagement among participating regions, FOB Secretariats were able to assess their performance, identify areas for improvement and refine implementation strategies to align with the project’s target and workplan for its Year 3. The development of S&T tools and advancement of technical competencies in financial aspects serves as a critical foundation for the effective delivery and successful implementation of TECHGROW Year 3 Project.

Technology Licensing Agreement was initiated between DOST-ASTI and Uni-Real Trading Corp. last July 17, 2026 held at Summit Hotel, Tacloban City for the adoption of the Meteorological Data Acquisition Station for Information Dissemination (MASID) technologies. This initiative marked a significant step toward the transfer and commercialization of technologies providing innovative solutions for disaster risk reduction, weather monitoring, and information dissemination systems.

The said technology transaction is part of the Fairness Opinion Board (FOB) process as mandated under Republic Act No. 10055 which requires the evaluation of government-funded technologies prior to commercialization and licensing. Through the FOB evaluation, the financial, technical, and legal aspects of the proposed technology are thoroughly assessed to ensure fairness and transparency among parties involved thereby enabling the wider adoption and deployment of those technologies contributing to the nation’s economic progress.

This initiative was undertaken by the FOB VIII Secretariats which serves as both the Receiving Office and the Secretariat to the Board providing technical support to ensure the timely and efficient compliance leading toward the commercialization of technologies funded by the government.

The Department of Science and Technology Region VIII (DOST VIII) TECHGROW/FOB Team, in collaboration with the brilliant minds of Biliran Province State University (BiPSU), joined forces to strengthen innovation and promote the commercialization of the institution’s technologies.

The DOST VIII TECHGROW/FOB Team recently conducted a dialogue with BiPSU’s key research directors and extension chairpersons, organized through the Office of the Vice President for Research, Innovation, and Societal Impact (VP-RISI), headed by Dr. Roland Niez. The activity focused on the university’s research goals, innovation initiatives, and programs geared toward societal impact.

During the activity, University President Dr. Victor C. Cañezo, Jr. delivered an inspiring message emphasizing that innovation should not remain confined to paper, but must be translated into solutions that benefit society. He also challenged the university’s research directors and extension chairpersons to actively promote their technologies to the market, aligning with the university’s vision of continuously weaving worth and excellence into the community.

This was followed by a comprehensive presentation of the university’s intellectual property assets—from Utility Models to registered Patents—presented by Dr. Glenn Gumba. Building on this, the TECHGROW/FOB Team discussed the guidelines and processes involved in the issuance of the Fairness Opinion Board (FOB) Report, with discussions led by Ms. Angelika Juvina C. Filipinas and Ms. Leila Natascha G. Agote.

Further enriching the dialogue, the team’s Innovation Focal Person, Engr. Florentino L. Quiñones, Jr., presented various Technology Assessment Tools that the university may utilize in evaluating technologies with strong commercialization potential. To conclude the activity, the TECHGROW/FOB Team, together with Dr. Glenn Gumba, conducted a visit to the university’s facilities and offices.

The activity reinforced the importance of advancing innovation and technology commercialization by bridging research with market opportunities. Through initiatives such as this, institutions are empowered to connect with potential investors, contribute to local economic growth, and ensure that homegrown technologies create meaningful impact within the community.

The Department of Science and Technology Eastern Visayas FOB TEAM, with the PSTO N. Samar just concluded a meaningful one-day Orientation on Fairness Opinion Board (FOB) Guidelines and Intellectual Property at Balicuatro College of Arts and Trades, Allen Northern Samar in participation with the different researchers, faculty, technical personnels, the different heads of the TESDA-BCAT on April 14, 2026.

The engagement served as a platform to strengthen the awareness on Technology Transfer and Commercialization as well as to enhance their knowledge on Intellectual Property, while promoting the different types of assistance that DOST Eastern Visayas can offer. This engagement also served as an opportunity for TESDA-BCAT in showcasing their different technological inventions as well as the guided tour of their facilities; where Engr. Florentino highlighted the need for protection for every technology that was showcased and its importance to be commercialized.

