𝙈𝙖𝙨𝙗𝙖𝙩𝙚 𝘾𝙞𝙩𝙮 – The Department of Labor and Employment (DOLE) Bicol, in support of Labor Secretary Francis N. Tolentino’s thrust to reinforce occupational safety and health (OSH) standards across the transportation industry, conducted “Safe Journeys: Strengthening Safety and Health Standards Across Roads and Seas” Basic Occupational Safety and Health (BOSH) Training for Safety Officers 1 in Masbate City, on Monday.

DOLE Bicol OIC Regional Director Atty. Nepomuceno A. Leaño II noted that having competent and proactive safety officers are investments in human lives.
“Safety in every workplace is a non-negotiable. It is a responsibility we owe to every worker and commuter who choose to trust us. With the right knowledge and skills, we strengthen our capacity to prevent accidents and ensure that every journey on our roads and seas is a safe one,” stressed RD Atty. Leaño.

The training was attended by operators and employers from the land and maritime transport sectors to enhance their understanding of workplace safety, labor standards, and legal compliance, equipping them with practical tools to foster safer and healthier work environments.

Mr. Marlon G. Ascutia (LEO III) facilitated the interactive lecture on the Introduction to Occupational Safety and Health, Salient Features of OSH Legislation, and Communicating OSH. The discussion emphasized the importance of OSH, its contribution to productivity, workers' rights and responsibilities, accident prevention, common workplace hazards, and the role of OSH trainers in promoting a culture of safety.

A key component of the training focused on Hazard Identification, Risk Assessment, and Control (HIRAC), where participants learned how to identify workplace hazards, assess and prioritize risks, and implement appropriate control measures through engineering controls, administrative interventions, and personal protective equipment. The session also featured the use of the 2025 OSH Program Risk Assessment Matrix and the importance of effectively communicating HIRAC results.
Participants were likewise oriented on Basic Safety Rules and Measures, Industrial Hygiene, and Administrative OSH Requirements, providing them with essential knowledge on workplace hazard control, health risk management, and compliance with OSH regulations.

The program also included a session on General Labor Standards conducted by Mr. Kevin B. Briones (AA VI), which provided an overview of workers’ rights, statutory benefits, and labor standards mandated under Philippine labor laws.

To conclude the training, Mr. Chito A. Atibagos (Senior LEO) discussed Public Utility Vehicles (PUVs) and Public Utility Jeepneys (PUJs) as Common Carriers under Article 1732 of the Civil Code of the Philippines. The session stressed the legal obligation of common carriers to exercise extraordinary diligence in ensuring passenger safety and emphasized their role in advancing occupational safety and regulatory compliance in the transport sector.

DOLE Masbate Provincial Head Ms. Lynette H. Dela Fuente expressed her appreciation to the participants for their drive to enhance workplace safety and health standards in their industry.

𝑀𝑎𝑠𝑏𝑎𝑡𝑒 𝐶𝑖𝑡𝑦 – The Department of Labor and Employment Masbate Provincial Office led by 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐇𝐞𝐚𝐝 𝐋𝐲𝐧𝐞𝐭𝐭𝐞 𝐇. 𝐃𝐞𝐥𝐚 𝐅𝐮𝐞𝐧𝐭𝐞, successfully conducted the Basic Occupational Safety and Health (BOSH) Training for Safety Officer 1 (SO1) on July 27, 2026, at B@ms Resto Bar, Lodging House & Catering Services, Masbate City.

The activity brought together 𝐥𝐚𝐧𝐝 𝐩𝐮𝐛𝐥𝐢𝐜 𝐭𝐫𝐚𝐧𝐬𝐩𝐨𝐫𝐭 operators and employers from the 𝐦𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐬𝐞𝐜𝐭𝐨𝐫 to enhance their knowledge of Occupational Safety and Health (OSH), Hazard Identification, Risk Assessment and Control (HIRAC), General Labor Standards, and the legal responsibilities of common carriers in ensuring the safety and welfare of workers and passengers.

The training forms part of DOLE's continuing efforts to promote compliance with labor and occupational safety and health laws while fostering safer, healthier, and more productive workplaces in the transportation sector.

