DILG Calubian Joins BNAP Enhancement Activity in Calubian

The Department of the Interior and Local Government (DILG) Calubian actively participated in the Barangay Nutrition Action Plan (BNAP) Enhancement Activity held from May 5 to 7, 2026, at the Calubian Civic Center.

The three-day activity, spearheaded by the Local Government Unit (LGU) of Calubian through its Rural Health Unit, aims to strengthen the capacity of barangay officials and stakeholders in crafting responsive and effective nutrition action plans. Participating in the activity are Punong Barangays, Barangay Secretaries, Barangay Treasurers, and Barangay Nutrition Scholars, all of whom play vital roles in the planning and implementation of nutrition programs at the grassroots level.

During the activity, MLGOO Ricardo Gio delivered a key discussion on the topic, โ€œAno ang BNAP?โ€ providing participants with a comprehensive understanding of the Barangay Nutrition Action Plan, its components, and its significance in local governance and development planning. His discussion emphasized the importance of aligning barangay-level plans with broader municipal strategies.

Municipal Mayor Marciano A. Batiancela, Jr. also graced the activity and underscored the importance of prioritizing nutrition initiatives. He highlighted that investments in nutrition are essential to building a healthier and more productive community, calling on local officials to remain committed to the cause.

A key highlight of the activity is the identification of Programs, Projects, and Activities (PPAs) under the BNAP, which are targeted to be integrated into the Municipal Nutrition Action Plan (MNAP) and the Annual Investment Program (AIP) of the municipality and the barangays. This alignment ensures that nutrition interventions are adequately funded, coordinated, and sustained across all levels of local governance.

The BNAP Enhancement Activity is expected to equip participants with the necessary knowledge and skills to develop more strategic, data-driven, and sustainable nutrition plans, ultimately contributing to the reduction of malnutrition cases in the municipality. The DILGโ€™s participation further reflects its continued support for initiatives that promote responsive governance and improved delivery of basic services at the barangay level.

27 Calubian Barangays Recognized for 100% Report Compliance by

The Department of the Interior and Local Government (DILG) Calubian recognized 27 barangays for their exemplary performance and full compliance with reportorial requirements for the month of 2026, highlighting their commitment to efficient and responsive local governance.

The recognition was formally conferred during the Liga ng mga Barangay meeting held on April 21, 2026, where barangay officials gathered to discuss key governance updates and initiatives.

Prior to the awarding, Municipal Local Government Operations Officer (MLGOO) Ricardo Gio delivered important reminders to barangay officials, emphasizing adherence to the latest policies, issuances, and reportorial obligations of the DILG. The discussion underscored the critical role of timely and accurate submissions in ensuring transparency, accountability, and effective monitoring of local programs.

The following barangays were recognized for achieving 100% compliance and demonstrating outstanding performance:

Poblacion, Espinosa, Don Luis, Guadalupe, Cristina, Inalad, Pangpang, Nipa, Matagok, F.E. Marcos, Juson, Villalon, Tuburan, Tabla, Kawayanan, Gutosan, Mahait, Tagharigue, M. Veloso, Dalumpines, Padoga, Villanueva, Garrido, Caneja, Kokoy Romualdez, Paula, and Patag.

DILG Calubian commended the awardees for their dedication and diligence, noting that such performance reflects strong leadership at the barangay level. The office also encouraged all barangays to sustain and further improve their compliance and governance practices in the succeeding months

The Local Project Monitoring Committee (LPMC) of the Municipality of Calubian, Leyte has been officially rated as High Functional for the 1st Quarter of 2026 per DILG VIII Regional Memorandum dated April 11, 2026.

Under the assessment guidelines, an LPMC must obtain a minimum score of 20 points to be classified as High Functional. The LPMC of Calubian exceeded this benchmark by achieving a perfect score of 25 out of 25, reflecting exemplary performance across all evaluation areas.

