Heritage is more than a reflection of the past. It is a living story of how people value themselves, their communities, and the world around them. Globally, its protection is guided by the UNESCO World Heritage Convention through the Five C’s: credibility, conservation, capacity-building, communication, and communities.

At its core is conservation. It is the sustained effort to safeguard what holds value through proper systems, responsible management, and long-term care. Supporting this are credibility, capacity-building, communication, and communities, which ensure that heritage protection remains balanced, informed, inclusive, and people-centered.

Taken together, the Five C’s highlight conservation as a shared responsibility rooted in knowledge, participation, and continuity. Likewise, this finds resonance in the work of farmers and irrigators’ associations, where they take the lead in the sustained care of irrigation systems. Through their daily stewardship, water resources are managed, maintained, and protected, reflecting a deeper commitment to sustaining both livelihoods and rural life.

Some contributions inside an office happen quietly. A helping hand during busy days, a kind reminder, shared laughter in between deadlines, or simple gestures that make the workplace lighter for everyone.

The Circle of Appreciation is a weekly CARP-IC office activity that gives space for employees to recognize colleagues through simple messages of gratitude. It reflects how everyday effort and support within the workplace are seen and valued by peers.

The CARP-IC Project Management Office (PMO) recently attended an orientation and update session on the development of the Itinerary of Local Travel, Disbursement Voucher Generation Information System, and Check Management Information System for CARP-IC, conducted by the Management Information Division (MID) on May 7, 2026, at the Command Center, ICC Building.

This served as a follow-up to the first walkthrough conducted by the MID last February 4, 2026 at CARP-IC Conference Room. Feedback from end users who are already using the software was gathered and the discussions now focused on the updates and modifications that are suitable for CARP-IC.

MID representatives Ms. Sussie T. Taniegra, Mr. Nelson E. Eloso, Mr. John Rey Querobin, Mr. Eunel Dave Soliveres, and Mr. Andrei Barrameda, led the system walkthrough, together with Cash Division representatives Mr. Ramon Wilden C. Selva, Ms. Armida F. Flores, and Ms. Dhivielyn V. Cortez from Accounting Divisions.

The activity was attended by CARP-IC PMO Division Manager Ms. Maida B. Mendoza and section representatives, who actively participated in the orientation and discussions. The meeting highlighted the importance of close coordination, standardized procedures, and enhanced efficiency in the processing of financial documents and travel requirements, ultimately supporting more streamlined and effective operations across all units.

Before stepping into the San Agustin–San Ramon Agrarian Reform Farmers Cooperative (SARFC), Ms. Charol Razado Arejola lived a life many would find familiar yet quietly demanding. She was a full-time housewife and a hands-on mother, raising her young children while supporting her husband in their small farm. During harvest seasons, she would sell snacks in the fields and lend small amounts to farm workers, often repaid in palay. Though she once pursued BS Accountancy at Ateneo de Naga University, life took an unexpected turn and led her away from finishing her studies. Still, her connection to the Irrigators’ Association was deeply rooted. As a third-generation member, she grew up witnessing both its value and its challenges, from irrigation concerns to financial responsibilities shared by their community.

Today, her journey reflects steady growth shaped by persistence and purpose. When she was hired as a bookkeeper in 2008, the cooperative was managing significant financial obligations while working toward improving its records and compliance systems. The responsibility of organizing financial documents and establishing proper processes was entrusted to her, and through consistent effort and coordination with the association, order and structure were gradually put in place. Her role has since grown into that of Assistant Manager, where she continues to guide the cooperative’s financial direction while supporting its progress through improved farming practices, government assistance, and active participation of women members. From supporting her family at home and in the field to taking on a leadership role within the cooperative, her story reflects how determination can open paths for both personal and collective growth.

Masaya po kaming marinig na dahil sa maaasahang patubig mula sa Bulo Dam, ay nakapagtanim na kayo ng second crop at higit pang dumoble ang inyong ani. Iyan po ang layunin natin, ang masigurong tuloy-tuloy ang tubig para sa masaganang ani at mas maayos na kabuhayan ng ating mga magsasaka.

