The LTO Outreach Program (often called the E-Patrol or Bagong Pilipinas On-Site program) brings Land Transportation Office services directly to remote municipalities. Services commonly include driver’s license renewal, student permit processing, motor vehicle registration, and free Theoretical Driving Courses (TDC).

To strengthen our collaborative partnership with the Land Transportation Office (Ticao Island Satellite Office) and to highlight our shared commitment to good governance and remarkable public service, the Local Government Unit of Monreal headed by our very active Municipal Mayor, Hon. Glenda L. Villahermosa formally requests the LTO to conduct this outreach program in Poblacion, Monreal, Masbate on July 13-17, 2026 at Monreal Gymnasium.

This initiative aims to bring LTO services closer to our constituents making the Renewal of Motorcycles and Motor Vehicles processes and other services more convenient, especially for those who have difficulty in travelling to LTO District Office.

We believe this program will greatly benefit the Monrealeños by saving the time, reducing travel expenses and promoting road safety awareness.

The 𝐆𝐨𝐨𝐝 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐇𝐨𝐮𝐬𝐞𝐤𝐞𝐞𝐩𝐢𝐧𝐠 (𝐆𝐅𝐇) is a recognition mechanism of the Department of the Interior and Local Government (DILG) that evaluates LGUs based on their compliance with key financial and transparency requirements. It serves as an indicator that public funds are being managed responsibly and in accordance with existing laws, rules, and regulations.⁣

To be considered a GFH passer, an LGU must:⁣

* Obtain an Unmodified or Qualified Audit Opinion from the Commission on Audit (COA);⁣
* Comply with the Full Disclosure Policy (FDP), ensuring timely and complete posting of financial documents and reports for public access; and⁣

Good Financial Housekeeping (GFH) is important because it strengthens public trust, promotes fiscal discipline, enhances transparency in governance, and encourages LGUs to uphold the highest standards of accountability in managing public resources. More importantly, it serves as a foundation for effective local governance and sustainable development, ensuring that government programs and services truly benefit the people.⁣

This collective accomplishment demonstrates that the Province of Masbate and all its LGUs continue to champion good governance and responsible stewardship of public funds.⁣

May this achievement continue to inspire excellence in public service and strengthen our collective commitment to transparent, accountable, and responsive local governance. ⁣
