The Department of Migrant Workers (DMW), through the Institute for Advanced and Strategic Studies on Migration and Development (IASMD), welcomed a delegation from the Government of Bangladesh accompanied by the Asian Development Bank on 20 July 2026 for a study visit on understanding the Philippine nursing system and global workforce development. The program opened with welcome remarks from Undersecretary Jainal T. Rasul, Jr., followed by a message from Dr. S. M. Ziauddin Hyder, Special Assistant to the Prime Minister (status of State Minister) for Health Affairs of Bangladesh. The activity provided an avenue for sharing the Philippines' best practices in managing the overseas healthcare workforce and strengthening bilateral cooperation between the two countries.

During the study visit, DMW officials presented key programs and initiatives that highlight the Departmentโ€™s best practices in labor migration governance. Director Celso J. Hernandez, Jr. discussed the Digital Overseas Employment Certificate (OEC) System. Director Liza C. Alcera delivered a presentation on Ethical Recruitment Frameworks, and Atty. Tetchie P. Assudo discussed the DMW's Measures Against Illegal Recruitment Operations and the One-Stop-Shop Model for Overseas Worker Protection. Meanwhile, Director Jerome P. Yanson presented the Philippines' Bilateral Labor Agreements with Germany (GIZ Triple Win), the United Kingdom, and Japan, while Director Mary Grace Quillente discussed the Government-to-Government hiring arrangements. Assistant Secretary Maria Regina Angela G. Galias comprehensively presented the Protection Systems for Filipino Healthcare Workers Overseas. The program concluded with closing remarks from Director Francisco S. Aguilar, Jr., reaffirming the DMW's commitment to promoting safe, ethical, and well-managed labor migration through international cooperation and knowledge exchange.

On 15 July 2026, the Department of Migrant Workers (DMW), through the Institute for Advanced and Strategic Studies on Migration and Development (IASMD), welcomed an academic delegation from the Lauder Institute of the University of Pennsylvania for a study visit at the DMW in Mandaluyong City. The activity served as a platform for sharing the Philippines' experiences, policies, and initiatives on labor migration governance and diaspora engagement, while fostering stronger academic and institutional collaboration. The program opened with welcome remarks from Undersecretary Darlene R. Pajarito, which she reaffirmed the DMW's commitment to international cooperation and knowledge exchange. It was followed by a message from Professor Shannon Brown of the Lauder Institute who expressed appreciation to the Department and highlighted the significance of learning from the Philippine labor migration governance model.

The study visit featured presentations from DMW offices on key migration and development issues, particularly on migrant workers' welfare, crisis response, and inter-agency coordination. From 30 June to 1 July 2026, the Department of Migrant Workers (DMW), through the Institute for Advanced and Strategic Studies on Migration and Development (IASMD), hosted a two-day study visit for the delegation from Indonesia's Ministry for the Protection of Indonesian Migrant Workers (KP2MI) at the Blas F. Ople Building in Mandaluyong City. The activity served as a valuable platform for exchanging best practices on the Philippines' labor migration governance framework, ethical recruitment systems, migrant worker protection mechanisms, and reintegration programs, further strengthening bilateral cooperation between the Philippines and Indonesia in promoting safe, orderly, and rights-based labor migration. The program formally opened with welcome remarks from OIC-Assistant Secretary Augusto B. San Diego III, followed by a message from the Head of the Indonesian Delegation, Director Yayan Hernuryadin, S.Pi., M.S.E., Ph.D., Director for the Placement of Migrant Seafarers and Migrant Fishers.

The two-day study visit featured presentations from DMW officials and subject matter experts. Director Maria Teresa D. Delos Santos acknowledged the delegates and DMW officials, while OIC-Assistant Secretary Augusto B. San Diego III and Mr. Vince G. Peneyra presented the Philippines' policies and systems for facilitating ethical and orderly overseas employment of seafarers, highlighting the employer accreditation system, standard employment contracts, contract verification processes, and deployment workflow management. Atty. Mylette V. Andres, Atty. Catherine Jade M. David, and Ms. Donna Jane O. Destura discussed the regulation of private recruitment agencies, ethical recruitment standards, and anti-illegal recruitment measures. Assistant Secretary Maria Regina Angela G. Galias presented the DMW's welfare and protection programs for migrant workers, Atty. Carlos Joseph B. Villanueva discussed grievance handling and migrant case management, Assistant Secretary Levinson C. Alcantara shared the Department's initiatives on policy and international cooperation, and Engr. The Department of Migrant Workers (DMW), through the Institute for Advanced and Strategic Studies on Migration and Development (IASMD) in collaboration with the Sea-Based Accreditation Bureau and the Maritime Industry Authority, welcomed the World Maritime University (WMU) delegation on June 22, 2026, at the DMW Blas F. Ople Building in Mandaluyong City for a field study under the WMU Maritime Education and Training Specialization Program.

