The 40th Sangguniang Bayan convened once again to deliberate on measures aimed at promoting the welfare of the constituents. Among the measures approved were the following:

📌Resolution Interposing No Objection and Endorsement Certificate for the Proposed Concreting of the Farm-to-Market Road leading to Purok 6, Barangay Batasan, Municipality of Makilala.

📌Resolution Authorizing the Municipal Mayor, Hon. Armando M. Quibod, representing the Municipal Government of Makilala, to enter into and sign the DEED of DONATION (DOD) by the NATIONAL COUNCIL on DISABILITY AFFAIRS (NCDA), pertaining to the Issuance of ONE (1) XP PEN SIGN PAD unto the Local Government Unit of Makilala to be used by the Local Office of PWD Affairs.

📌Resolution Authorizing the Municipal Mayor, Hon. Armando M. Quibod, representing the Municipal Government of Makilala to enter into and sign a Memorandum of Agreement (MOA) with CURE Philippines, Inc., duly represented by Peter L. Cowles, regarding the programs and services of Tebow Cure Children’s Hospital of the Philippines.

📌Resolution Enacting an Ordinance Authorizing the Supplemental Budget No. 01 of the Municipality of Makilala, Province of Cotabato for the Calendar Year 2026 in the Amount of Two Million Four Hundred Thousand Pesos (PhP 2,400,000.00).

📌Resolution Enacting an Ordinance Authorizing the Supplemental Budget No. 02 of the Municipality of Makilala, Province of Cotabato for the Calendar Year 2026 in the Amount of Sixteen Million One Hundred Forty Eight Thousand Nine Hundred Pesos and Eighty Five Centavos (PhP 16,148,900.85).

These approved measures underscore the unwavering commitment of the Sangguniang Bayan to uphold good governance and advance the welfare of its constituents.

During the 31st Regular Session, various proposed measures were presented, deliberated, and discussed by the august body. After thorough discussion and careful deliberation, the body approved on its Third and Final Reading and subsequently enacted the following ordinances:

📌AN ORDINANCE DECLARING BULATUKAN, MALASILA AND SAGUING WATERSHED, LOCATED AT THE FOOT OF MT. APO AND LAMITAN SUB-WATERSHED, SITUATED AT MAKILALA WEST AND OTHER TRIBUTARIES OF WATER BODIES FOR BIODIVERSITY AND CONSERVATION AREAS, FOR THE PURPOSE OF PROTECTION AND CONSERVATION, AND IMPOSING PENALTY FOR VIOLATION, THEREOF.

In this 29th Regular Session, the august body approved resolutions authorizing the Municipal Mayor to enter into and sign various Memoranda of Agreement (MOA) and Contract with concerned agencies and institutions to enhance the delivery of basic services, to wit;

Memorandum of Agreement (MOA) with the Department of Agriculture Regional Field Office XII, represented by its Regional Executive Director John B. Pascual, DVM, for the Establishment of Fruits and Vegetables Processing Facility amounting to Six Million Pesos (PhP 6,000,000.00) as Full Grant.

Memorandum of Agreement (MOA) with the Department of Agriculture Regional Field Office XII, represented by its Regional Executive Director John B. Pascual, DVM, on its Provision of One (1) Unit Four-Wheel Drive Tractor with Accessories with an Approved Budget for the Contract (ABC) amounting to PhP 3,000,000.00 to be granted in full to the Members of the Farmers Association/Recipients.

SCHOLARSHIP-TRAINING GRANT CONTRACT with the Early Childhood Care and Development (ECCD) Council, represented by its Vice-Chairperson and Executive Director, Dr. Teresita G. Inciong, and Ms. Jermie L. Elevado (ECCDC Scholar) for her participation in the Early Childhood Education Program (ECEP) which will be conducted by the WVSU in a face-to-face modality in Cebu, from April 2026 to June 2026

Memorandum of Agreement (MOA) with the Department of Social Welfare and Development Field Office XII, represented by its Regional Director Loreto Jr., V. Cabaya, pertaining to its Partnership with the Home for Girls and Women (HFGW) located at Purok 2, Barangay San Felipe, South Cotabato.

