The Regional Sub-Committee for the Welfare of Children (RSCWC) MIMAROPA successfully held its First Quarter Meeting on February 18, 2026, at DSWD Field Office MIMAROPA Regional Operations Center, presided by the new RSCWC Chairperson, Director Benchie B. Gonzales. The meeting strengthened the collaboration of its committee members and partners, reinforcing unified action to uphold the four core rights of children: survival, development, protection, and participation across the region.

Together, we move forward with strengthened partnerships and collective action for every child.

The 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗪𝗲𝗹𝗳𝗮𝗿𝗲 𝗼𝗳 𝗖𝗵𝗶𝗹𝗱𝗿𝗲𝗻 (𝗖𝗪𝗖) proudly announces the launch of the “𝗛𝗶𝗺𝗶𝗴 𝗠𝗔𝗞𝗔𝗕𝗔𝗧𝗔” 𝗝𝗶𝗻𝗴𝗹𝗲 𝗪𝗿𝗶𝘁𝗶𝗻𝗴 𝗖𝗼𝗻𝘁𝗲𝘀𝘁 – a nationwide initiative that empowers the Filipino youth to advocate for children's rights through music!
🎯 𝗖𝗢𝗡𝗧𝗘𝗦𝗧 𝗢𝗕𝗝𝗘𝗖𝗧𝗜𝗩𝗘𝗦:
The “𝗛𝗶𝗺𝗶𝗴 𝗠𝗔𝗞𝗔𝗕𝗔𝗧𝗔” contest invites Filipino children and youth aged 13 to 17 years old to compose original jingles that:
- Promote awareness of children's rights, protection, and welfare
- Highlight the significance of the MAKABATA Helpline 1383 as a vital resource for child protection
- Encourage active youth participation in child advocacy through creative expression
📞 𝗔𝗕𝗢𝗨𝗧 𝗠𝗔𝗞𝗔𝗕𝗔𝗧𝗔 𝗛𝗘𝗟𝗣𝗟𝗜𝗡𝗘 1383:
Established in 2022 by the CWC, the 𝗠𝗔𝗞𝗔𝗕𝗔𝗧𝗔 𝗛𝗲𝗹𝗽𝗹𝗶𝗻𝗲 1383 serves as a national reporting and referral mechanism for child protection concerns. It provides immediate assistance to children and families, addressing issues such as abuse, exploitation, bullying, and mental health challenges.
The helpline was institutionalized through 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿 𝗡𝗼. 79, 𝘀𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 2024, reinforcing its role in safeguarding children's rights across the Philippines.

The historic groundbreaking ceremony of the country’s first Agricultural Camp for Children in Conflict with the Law (CICL) coincides with the 19th year celebration of the enactment of the Republic Act No. 9344 or the Juvenile Justice and Welfare Act (JJWA).

Sec. Gatchalian highlighted that the groundbreaking ceremony is not just a simple event showcasing another infrastructure project, but a testament of our collective action and our unified stand in favor of transformative programs that rehabilitate lives, nurture potential, and pave new pathways to progress for the CICL who have long faced the judgment of society.

Let the groundbreaking ceremony of the country’s first Agricultural Camp be a call for hope, compassion, and second chances for CICLs to rebuild their lives through a restorative justice principle.