The activity provided participants with key insights into the Philippinesโ€™ migration governance framework and maritime labor policies. The program was opened by Director Maria Teresa D. Delos Santos, followed by a welcome message from Undersecretary Jainal T. Rasul, Jr., who reaffirmed the Departmentโ€™s commitment to protecting the rights and welfare of Filipino migrant workers, especially seafarers. Representing WMU, Professor Johan Bolmsten expressed appreciation for the learning opportunity and engagement with Philippine counterparts. Secretary Hans Leo J. Cacdac delivered a message highlighting the importance of international cooperation, good governance, and innovation in migration and maritime governance.

Participants were presented with audio-visual materials on the DMWโ€™s mandate, organizational structure, and key programs and services for migrant workers, particularly those in the sea-based sector, followed by an open discussion facilitated by Director Augusto B. San Diego III. The dialogue was enriched by the participation of DMW officials, including Undersecretary Bernard P. Olalia, Assistant Secretary Julyn S. Ambito-Fermin, Director Francisco S. The 2026 Summer Camp for Children of Overseas Filipino Workers (OFWs), held on June 20, 2026 under the LIB Without Borders Advocacy Activity Series, successfully gathered young participants for a day of learning and empowerment themed โ€œSafe Spaces, Strong Voices: A Learning Day on Online Safety, Youth Rights, and Empowerment for OFW Children.โ€ The program was organized in collaboration with the Blas F. Ople Policy Center and Training Institute, with messages of support delivered by Ms. Estelle Ople Osorio of the Blas F. Ople Policy Center and Training Institute, Deputy Administrator Jasmine Ann B. Gapatan of the Overseas Workers Welfare Administration.

Resource speakers Mr. Ferdinand R. Santos of the International Justice Mission and Atty. Mylen Gonzales-Esquivel of Miriam Collegeโ€™s Child Rights Advocacy Center, together with workshop facilitator Ms. Shaira Nicole Saylon of the Blas F. Ople Policy Center and Training Institute, led sessions on online safety, child protection, and youth empowerment. The camp highlighted critical issues such as OSAEC, CSAEM, digital responsibility, anti-bullying, and youth rights, equipping participants with knowledge and practical skills for safe online engagement. Through interactive discussions and workshops, the children were encouraged to express themselves, build confidence, and understand their rights in creating safe spaces for themselves and others.

In his inspirational message, Secretary Hans Leo J. Cacdac shared a personal message reflecting on his own experience as a child of an OFW, emphasizing resilience, sacrifice, and love within OFW families. The activity underscored the shared commitment of partner organizations to protect and empower OFW children and support their holistic development. As digital technologies continue to evolve and shape the experiences of young people, sustained efforts to promote online safety, youth rights, and responsible digital citizenship remain essential.

These publications examine the adequacy of the current USD 400 minimum wage for Filipino domestic workers and the broader challenges affecting their welfare. Findings highlight the declining real value of wages, gaps in awareness and access to protection mechanisms, and the limits of existing systems in addressing workersโ€™ needs.

Both papers propose policy directions, including a phased increase in the wage floor, strengthened employment standards, and improved monitoring mechanisms to ensure better protection and long-term adequacy for OFWs and their families.

These were presented during the DMW Labor Migration Research and Policy Forum 2025, held on 11โ€“12 December 2025.

Highlights from the first session of the LIB Without Borders Research Series of the IASMD, held on 18 March 2026 in celebration of National Womenโ€™s Month.

The forum brought together researchers, health experts, and migration advocates to discuss gaps in awareness, access, and use of health and social protection programs for Filipino migrant domestic workers.

The discussion focused on how government, civil society, and institutions can work together to strengthen protection for OFWs, especially women in domestic work.