Also, the august body approved a Resolution Authorizing the Municipal Mayor, Municipal Vice-Mayor as its alternate signatory AND Ms. Marlyn T. Obrador, Acting Municipal Treasurer to serve as Official Signatories for checks and all other Related Business Transactions with the Land Bank of the Philippines - Kidapawan Branch, the Development Bank of the Philippines – Kidapawan City Branch, the Philippine Veterans Bank – Kidapawan City Branch, and All Other Affiliated Banks of the Municipal Government of Makilala, Province of Cotabato.

Back to official duties following a long weekend and holiday break, the 40th Sangguniang Bayan convened for its 28th Regular Session. The body resumed its legislative functions, focusing on the review, deliberation, and approval of various resolutions and barangay ordinances in pursuit of effective local governance and community development.

The august body approved various communications and requests from the Office of the Municipal Mayor and different agencies, to wit:

Resolution Authorizing the Hon. Municipal Mayor Armando M. Quibod to enter into and sign a Memorandum of Agreement (MOA) with the Department of Social Welfare and Development (DSWD) – Field Office XII, represented by its Regional Director Loreto Jr., V. Cabaya, authorizing the LGU to access and utilize the personal and/or sensitive data of Decommissioned Combatants (DCs) of the Moro Islamic Liberation Front (M**F) and their families, which are under the dignitary property of DSWD, solely for the purpose of localized implementation, monitoring, validation, case management, and reporting of the DSWD Field Office socio-economic programs and other viable programs for Normalization within the covered Provincial Jurisdiction

Resolution Confirming Dr. Rody P. Garcia, Officer-In-Charge, Office of the Director IV, CHED Regional Office XII, as CHED Representative who shall serve as Permanent Resource Person to the Governing Board of Makilala Institute of Science and Technology (MIST), pursuant to CHED Memorandum Order No. 18, Series of 2022.

A Resolution Earnestly Requesting the Office of the Municipal Engineer of the Municipal Government of Makilala to Secure a Copy of the Soil Exploration Result from the Department of Public Works and Highways (DPWH) Regional Office XII, Conducted During the Construction of the Makilala New Municipal Hall Building, to be Utilized as reference in the proposed 2-Storey Multi-Purpose Building (Legislative Office) Situated Within the compound of Municipal Hall Building.

Resolution Authorizing the Municipal Mayor to DONATE PhP 50,000.00 to Mr. Charles Heiron Fiel Gonzales, as the official candidate for Mr. Teen Philippines 2026, representing the Municipality of Makilala.

In celebration of Women’s Month, another lady legislator was given the opportunity to preside over the regular session. As a gesture of support, the Presiding Officer, Hon. Atty. Ryan D. Tabanay, temporarily relinquished his post and gave way to Hon. Donna Vianry D. dela Cruz, who gracefully took on the role for the session.

During this regular session, Hon. Liezel Mae C. Caoagdan, JD, MPA delivered a Privilege Speech highlighting the rising cost of oil and its significant impact on the municipality. The discussion underscored the urgent need for responsive measures to address the economic challenges faced by the community. Subsequently, the august body constitute as a Committee of the Whole to deliberate on and approve a resolution urging the immediate activation of local contingency and emergency measures. This initiative aims to mitigate the adverse effects of the continuing increase in oil prices within the Municipality of makilala. The resolution was authored by Hon. Liezel Mae C. Caoagdan, JD, MPA.

In addition, several requests, proposed ordinances, and resolutions were referred to the appropriate committees for further study and review. Various barangay ordinances were also approved during the session, reflecting the continued commitment of the Sangguniang Bayan to responsive and effective local governance.

In line with the celebration of Women’s Month, the Presiding Officer, Hon. Atty. Ryan D. Tabanay, relinquished his post and gave way for Hon. Adelwisa V. Cruz, a lady legislator, to preside over the session. 🌸 For the entire month of March, a lady legislator will preside over the sessions in recognition of the significant role and contributions of women in leadership and governance. Mabuhay ang Kababaihan! 💜🩷💜🩷

During this session, the august body approved various resolutions, including the approval of tricycle franchises, barangay appropriation ordinances, and the accreditation of Civil Society Organizations (CSOs).