𝐃𝐎𝐋𝐄 𝐌𝐚𝐬𝐛𝐚𝐭𝐞 𝐑𝐞𝐬𝐨𝐥𝐯𝐞𝐬 ₱𝟏𝟗𝟎,𝟎𝟎𝟎 𝐔𝐧𝐩𝐚𝐢𝐝 𝐒𝐚𝐥𝐚𝐫𝐲 𝐚𝐧𝐝 𝐅𝐢𝐧𝐚𝐥 𝐏𝐚𝐲 𝐂𝐥𝐚𝐢𝐦𝐬 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐒𝐄𝐧𝐀

The 𝐒𝐢𝐧𝐠𝐥𝐞-𝐄𝐧𝐭𝐫𝐲 𝐀𝐩𝐩𝐫𝐨𝐚𝐜𝐡 (SEnA) once again proved to be an effective and efficient mechanism in resolving labor disputes through the successful mediation and conciliation facilitated by 𝐏𝐚𝐛𝐥𝐢𝐭𝐨 𝐏. 𝐋𝐮𝐬𝐚𝐧𝐭𝐚, 𝐋𝐄𝐎 𝐈 / 𝐒𝐢𝐧𝐠𝐥𝐞 𝐄𝐧𝐭𝐫𝐲 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 𝐃𝐞𝐬𝐤 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 (SEADO) of the Department of Labor and Employment - Masbate Provincial Office.

Mr. Facundo (not his real name), a former employee of a local private school, sought the assistance of DOLE after enduring months of uncertainty over his unpaid salaries. Following his resignation, his employer failed to release his salaries covering nine (9) months despite his repeated follow-ups and requests. For several months, Mr. Facundo patiently communicated with his employer and made numerous follow-ups, hoping that his long-overdue wages would finally be released. However, despite his persistent efforts, no payment was made.

Having exhausted all possible means to settle the matter directly with his employer, Mr. Facundo decided to seek the assistance of the Department of Labor and Employment through its Single Entry Approach (SENA), believing that the agency could help facilitate an amicable resolution. During the scheduled SENA conferences, the SEADO patiently explained the rights and obligations of both parties under existing labor laws and guided them through the conciliation process. Through effective mediation, open communication was established, enabling the parties to arrive at a mutually acceptable settlement without resorting to lengthy and costly litigation.

As a result of the successful conciliation, the employer voluntarily paid Mr. Facundo a total of ₱𝟏𝟗𝟎,𝟎𝟎𝟎.𝟎𝟎 in cash, representing:

₱180,000.00 for his unpaid salaries covering nine (9) months; and
₱10,000.00 for his proportionate 13th Month Pay.

The successful settlement not only restored Mr. Facundo's long-overdue earnings but also reaffirmed DOLE's commitment to protecting workers' rights through speedy, fair, and accessible dispute resolution.

Overwhelmed with gratitude after finally receiving the money he had waited for over several months, Mr. Facundo expressed his heartfelt appreciation to DOLE:

This successful settlement demonstrates the effectiveness of the Single-Entry Approach (SENA) as the Department of Labor and Employment's flagship conciliation-mediation program. In line with Secretary Francis N. Tolentino's strong commitment to strengthening labor rights protection, it underscores how timely government intervention, combined with the willingness of both parties to engage in constructive dialogue, can lead to the prompt and amicable resolution of labor disputes while preserving harmonious labor-management relations. More importantly, it reaffirms DOLE's unwavering commitment to protecting workers' rights and ensuring that every employee receives the wages and benefits lawfully due to them. DOLE assures the public of its continued proactive implementation of labor laws and programs to safeguard workers' rights, promote industrial peace, and foster fair and harmonious workplaces.

𝐌𝐚𝐬𝐛𝐚𝐭𝐞 𝐂𝐢𝐭𝐲 — In celebration of the World Day Against Child Labor, the Department of Labor and Employment, through a partnership with the City Government of Masbate, successfully gathered child laborers, parents, stakeholders, and partner agencies in a collective effort to strengthen child protection and promote the welfare of children in the community.

