𝑀𝑎𝑠𝑏𝑎𝑡𝑒 𝐶𝑖𝑡𝑦 — The Department of Labor and Employment (DOLE) spearheaded the conduct of the 𝐇𝐢𝐠𝐡 𝐈𝐦𝐩𝐚𝐜𝐭 𝐚𝐧𝐝 𝐇𝐢𝐠𝐡 𝐕𝐢𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐲 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 (𝐇𝐈𝐇𝐕𝐈𝐌) Program in the maritime and land transport sectors, reaffirming the government's commitment to ensuring safe, compliant, and worker-centered transport services.

The HIHVIM Program serves as a strategic initiative to strengthen compliance among maritime vessel operators and transport stakeholders with existing labor standards, safety regulations, social protection laws, and operational requirements enforced by participating government agencies.

Through comprehensive inspections and on-site monitoring, the initiative seeks to promote accountability, safeguard the welfare of workers and passengers, and ensure that transport operators adhere to the highest standards of safety, security, and public service.

DOLE emphasized that the program reflects the government's unified approach in fostering a culture of compliance and responsible operations within the transport industry. By bringing together key regulatory agencies, the initiative enhances inter-agency coordination, improves regulatory enforcement, and contributes to building a safer, more efficient, and resilient transportation sector.

The implementation of the HIHVIM Program underscores the unwavering commitment of government agencies to protect workers' rights, uphold public safety, and deliver quality services to the people.

𝑃𝑎𝑙𝑎𝑛𝑎𝑠, 𝑀𝑎𝑠𝑏𝑎𝑡𝑒 — In a pioneering effort to address both educational support and temporary employment needs, the 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐋𝐚𝐛𝐨𝐫 𝐚𝐧𝐝 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 (DOLE), in partnership with the 𝐋𝐆𝐔-𝐏𝐚𝐥𝐚𝐧𝐚𝐬 through its 𝐏𝐮𝐛𝐥𝐢𝐜 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 (PESO), successfully launched the first-ever Community Tutors Project under the TUPAD program in the province.

The initiative engaged Senior High School graduates as Community Tutors, providing them with temporary employment while delivering 𝐡𝐨𝐦𝐞-𝐛𝐚𝐬𝐞𝐝 𝐭𝐮𝐭𝐨𝐫𝐢𝐚𝐥 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬 to young learners within their respective communities. Through regular visits and learning sessions conducted in the learners' homes, the tutors helped improve reading, writing, literacy, and numeracy skills, making educational support more accessible and personalized.

Prior to deployment, the tutors underwent training conducted by a Licensed Professional Teacher to equip them with the necessary knowledge and skills for effective home-based tutoring and learner engagement.

As the first tutorial-based TUPAD project in the province, the initiative highlights the program's flexibility in addressing community needs beyond traditional community work activities. By bringing learning directly into the homes of children, the project strengthened both educational outcomes and community involvement while creating meaningful employment opportunities for local youth.

LGU-Palanas and the parents of the tutees expressed their gratitude to DOLE for supporting innovative employment programs that promote education, skills development, and community-based learning.

This project stands as a testament to how government interventions can create meaningful and lasting impacts in communities through service, learning, and home-based educational support.

The partnership aims to strengthen employment facilitation, career guidance, labor market information dissemination, and referral services for DEBESMSCAT students and graduates. Through this linkage, the institution’s Job Placement Office will work closely with DOLE in providing accessible and responsive employment programs and services to its clientele.

A series of job fairs was successfully conducted across the province of Masbate through the collaborative efforts of local government units, the Department of Migrant Workers, and the Department of Labor and Employment, providing employment opportunities to thousands of job seekers in the province.

The first leg of the employment initiative, dubbed the “𝐌𝐞𝐠𝐚 𝐉𝐨𝐛 𝐅𝐚𝐢𝐫 𝟐𝟎𝟐𝟔,” was held on May 15, 2026, at the Magallanes Coliseum in Masbate City. A total of 936 applicants participated in the event, including 563 female applicants.

Data showed that 736 applicants were qualified for available positions. Meanwhile, 121 applicants were tagged as “near hire,” including 72 female applicants. The job fair also recorded 45 hired-on-the-spot applicants.

