Ombudsman Files Complaint vs. Romualdez, Co Over Flood Control Scandal
The Office of the Ombudsman has filed a complaint for preliminary investigation against Leyte Rep. Martin Romualdez, former Rep. Zaldy Co, and several others in connection with the alleged flood control scandal.
According to the Ombudsman’s Special Panel of Investigators, the officials engaged in “concerted and coordinated acts, performed in conspiracy with one another” to unlawfully amass ill‑gotten wealth estimated at ₱56 billion between 2022 and 2025.
During that period, Romualdez served as House Speaker, while Co chaired the House appropriations panel. The complaint seeks cases for plunder, direct and indirect bribery, graft, and money laundering to be filed against the two lawmakers and their associates.
The move marks a significant step in holding accountable those allegedly involved in the misuse of public funds intended for flood control projects.
