Pinapahalagahan ng pagkilalang ito ang kahusayan, katapatan, at kapuri-puring nagawa ng Bayan sa pagpapatatag ng kahandaan, agarang pagtugon, at matibay na katatagan sa sakuna, na nagsisiguro ng kaligtasan at kapakanan ng bawat Santa Cruzins.