The second leg of the job fair series was conducted on May 16, 2026, in the municipality of Placer. The event attracted 171 applicants, including 112 women.

Of the total applicants, 154 were found qualified for available jobs. The activity also recorded 90 near-hires, while 23 applicants were hired on the spot. Eight applicants were likewise referred for skills training opportunities.

Combined figures from the two job fair activities showed a total of 𝟏,𝟏𝟎𝟕 𝐚𝐩𝐩𝐥𝐢𝐜𝐚𝐧𝐭𝐬, including 675 female applicants. Overall, 𝟖𝟗𝟎 𝐚𝐩𝐩𝐥𝐢𝐜𝐚𝐧𝐭𝐬 𝐰𝐞𝐫𝐞 𝐪𝐮𝐚𝐥𝐢𝐟𝐢𝐞𝐝 𝐟𝐨𝐫 𝐚𝐯𝐚𝐢𝐥𝐚𝐛𝐥𝐞 𝐩𝐨𝐬𝐢𝐭𝐢𝐨𝐧𝐬. A total of 𝟐𝟏𝟏 𝐚𝐩𝐩𝐥𝐢𝐜𝐚𝐧𝐭𝐬 𝐰𝐞𝐫𝐞 𝐜𝐥𝐚𝐬𝐬𝐢𝐟𝐢𝐞𝐝 𝐚𝐬 𝐧𝐞𝐚𝐫 𝐡𝐢𝐫𝐞𝐬, while 𝟔𝟖 𝐚𝐩𝐩𝐥𝐢𝐜𝐚𝐧𝐭𝐬 𝐰𝐞𝐫𝐞 𝐇𝐢𝐫𝐞𝐝 𝐎𝐧 𝐓𝐡𝐞 𝐒𝐩𝐨𝐭.

The Department of Labor and Employment Regional Office V, through its Masbate Provincial Office, conducted a 𝐂𝐚𝐩𝐚𝐜𝐢𝐭𝐲 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲 𝐨𝐧 𝐅𝐫𝐞𝐞𝐝𝐨𝐦 𝐨𝐟 𝐀𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐒𝐭𝐚𝐭𝐞 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐏𝐞𝐫𝐬𝐨𝐧𝐧𝐞𝐥 on April 29, 2026, in Masbate City. The activity gathered 22 participants from the 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐏𝐨𝐥𝐢𝐜𝐞 and 𝐀𝐫𝐦𝐞𝐝 𝐅𝐨𝐫𝐜𝐞𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 to strengthen their understanding of labor rights, freedom of association, and related government programs.

As part of the Labor Day Celebration, the Local Government Unit of Aroroy, with the guidance of the Department of Labor and Employment (DOLE), proudly marks a historic milestone with the conduct of its 1st Job Fair 2026 at the Tico Maristela Sports and Cultural Center, Brgy. Baga Uma, Aroroy, Masbate.

Featuring 11 participating establishments and offering 512 job vacancies, this initiative brings meaningful employment opportunities closer to Aroroynons.

Cataingan, Masbate – Following the persistent rise in electricity, fuel, and basic commodity prices that continue to strain low-income households leading to the incidence of child labor, the Department of Labor and Employment (DOLE) Bicol, through its Masbate Provincial Office, has provided livelihood assistance to 50 parents of child laborers (PCLs) in the municipality of Cataingan, on Friday.

The beneficiaries were awarded with tools and equipment for their income-generating activities such as fishing, carpentry, baking, and other small-scale enterprises amounting to a total of Php 2,144,207.60, implemented under the DOLE Integrated Livelihood Program (DILP) or Kabuhayan Program and in partnership with the Local Government Unit (LGU) Cataingan.

DOLE Bicol Regional Director Imelda F. Gatinao said the initiative targets the root causes of child labor, particularly poverty and the increasing economic pressure on families driven by rising living and energy-related costs.

“Our current economic constraints greatly affects the marginalized, ang bigat nito ay direktang napupunta sa araw-araw na mga bayarin at gastusin ng pamilya. At dito madalas nagsisimula ang kondisyon na nagtutulak sa child labor,” expressed RD Gatinao.

The livelihood assistance is expected to ease financial pressure on beneficiary households by removing the need for capital to purchase equipment, allowing them to instead allocate limited income to recurring expenses such as fuel, electricity, and other basic utilities.

