The Marine Science Forensic Investigation Service (MSFIS) is a major unit of the Marine Environmental Protection Command (MEPCOM) of the Philippine Coast Guard (PCG). The Marine Science Investigation Force (MSIF) is a major unit of the Marine Environmental Protection Command (MEPCOM) within the Philippine Coast Guard (PCG), focusing on addressing marine pollution and environmental protection. This

unit is tasked with conducting forensic investigations into pollution cases, inspecting and monitoring vessels and facilities to ensure adherence to government-set effluent standards, and conducting marine environmental research that aims to preserve and protect the marine environment within the Philippinesโ€™ maritime jurisdiction.

The Marine Environmental Protection Command (MEPCOM) formally activated the Marine Environmental Protection Regulatory Compliance and Governance Service (MEPRCGS) on 08 May 2026 aboard Mary Bachrach Building 1, 24th Street, Port Area, Manila.
The activation ceremony was presided over by ๐‘๐€๐ƒ๐Œ ๐‘๐Ž๐Œ๐Œ๐„๐‹ ๐€ ๐’๐”๐๐€๐๐†๐€๐ ๐๐‚๐†, Commander, MEPCOM, and marked another step in the continuing strengthening and improvement of the Command in support of the Philippine Coast Guardโ€™s marine environmental protection mandate.

The ceremony also featured the renaming and reorganization of several MEPCOM units to improve operations, regulatory functions, environmental governance, personnel development, and support services.

During the ceremony, the logos of the different units and the 17 MEPGs were also unveiled, symbolizing the Commandโ€™s renewed identity and continuing commitment to environmental protection and maritime governance.

The visit highlighted the MSIF Laboratoryโ€™s existing capabilities in marine scientific investigation and environmental assessment, while providing an opportunity to discuss areas where JICA may extend support to further enhance the laboratoryโ€™s services.

Discussions focused on potential avenues for capacity development, including technical upgrades, equipment support, and specialized training to strengthen the unitโ€™s operational effectiveness.
