The DILG Masbate Provincial Operations Office through the Local Government Capability Development Section (LGCDS) conducted a documentation of the Bahaginan Best Practice at the City Government of Masbate, particularly highlighting the innovative practices of the Sangguniang Panlungsod.

Bahaginan is a program of the Department of the Interior and Local Government (DILG) and the Local Government Academy (LGA) that aims to document, recognize, and share exemplary practices of Local Government Units that demonstrate innovation and excellence in governance.

Adding further support to the activity was LGOO VI Atty. Shirly O. Bargo, CLGOO of DILG City of Masbate, who provided valuable guidance and technical assistance to ensure the effective integration of knowledge management strategies and the documentation, sharing, and institutionalization of good practices and innovations in local governance in support of the Bahaginan Program.

This documentation focuses on the Best Practice in Digital Innovation of the Sangguniang Panlungsod, showcasing how digital solutions and technology are being utilized to improve legislative processes, enhance efficiency, promote transparency, and strengthen public service delivery.

Through Bahaginan, best practices and innovative solutions are shared to inspire other LGUs to embrace digital transformation and innovation in local governance.

The DILG Masbate Provincial Operations Office headed by PD Julius Rodel L. Cal-Ortiz, CESO V successfully conducted the 3rd Quarter Provincial Executive Conference (PrexCon) on August 25, 2026, at MCCRF Castle Sutukil, Masbate City.

The quarterly conference served as a platform to discuss important updates, accomplishments, emerging concerns, and priority matters in the implementation of the Department’s programs, projects, and initiatives across the province.

The activity featured the presentation of updates and accomplishments from the different sections, LGMES, LGCDS, PPDMU, and FAS, highlighting the accomplishments and ongoing initiatives.

The conference also included the distribution of NEO IEC materials to the Field Officers, supporting the dissemination of information and strengthening the implementation of the Department’s initiatives at the local level.

An Open Forum was likewise conducted, allowing participants to raise concerns, clarify issues, and share recommendations. Through the PrexCon, the DILG Masbate Provincial Operations Office continues to promote collaboration, accountability, and excellence in public service toward stronger and more responsive local governance in the Province of Masbate.

The DILG Masbate Provincial Operations Office headed by PD Julius Rodel L. Cal-Ortiz, CESO V successfully conducted the 2nd Semester Multi-Stakeholders Advisory Council (MSAC) Meeting on August 25, 2026 at MCCRF Castle Sutukil, Masbate City.

The activity brought together key stakeholders and partner National Government Agencies to strengthen coordination, discuss accomplishments and updates, address emerging concerns, and ensure the continued alignment of programs and initiatives toward responsive, accountable, and effective local governance.

The meeting highlighted the presentation of the 1st Semester Accomplishments for CY 2026, providing stakeholders with an overview of the progress and milestones achieved in the implementation of various programs and initiatives. It also featured the election of MSAC Officers for CY 2026-2027, strengthening the Council's leadership and commitment to collaborative governance.

Meanwhile, MSAC members shared updates, concerns, recommendations, and sectoral inputs, fostering meaningful dialogue and stronger partnerships toward addressing emerging concerns and advancing responsive and effective local governance in the Province of Masbate.

Through meaningful collaboration and shared commitment, the Multi-Stakeholder Advisory Council (MSAC) continues to strengthen partnerships and advance better local governance in the Province of Masbate.

The DILG Masbate Provincial Operations Office headed by PD Julius Rodel L. Cal-Ortiz, CESO V through the Local Government Capability Development Section (LGCDS) successfully conducted the Business Plan Formulation Workshop for CY 2027–2029 and Knowledge Management Audit on August 26, 2026 at MCCRF Castle Sutukil, Masbate City.

The activity was attended by LGOO VII Joel O. Logenio, Cluster 1 Head, LGOO VII Summer Hope C. Bulalaque, Cluster 2 Head, Sub-LGRRC Facility Heads, and technical and administrative personnel of the Provincial Operations Office providing a venue for participants to collaboratively formulate a strategic and responsive Business Plan for 2027–2029, aligning organizational priorities, programs, activities, and interventions with the Department’s goals and the evolving needs of the local government units.

Alongside the business planning workshop, the presentation of Knowledge Management Audit was discussed to the TWG to assess existing knowledge resources, practices, systems, and processes within the organization.

Through this activity, the DILG Masbate Provincial Operations Office reinforces its commitment to strategic planning, organizational learning, knowledge sharing, and continuous improvement, ultimately strengthening the delivery of quality technical assistance and services to LGUs across the Province of Masbate.

The Policy Recommendations for Operation L!STO Disaster Preparedness Protocols: A Focus Group Discussion on Typhoon and Localized Weather Disturbances was successfully conducted on August 10–12, 2026 at MBC Hotel, Sorsogon City.

The three-day Focus Group Discussion brought together key stakeholders from various sectors, including MDRRMOs, MSWDOs, MLGOOs, National Government Agencies (NGAs), Civil Society Organizations (CSOs), and Punong Barangays from different parts of the Bicol Region.

The activity served as a platform for sharing experiences, identifying implementation gaps, and generating practical policy recommendations to further strengthen Operation L!STO Disaster Preparedness Manuals, particularly in typhoons and localized weather disturbances.

Representing the DILG Masbate Provincial Operations Office, DRR AFP LGOO II Trecemar V. Danao actively participated in the activity as a documenter, contributing to the documentation of key discussions, insights, and recommendations gathered throughout the FGD. Also present in the activity were the selected participants from LGU Balud and LGU Esperanza.

Through collaborative discussions and shared experiences, stakeholders continue to work toward more responsive, practical, and community-centered disaster preparedness protocols for safer and more resilient communities across the Bicol Region.