“Ang hamon sa atin ay ang i-shift ang income dependency mula sa trabaho ng bata patungo sa sariling kabuhayan ng magulang. We aim to lift the weight off of our children’s shoulders through providing a livelihood for the parents to sustain the family,” she added.

For 73-year-old beneficiary Nena P. Ursal of barangay Divisoria, the assistance will ease the burden of supporting her eight children and will
significantly help her family.
“500 a day ang kinikita noon… Nagpapasalamat ako dahil na-award na sa akin ang mga gamit. Makatabang na sa akon pamilya. Wala ako nagdahom na maabot kaya dako na pasalamat ko,” Ursal said.

(“I was earning 500 a day before… I am thankful that the equipment has been awarded to me. It will really help my family. I did not expect to receive it, so I am very grateful.”)

𝑀𝑎𝑠𝑏𝑎𝑡𝑒 — 𝐅𝐢𝐟𝐭𝐲 (50) parents of child laborers in the municipality of Cataingan received livelihood assistance from the Department of Labor and Employment Masbate Provincial Office, headed by Provincial Director Lynette H. Dela Fuente.

The initiative was implemented in partnership with the 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭 𝐨𝐟 𝐂𝐚𝐭𝐚𝐢𝐧𝐠𝐚𝐧 and aims to help families transition away from child labor by providing sustainable sources of income. Beneficiaries were given tools and equipment for various livelihood activities, including fishing, carpentry, baking, and other small-scale enterprises. The total value of assistance amounted to 𝐏𝐇𝐏 𝟐,𝟏𝟒𝟒,𝟐𝟎𝟕.𝟔𝟎.

Meanwhile, the DOLE Masbate Provincial Office also extended financial support to the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐒𝐚𝐧 𝐏𝐚𝐬𝐜𝐮𝐚𝐥. A check worth 𝐏𝐇𝐏 𝟐,𝟒𝟖𝟓,𝟕𝟖𝟎.𝟎𝟎 was turned over to the municipal treasurer to fund the implementation of a livelihood project titled “𝑲𝒂𝒓𝒊𝒕𝒐𝒏 𝒏𝒈 𝑷𝒂𝒈-𝒂𝒔𝒂: 𝑵𝒆𝒈𝒐𝒌𝒂𝒓𝒕𝒔 𝑳𝒊𝒗𝒆𝒍𝒊𝒉𝒐𝒐𝒅 𝑨𝒔𝒔𝒊𝒔𝒕𝒂𝒏𝒄𝒆 𝑷𝒓𝒐𝒈𝒓𝒂𝒎.”

The program is expected to benefit 𝟓𝟎 𝐚𝐦𝐛𝐮𝐥𝐚𝐧𝐭 𝐯𝐞𝐧𝐝𝐨𝐫𝐬 in San Pascual through the provision of tools and equipment that will help improve their businesses and overall economic stability.

The Department of Labor and Employment Masbate Provincial Office successfully conducted a Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers orientation and distribution of personal protective equipment (PPE) on April 22, 2026 at the Barangay Bantigue Covered Court and City Hall Compound.

The activity was facilitated by TUPAD coordinators Shierlyn E. Capellan, John Anthony Coyuca, Decelle Refil, Fortunato Cristobal, and Jess Gebilaguin, together with Enjay R. Hermocilla, LGU Masbate City Coordinator.

A total of 𝟐𝟎𝟎 𝐛𝐞𝐧𝐞𝐟𝐢𝐜𝐢𝐚𝐫𝐢𝐞𝐬 attended the orientation and received PPE kits, TUPAD flyers, and assistance in completing documentary requirements. These included the acknowledgment receipt of PPE, contract of service, attendance sheets, and issuance of TUPAD identification cards. The total project allocation amounted to 𝐏𝐇𝐏 𝟏,𝟗𝟐𝟎,𝟎𝟎𝟎.

The TUPAD program aims to provide temporary employment to disadvantaged workers, allowing them to earn income and support their families. Under the program, beneficiaries will be engaged in 20 days of work focused on mangrove planting, coastal clean-up, and beautification of tourism sites across Masbate City, as proposed by the partner LGU.

Officials emphasized that the initiative not only provides immediate financial relief but also promotes environmental protection and community development within the city.