The Committee demonstrated excellence in five key criteria: Organization, Training, Planning, Implementation and Reporting (Meetings), and Implementation and Reporting (Inspection). This accomplishment underscores the effectiveness of Calubianโ€™s monitoring mechanisms in ensuring that government projects are implemented efficiently and in accordance with established standards.

With this milestone, LGU Calubian continues to set a strong example of good local governance, reinforcing its dedication to delivering quality services and sustainable development for its constituents.

More than 5,600 residents across 10 barangays in Calubian are set to gain improved access to clean, potable, and reliable water following the ceremonial turnover of the municipalityโ€™s expanded Level III Water System on April 22, 2026.

The โ‚ฑ18.6-million project is expected to address persistent water supply challenges in the area, particularly during the dry season, by augmenting existing sources and improving distribution to beneficiary communities.

The beneficiary barangays include Tuburan, Obispo, Abanilla, Matagok, Villanueva, Tabla, Pangpang, Villahermosa, Padoga, Juson, and Paula, all in Calubian, Leyte.

The turnover ceremony was led by Municipal Mayor Marciano A. Batiancela, Jr. and attended by DILG Leyte officers led by Provincial Director Johannes Y. Dorado. Also present were local government department heads, punong barangays, and barangay officials from the beneficiary communities.

Mayor Batiancela emphasized that the project marks a significant step in delivering essential services to the people, noting that the expansion will help ensure a more stable and sufficient water supply, especially during the summer months.

โ€œThis project brings us closer to our goal of providing reliable basic services to every community,โ€ the mayor said, citing the urgency of augmenting water supply as temperatures rise.

Provincial Director Dorado, meanwhile, commended the local government for prioritizing water infrastructure, stressing that water remains a fundamental necessity and a cornerstone of public health and development.

To formally conclude the turnover, Mayor Batiancela and Director Dorado signed the Certificate of Turnover and Acceptance, followed by a ceremonial ribbon-cutting and drinking of water to symbolize the systemโ€™s readiness for use.

Funded through the FY 2024 Local Government Support Fund โ€“ Support and Assistance Fund to Participatory Budgeting (LGSF-SAFPB) and the 2024 20% Local Development Fund, the project is expected to improve living conditions, promote better sanitation and health outcomes, and support economic activities dependent on reliable water access.

Local officials expressed confidence that the expanded water system will not only meet current needs but also contribute to the long-term sustainability of water service delivery in Calubian.

Calubian Conducts CDP Self-Assessment Ahead of Provincial Review

In response to a directive from the Provincial Government of Leyte, the Local Government Unit (LGU) of Calubian undertook its Comprehensive Development Plan (CDP) self-assessment on April 21, 2026, as part of its commitment to strengthen local planning and ensure alignment with provincial development priorities.

The activity stemmed from a formal communication issued by Provincial Governor Carlos Jericho L. Petilla, through the Provincial Development Council (PDC), requesting all component municipalities to submit their approved CDPs for assessment in accordance with DILG Memorandum Circular No. 2018-172. The directive emphasizes the importance of harmonizing local development plans with the Provincial Development and Physical Framework Plan (PDPFP) and the Provincial Development Investment Program (PDIP).

In compliance with this, the Municipal Planning and Development Coordinator (MPDC), Engr. Roy Matutes, together with the Department of the Interior and Local Government (DILG) Calubian, led by MLGOO Ricardo Gio, spearheaded the CDP Self-Assessment.

The self-assessment aimed to evaluate the municipalityโ€™s CDP in terms of completeness, alignment, and adherence to prescribed planning standards. It also served as a preparatory step prior to the formal evaluation by the CDP Technical Assessment Committee (CDP-TAC) under the Provincial Development Council.

Through this initiative, the LGU of Calubian demonstrates its proactive approach in ensuring that its development strategies are responsive, compliant, and contributory to the overall growth direction of the Province of Leyte.

The results of the provincial assessment, along with corresponding recommendations, are expected to guide the municipality in refining its plans, identifying areas for technical assistance, and strengthening program complementation in the years ahead.