The engagement was further enriched by a prior campus tour on April 13, where BCAT proudly showcased its technologies—reinforcing the message that innovations must not remain on the shelf, but instead be protected and brought to market. More than just a one-day activity, this initiative strengthens the partnership between DOST and TESDA-BCAT, with emphasis on IP and FOB assistance, R&D capacity building, access to funding, and future incubation and commercialization support. Through this collaboration, DOST Eastern Visayas continues to champion a future where local innovations are not only safeguarded but also scaled—driving inclusive growth and lasting impact for the community.

The activity reinforced the importance of protecting one’s ideas through Intellectual Property as it secures value to one's work, Transfer gives opportunity to local investors/adopters; helping it boost the local economy and not just ending up inside a drawer, while Commercialization delivers impact to the market, turning it to a profitable business.

The Department of Science and Technology–National Capital Region successfully led the conduct of TECHGROW’s TECHCCELERATE Training for the DOST Regional FOB Secretariats, held at The Lanang Suites, Davao City on December 2-5, 2025. The training was conducted in collaboration with the Intellectual Property Office of the Philippines – Documentation, Information, and Technology Transfer Bureau (IPOPHL–DITTB) represented by Mr. Adrian H. Sablan, Chief of IP Management and Technology Transfer, and Engr. Aldrex L. Aviso, IP Rights Specialist, who served as Resource Persons which provided expert insights on intellectual property management and commercialization aspects.

The event was graced by DOST key officials, including Engr. Romelen T. Tresvalles, Regional Director of DOST–NCR; Ms. Elsie Solidum, Assistant Regional Director of DOST Region XI; and Engr. Melvin P. Jusi, Focal Person from the Office of the Undersecretary for Regional Operations, underscoring the Department’s strong support for capacity-building efforts across all regions.

The four-day training and workshop gathered participants from the 17 DOST Regional Offices and was mainly participated by the FOB Secretariats under the TECHGROW Project. The program focused on core areas of Intellectual Property such as (1) IP management, (2) IP strategies, (3) IP Audit and Assessment, (4) IP Valuation, and (5) Freedom to Operate Search. A series of hands-on workshops enabled participants to apply these concepts using key IP tools such as the Technology Appraisal Sheet and the IP Asset Inventory/Mapping system. These exercises were essential in enhancing the operational capabilities of the FOB Secretariats, particularly in technology transfer assessment and IP portfolio management which was identified as critical components in advancing technologies toward commercialization.

In addition, participants engaged in in-depth discussions on fundamental topics such as “Introduction to Technology Transfer and Commercialization,” “Requirements of Sections 87 and 88 of the Intellectual Property Code,” “Mandatory Provisions in Licensing under Sections 87 and 88,” and “Technology Licensing Agreement (TLA) Drafting.” These sessions provided a comprehensive understanding of the legal and procedural foundations that govern technology transfer and commercialization in the Philippines. Through this integrated learning approach, the FOB Secretariats gained a strengthened grasp of the contextual framework of Republic Act No. 8293, or the “Intellectual Property Code of the Philippines”, including its mandatory provisions, restrictions, and exceptions applicable to Technology Transfer Agreements (TTAs).

Significantly, the capacity-building programs under the TECHGROW Project are strategically designed to enhance the competencies of the FOB Secretariats in improving and streamlining the technology commercialization processes within the DOST Regional Offices. The training likewise reinforces the institutional adoption of IP management practices to further intensify the technology transfer initiatives in the regions.

Moreover, the said training emphasizes the importance of aligning regional innovation programs with national policies, particularly those mandated under Republic Act No. 10055 or the Philippine Technology Transfer Act of 2009, and Republic Act No. 8293 or the Intellectual Property Code of the Philippines. By integrating these essential topics, the program ensures that the FOB Secretariats are equipped with the necessary knowledge, tools, and adaptive strategies to effectively carry out and perform their operational functions that will contribute meaningfully to all regions’ innovation and commercialization agenda.

The four-day training wrapped up with a key message highlighting that the FOB Secretariats are not merely receiving offices, but future technology transfer officers in the making. With practical knowledge, hands-on experience, and a deeper understanding on intellectual property and commercialization strategies, FOB Secretariats are now ready to help bring innovations from the regional offices all the way to the marketplace. Also, this training brings up DOST’s commitment to empower regional project teams as they continue to strengthen the country’s innovation ecosystem.
