"Make preparedness a part of our daily lives. " - Dingdong Dantes

Ito ang mensahe ni Panatag Pilipinas Ambassador Dingdong Dantes sa ginanap na Stormwater Summit 2026.

He also emphasized how resilience is built, and shared the story he hopes to leave behind for the next generation.

"The goal of Panatag Pilipinas campaign is to make preparedness simple, practical, accessible, and relatable โ€” and to make it part of our everyday lives."

"Resilience is built quietly โ€” in the habits that we form, in the discipline that we practice, and in the decisions we make long before adversity arrives."

"My hope is that one day, when future generations look back at us, they will not simply say we were resilient because we always recovered. Instead, I hope they say we were resilient because we chose to prepare. We chose to act. We chose one another. And because of those choices, we changed the story โ€” hindi lang para sa mga floods, and not just the story of our cities, but the story of what it truly means to be a resilient Filipino. And perhaps, more than anything else, this is the story I hope to tell my children."

The National Youth Commission (NYC) has issued SK Advisory No. 2026-P007, providing critical clarification on the legal framework for disciplinary actions against elected Sangguniang Kabataan officials.

This advisory is a response to the numerous complaints against SK Officials received by the Commission. It outlines the specific legal bases and authorities responsible for handling such matters at different levels of local government.

The advisory details the proper grounds and jurisdictions for discipline, suspension, or removal.

OTHER HAZARDS AFFECTING LAND AREAS

โžฃ Heavy Rainfall Outlook

Refer to Weather Advisory No. 9 issued at 11:00 AM today for the heavy rainfall outlook due to TC KIYAPO and the Southwest Monsoon. Link: tinyurl.com/wxadvisory

โžฃ Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

โ€ข Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest Wind Signal that may be hoisted throughout the passage of KIYAPO is Wind Signal No. 2. However, the hoisting of Wind Signal No.3 is not ruled out should KIYAPO intensify into a severe tropical storm while traversing the area of Batanes-Babuyan Islands.

The Southwest Monsoon and the periphery of KIYAPO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

โ€ข Today: Most of Mindanao, Siquijor, Bohol, and Southern Leyte

โ€ข Tomorrow (24 July): Most of the country.

โ€ข Saturday (25 July):Most of Luzon, most of Visayas, Zamboanga del Norte, Davao Oriental, and Dinagat Islands

HAZARDS AFFECTING COASTAL WATERS

A Gale Warning will be issued today or tomorrow early morning over the seaboards of Extreme Northern Luzon. Link: tinyurl.com/gale-warning

โžฃ 24-Hour Sea Condition Outlook

Up to rough seas over the following coastal waters:
โ€ข Up to 3.0 m: The eastern seaboards of Batanes and Davao Oriental.

โ€ข Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.

Up to moderate to rough seas over the following coastal waters:
โ€ข Up to 2.5 m: The eastern seaboards of Babuyan Islands, mainland Cagayan, and Surigao del Sur; the southern seaboard of Davao Oriental; the remaining seaboard of Batanes.

โ€ข Up to 2.0 m: The seaboards of Isabela, Surigao del Sur, Davao Occidental, Sarangani, Sultan Kudarat, and Maguindanao del Norte; the eastern seaboards of Dinagat Islands and Siargao-Bucas Grande Islands; the remaining seaboard of Babuyan Islands.

โ€ข Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK

โ€ข It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to โ€œOther Hazards affecting Land Areasโ€ for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.

โ€ข KIYAPO will continue moving west northwestward until Saturday (25 July) towards the Luzon Strait before turning northwestward for the remaining of the forecast period. On the forecast track, the center of KIYAPO may pass very close to the northeastern portion of mainland Cagayan between tomorrow (24 July) morning and afternoon, then pass very close or make landfall in the vicinity of Babuyan Islands between tomorrow afternoon and evening. It is forecast to exit the Philippine Area of Responsibility by Saturday morning or noon.

โ€ข KIYAPO will gradually intensify while moving over the Philippine Sea and may reach tropical storm category tomorrow. It will continue to strengthen while traversing the Extreme Northern Luzon and may intensify into a severe tropical storm after passing the Babuyan Islands. A weakening trend is expected once KIYAPO makes landfall in the vicinity of southern mainland China and moves further inland.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The next tropical cyclone bulletin will be issued at 5:00 PM today.
