[2018 Sunog Apog pumping station perwisyong baha ang dulot sa halip na solusyon]
Isiniwalat ni Manila 2nd District Rep. Rolando โCRVโ Valeriano na may seryosong kapalpakan sa proyektong flood control sa Estero de Sunog Apog sa Tondo Dos na dapat sanaโy solusyon sa pagbaha pero naging sanhi pa ng perwisyo.

Ayon sa kongresista, ang naturang proyekto na nagkakahalaga ng mahigit P774 milyon ay pinondohan at sinimulan bago pa man siya maupong kinatawan ng distrito.
โI did not initiate, propose, nor caused that funding discontinuance of that flood control project. I was not yet the congressman when it was started. That was the project of my predecessor,โ pahayag ni Valeriano.
Sinimulan ang proyekto noong January 2018 at itinakdang matapos noong October 2020, ngunit nagkaproblema sa pumping station hanggang sa maging โwhite elephantโ na lamang ito o isang proyektong napakamahal ngunit nakatiwangwang at hindi napapakinabangan.
โP774 million wasted on a non-operational and defective project that caused flooding instead of solving it,โ giit niya.
Bagaman hindi siya ang may pakana ng proyekto, sinabi ni Valeriano na nagsumite pa rin siya ng pormal na kahilingan upang maipagpatuloy ang pondo. Gayunman, maaaring nasapawan ito ng iba pang mas prayoridad na gastusin ng gobyerno noon.
โThough it was not my project to begin with, I still made a proper request for continuance of funding. But by that time, there possibly were circumstances beyond my influence. The project started in the previous administration. Funding did not materialize for some reason. Among them might have been other urgent needs that probably had precedence,โ paliwanag ng mambabatas.
Nabanggit din ni Valeriano na nauunawaan niya kung bakit tila iwas na maging tuwiran ang kasalukuyang alkalde ng Maynila sa kanyang mga pahayag ukol sa isyu.
โI therefore understand why the incumbent mayor of Manila was not direct nor specific in his interviews when he recently complained about the project,โ ani Valeriano.
Ayon pa kay CRV, kaalyado ng kasalukuyang โyormeโ ng Maynila ang ex-Congressman na may pasimuno ng palpak na proyekto sa ilalim ng administrasyong Duterte, kaya hindi ito mapangalanan ng kasalukuyang Manila Mayor tuwing nagpapainterview siya sa media hinggil sa sablay na flood control project.
โThe project was by one of his allies, ex-congressman Carlo Lopez. The pumping was built during the Duterte administration, the very same people who backed his campaign in the last election cycle. When the project was being constructed, he was the โyormeโ and he actually had more political influence than us to make funding happen,โ ayon kay Valeriano.
โThe proper time to formally inquire into why the Sunog Apog Pumping Station was defunded and why it remains non-operational is during the forthcoming budget hearings of the government offices responsible for Metro Manila's flood control projects,โ ani Valeriano.
Sa parehong budget hearings rin niya planong ilahad ang kanyang mga teknikal na tanong.
โThe inquiry on the Sunog Apog Pumping Station in Tondo will take place during those budget hearings. I will reserve my technical questions about the stationโs problems for that proper venue,โ dagdag niya.
Nitong May 7, 2025, pumasok ang DPWH sa isang kontrata para sa upgrading ng Sunog Apog Pumping Station sa halagang P94.373 million. Iginawad ang proyekto sa kumpanyang nagngangalang Le Bron Construction, isang sole proprietorship. (WAKAS)
