A Community eCenter or CeC is a self sustaining shared facility providing affordable access to ICT-enabled services and relevant content. It serves as a conduit for efficient delivery of government and other services and a potent tool for empowerment and participation of unserved and underserved communities in development. CeCs, generally known as telecenters, go by different names in different p

arts of the world: village knowledge centers, infocenters, community technology centers (CTCs), community multimedia centers (CMCs), multipurpose community telecenters (MCTs), common/citizen service centers (CSCs), school-based telecenters, and so on. In essence, however, the ultimate goal is to bridge the digital divide and provide universal access to information and communication services.