The activity served as a platform to raise awareness on child labor prevention and the various interventions available to vulnerable children and their families. Participants gained valuable insights from 𝐉𝐮𝐝𝐲 𝐀𝐧𝐧 𝐏. 𝐅𝐥𝐨𝐫𝐞𝐬 𝐚𝐧𝐝 𝐏𝐚𝐛𝐥𝐢𝐭𝐨 𝐏. 𝐋𝐮𝐬𝐚𝐧𝐭𝐚 on DOLE’s programs and services, including child labor prevention initiatives, family livelihood assistance, advocacy campaigns, referral mechanisms, and support services designed to keep children in school and away from hazardous work.

The celebration featured inspiring messages from Mr. Danny A. Funelas, Sangguniang Panlungsod Secretary and representative of the Mayor’s Office, who emphasized the importance of strengthening child protection efforts through collaborative action. Child representative Aaron Aragona likewise delivered a heartfelt message, calling on everyone to ensure that every child enjoys access to education, protection, and a safe childhood. Meanwhile, Atty. Joshua C. Cortes discussed Republic Act No. 9231, underscoring the legal safeguards that protect children from exploitative and hazardous labor. Honeylet M. Dalaguit also presented the SHIELD Program and highlighted its vital role in safeguarding vulnerable children from exploitation and abuse.

A significant highlight of the event was the distribution of assistance packages consisting of school bags, school supplies, and hygiene kits to identified child laborers. The provision of these essential items reaffirmed the community’s commitment to supporting the education, health, and overall well-being of children.

Through activities such as this, DOLE and its partners continue to advocate for a child labor-free Masbate City, where every child is protected, empowered, and provided with opportunities to learn, grow, and achieve their full potential.

𝑳𝒐𝒐𝒌 || Another commendable achievement under the TUPAD Program in the Municipality of San Pascual, Masbate!

This project was implemented through TU-RISMO (TUPAD for the Restoration and Improvement of Sites, Monuments, and Outdoors) sa Bicol, a collaborative initiative of the Department of Labor and Employment and the Local Government Unit of San Pascual.

Through this partnership, the program not only provides temporary employment opportunities to beneficiaries but also contributes to the restoration, improvement, and preservation of community sites, promoting local tourism and community development. Together, we continue to create meaningful opportunities while building a cleaner, safer, and more attractive environment for all.

The Department of Labor and Employment successfully conducted the TUPAD Tuloy Pasada Launching and Orientation for fifty (50) beneficiaries, providing them with information on the program's implementation, responsibilities, and benefits.

The activity was led by 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐇𝐞𝐚𝐝 𝐋𝐲𝐧𝐞𝐭𝐭𝐞 𝐇. 𝐃𝐞𝐥𝐚 𝐅𝐮𝐞𝐧𝐭𝐞 from DOLE and graced by 𝐉𝐨𝐞𝐥 𝐑. 𝐃𝐞𝐟𝐞𝐨, 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 of the Land Transportation Franchising and Regulatory Board RO5, highlighting the agencies' commitment to supporting public utility drivers and operators through emergency employment assistance.

During the orientation, beneficiaries were briefed on the program guidelines, work requirements, and the importance of complying with project policies to ensure the successful implementation of the TUPAD Tuloy Pasada initiative.

The activity marks another step in providing temporary livelihood opportunities and financial relief to workers in the transport sector while strengthening collaboration between DOLE and LTFRB in promoting workers' welfare.

𝑀𝑎𝑠𝑏𝑎𝑡𝑒 𝐶𝑖𝑡𝑦 — In pursuit of continuously safeguarding workers’ rights and maintaining industrial peace, the Department of Labor and Employment Masbate Provincial Office, led by Provincial Head Lynette H. Dela Fuente, conducted a Learning Session on Labor Laws for identified participants under the Single-Entry Approach (SEnA) Program at Freshco Beach Resort, Masbate City, on June 16, 2026.

The activity gathered representatives from establishments that previously underwent the SEnA process, with each establishment sending two participants—an employer representative and a workers’ representative. The learning session served as a platform to enhance participants’ understanding of labor laws and promote compliance in the workplace.

Through this initiative, DOLE Masbate aims to strengthen awareness of labor rights and obligations among employers and employees, foster harmonious labor-management relations, and prevent the occurrence of labor disputes through education and dialogue. The activity underscores the Department’s commitment to promoting fair, lawful, and productive workplaces across the province.
