1 in every 10 babies born in the Philippines in 2024 was born to an adolescent mother. That share has remained virtually unchanged since 2018.

Behind this statistic are thousands of young women and men whose education, employment, and future aspirations have been shaped by becoming parents between the ages of 15 and 19.

At a validation workshop at ADB Headquarters, government representatives, civil society organizations, development partners, youth advocates, and adolescent mothers came together to review findings and shape recommendations for a forthcoming policy brief.

The Commission on Population and Development (CPD) Region III, together with the Central Luzon Association of Population Officers and Workers (CLAPOW), held a send-off activity in honor of Assistant Regional Director Adreal Denver C. Monterona, as he prepares to assume his new role as Regional Director of CPD MIMAROPA Region.

The activity served as an opportunity for colleagues and partners to express their appreciation for ARD Monterona’s leadership, dedication, and valuable contributions to advancing population and development initiatives in Central Luzon.

CPD Region III and CLAPOW extend their best wishes to ARD Denver as he takes on this new responsibility. May he continue to provide steadfast leadership and contribute meaningfully to the achievement of the population and development goals in his new area of assignment.

The Commission on Population and Development (CPD) Region III convened the 3rd Quarter Central Luzon Association of Population Officers and Workers (CLAPOW) Meeting on August 27, 2026.

Among the agenda discussed were the Regional Conference on Population and Development (RCPD): Call for Papers and Conference Schedule; Status of Submission/Accomplishment of the POPDEV Competency Assessment Tool and Updating of POPDEV Localization Roadmap; Updates and Submission of the POPDEV Lead Roadmap Tool; Mechanics and Designating of Specific Google Drives for LGUs’ TOPS Documentation; CLAPOW Matters; and Other Matters/Announcements, including updates on the Rafael M. Salas Kaunlarang Pantao Awards (RMSKPA) and the Monitoring and Evaluation Schedule.

On August 26, 2026, CPD Region III Regional Director Lourdes P. Nacionales joined veteran broadcasters Perry Pangan, Boy Santiago, and Albert Lacanlale in an episode of TALAKAYAN NGAYON on RW 95.1 FM.

During the discussion, RD Nacionales highlighted the celebration of , emphasizing the importance of family planning in promoting informed choices, responsible parenthood, and the well-being of every Filipino families in Central Luzon.

Family planning is not only about planning the size of a family, it is about planning for a better future.

This is the overall message during the Family Planning Culminating Activity of the Municipality of San Miguel, Bulacan, joined by CPD Executive Director and Undersecretary Lisa Grace S. Bersales, CPD Region III Regional Director Lourdes Nacionales, and San Miguel Mayor John "B**g" Alvarez.

Usec. Bersales emphasized that while the country’s declining Total Fertility Rate reflects progress in reaching communities with family planning services, the work goes beyond achieving the desired number and proper spacing of children. Planned families should also mean children who are healthy, educated, equipped with the right skills, and prepared for productive lives. She likewise underscored the crucial role of local chief executives in advancing the vision of a SMART Pamilyang Planado, Panalo.

RD Nacionales reinforced that responsible parenthood also means raising children with the right values and providing them with information that can guide their decisions as they grow. She commended San Miguel for translating this commitment into action through the development of a localized student module anchored on CPD’s SHAPE-A Module, strengthening the municipality’s efforts to empower and protect its young people.

Mayor Alvarez, meanwhile, thanked the participants and partners who remained present despite the unfavorable weather, describing their attendance as a reflection of their commitment to responsible parenthood and family planning advocacy in San Miguel.