The Nakanmuan Rain Collector in Sabtang, Batanes provides a dependable water source for 32 agrarian reform beneficiaries under the Nakanmuan Water User Association, supporting about 2 hectares of farmland. Turned over on April 11, 2024, the project helps address the limited and irregular water supply in the area by collecting and storing rainwater that farmers can use for their daily irrigation needs.

With this system in place, farmers have better access to water during planting and maintenance periods, helping improve the stability of their crops and overall productivity. It offers a practical solution suited to local conditions, supporting farming activities that many households rely on for their livelihood.

The Samahang Pagpapatubig ng Paclolo, Inc. (SPPI) was assessed on May 5, 2026, in Brgy. Paclolo, Magsaysay, Occidental Mindoro as part of the continuing Irrigators’ Association validation activities being conducted this year. The activity focused on the actual functioning of the association on the ground, particularly in irrigation management, member coordination, and the consistency of water delivery in relation to current farming conditions in the area.

The validation process involved the CARP-IC Team composed of Engr. Larry C. Franada, Engr. Maria Theresa C. Lee, Denie Lyn L. Langguyan, Jefrey L. Ferrer, Joan O. Navarro, Engr. Jonelle D. Samarita, and Nancy P. Bermudo. Also present were NIA MIMAROPA Acting Regional Manager Engr. Edwin C. Nazareno, Occidental Mindoro Irrigation Management Office Acting Division Manager Engr. Mary Grace B. Cartagena, Acting Engineering and Operations Division Manager Engr. Suzanne J. San Juan, IA President Rodelio B. Bagoy, Barangay Paclolo Chairman Hon. Laila M. Agnes, and DAR Agrarian Reform Program Officer II Ms. Lisa A. Diaz.

The Paclolo Communal Irrigation System under SPPI covers a firmed-up service area of 260.10 hectares, drawing water from Canabang Creek and Imbarasan River. Full irrigation coverage is maintained during the wet season, while dry season utilization reaches 160.96 hectares for rice and 99.14 hectares for other crops, including onion, garlic, and corn. A total of 124 farmer-beneficiaries depend on the system, with additional support extended through access to agricultural machineries that help improve efficiency during land preparation and harvest activities.

A notable aspect of SPPI’s current state is its transition from a period of inactivity to gradual operational stability following its revival under renewed leadership. The association, which traces its early formation and later re-establishment through formal registration, has since worked to rebuild its internal systems and restore active participation among its members. Current operations continue to be strengthened through linkages with the Department of Agriculture, Land Bank of the Philippines, Philippine Crop Insurance Corporation, PhilMech, PhilRice, and local government units. The validation reflects SPPI as a working irrigation association in progress, where institutional support and farmer participation continue to shape its development and day-to-day functionality.

IA validation remains a continuing effort to stay connected with irrigators’ associations and see how they are progressing over time. With each visit building on the last, the activity serves as a way to better understand current conditions and ensure that support remains aligned with the needs of farmers. This was evident during the IA Validation of the Samahang Pagpapatubig ng Paclolo, Inc. (SPPI) on May 5, 2026, in Brgy. Paclolo, Magsaysay, Occidental Mindoro, where Engr. Larry C. Franada, Acting Project Manager of CARP-IC PMO, recognized the community’s warm welcome and emphasized the value of these continued engagements.

He shared that the strength of an association is not defined by infrastructure alone, but by the people who keep it working through cooperation and shared responsibility. The visit also gave space to listen and strengthen coordination moving forward. As he said, β€œAng tunay na kaunlaran sa kanayunan ay nagsisimula sa maliliit na desisyon ng pagkakaisa na araw-araw ay pinipiling panindigan,” highlighting how steady unity shapes lasting progress.

Across five clusters in the Cordillera region, each terrace formation carries its own pattern and character, yet all remain grounded in the same long-standing practice that has been sustained through generations.

What stands out is how this landscape continues to function as a shared space of work, knowledge, and tradition. The upkeep of the terraces relies on cooperation within the community, guided by an understanding of natural cycles, soil care, and time-honored practices that extend beyond farming alone.
