CEBU CITY โ The Land Transportation Office (LTO) Region 7 proves that its mission extends beyond road enforcement and roadside inspections. At its core, the agency remains dedicated to compassionate public service.
On August 24, 2026, members of the Field Enforcement Unit were conducting a routine roadside inspection in Talisay City when they were alerted to a taxi carrying a woman in labor. Recognizing the critical urgency and the heavy traffic ahead, Law Enforcement Officer Johnny B. Cella immediately activated the patrol vehicleโs siren and blinkers to clear a path, signaling the taxi to follow closely behind.
Despite dense traffic congestion along the route, the team successfully escorted the vehicle to a birthing facility in Barangay Kamputhaw, Cebu City, in time for a safe delivery. Upon their arrival, a attending nurse remarked, "Hay, pasalamat jud mo nahatod mo sa ambulansiya kay di jud unta kaabot si maam" (Youโre lucky you were escorted by the [LTO patrol car], or she wouldn't have made it in time).
"Ours is a service to the public. We enforce our mandate to save lives and, in cases like this, to assist the people of Region 7 in every way we can," stated LTO Region 7 Regional Director Wendel C. Dinglasan.