Also, the august body approved the Usufruct Agreement by and between the Municipal Government of Makilala and the Land Bank of the Philippines (LBP), pertaining to the use of an area measuring to 400-600 Square Meters, more or less, for the Construction on site of Land Bank – Makilala Branch building.

The august body likewise approved the requests of the Local Chief Executive for authority to sign and enter into various Memoranda of Agreement (MOAs), to wit:

Memorandum of Agreement (MOA) with the Department of Tourism, Philippine National Police Regional Office 12, Cotabato Police Provincial Office, Makilala Municipal Police Station pertaining to the STRENGTHENING OF THE COOPERATION AND SUPPORT ON THE ESTABLISHMENT AND OPERATION OF TOURIST POLICE UNITS IN THE FIELD OF TOURISM THROUGH THE INSTITUTIONALIZATION OF THE TOURIST ORIENTED POLICE FOR COMMUNITY ORDER AND PROTECTION (TOPCOP) PROGRAM.

Memorandum of Agreement (MOA) with Makilala Municipal Police Station, the Local Council of Women and the National Police Commission (NaPolCom) for the Implementation of joint programs, projects, services & activities under the CSOP Framework.

Memorandum of Agreement (MOA) with the Makilala Municipal Police Station Taskforce Kasanag, and the Civil Society Organization, to formalize the Municipal/Barangay-Level Triumvirate (LGU-PNP-Community) and establish the mechanisms needed to implement programs, services and activities under the POPS/IACPSP, guided by NAPOLCOM’s CSOP Framework.

Today, the 40th Sangguniang Bayan of Makilala successfully conducted its 24th Regular Session, focusing on the deliberation and approval of several important resolutions aimed at supporting our community and its stakeholders.

Among the key matters approved was the request of the Municipal Mayor, Honorable Armando M. Quibod, t, to Donate PhP 50,000.00 as Financial Support for Mr. Jay Adrian Villanueva Tolen on his representation during the Mister Metropolitan International 2026 Pageant in Ho Chi Minh City, Vietnam.

In addition, several Tricycle Franchise applications were approved as well as the accreditation of various Civil Society Organizations (CSOs).

For the love of our municipality, another productive week was spent approving various measures necessary for the efficient operation of the Local Government Unit of Makilala and addressing requests from other agencies. The august body deliberated on several proposed resolutions, including measures certified as urgent by the Local Chief Executive, to wit:

Resolution Adopting MIST-BOT Resolution No. 002, Series of 2025, Re: “A Resolution Approving the Composition of the Evaluation/Search Committee for the Selection of the President of Makilala Institute of Science and Technology (MIST) in compliance with CHEd Memorandum Order No. 18, Series of 2022;

Resolution Authorizing the Municipal Mayor, Hon. Armando M. Quibod, representing the Municipal Government of Makilala to enter into and sign a Memorandum of Agreement (MOA) with the UNIVERSITY OF SOUTHERN MINDANAO (USM), represented by its President, Jonald L. Pimental, PhD, for the On-the-Job Training Program of its Student-Trainees;

Resolution Authorizing the Municipal Mayor, Hon. Armando M. Quibod, representing the Municipal Government of Makilala to enter into and sign a Memorandum of Agreement (MOA) with the COLEGIO de KIDAPAWAN, INC. represented by its President, Janice Marie R. Mearns-Martinez, for the On-the-Job Training Program of its Student-Trainees;

Resolution Adopting and Approving MIST BOT Resolution No. 022, Series of 2025, dated September 23, 2025, Re: “Resolution Designating Engr. Jerry Paulo S. Oriente, MIM as Officer In-Charge (OIC) Vice President for Academic Affairs of Makilala Institute of Science and Technology (MIST) and an Honorarium of 25% based on his Annual Salary, Effective Immediately; and

Resolution Authorizing the Municipal Mayor, Hon. Armando M. Quibod, representing the Municipal Government of Makilala to enter into and sign a Memorandum of Agreement (MOA) with BULAKANON HIGH SCHOOL; and NEW ISRAEL HIGH SCHOOL for the Work Immersion Training Program of their respective Senior High School Students.
