SOCIAL AMELIORATION PROGRAM
Issues to clarify:
1.All Gove rnment Employees, Elected and
Appointed Officials (Regular, Contractual, Job Order) in National, Regional, Provincial, City/Municipal and Barangay are not qualified to become a recipients of Emergency Subsidy
2. CCT beneficiaries (4ps) are automatic recipients of the Program and no need to fill-up SAC Forms.
3. Government Employees who are Solo Parent, Retired Senior Citizens who are pensioners are EXCLUDED in the program
4. If you have household members in the family who are government employees and meron unemployed, still your family is not qualifed.
Remember, the declaration of President Duterte (lahat mabibigyan na mga Pilipino) is contrast to the implementation of the Program because of SPECIFIC TARGET only per Region.
POSSIBLE QUALIFIED:
1 poor families with NO income, family members are unemployed, Senior citizen is indigent, PWD indigent, Solo Parent is Indigent, famers,
2. Fishermen na indigents (walang malalaking boat at umaasa ang kinakain nila sa tuwing pupunta sa laot. Bawal dito Yung fishermen na may negosyo na isdaan Po, assess their daily and monthly income sa pangingisda (see the potential beneficiaries data from Officer of Farm and Aquatic Resources ng Agriculture Office)
3. Farmers na indigent, Yung walang mga lupain, palayan at ang income nila ay Yung pang-araw-araw na bayad sa kanila sa pagtatanim ( Suggestion dito, Yung data base ng City and Municipal Agriculture Office), Yung minsan naging recipients ng prgrama ng Department of Agriculture.
4. Recipients of Cash for Work ng Project TUPAD of DOLE, (see the data base of DOLE, PESO is counterpart of LGU.
Please assess the potential recipients dahil baka 4ps na rin sila, BAWAL ang DUPLICATION OF SERVICES sa programa. Hindi lahat ng TUPAD workers ay Indigents at limited ang target dito ng Municipality, PROVINCIAL, dito nagkakaroon ng issue dahil palakasan. (Alam ko ito)
Ang counting ng isang recipient for EMERGENCY SUBSIDY ay family household members, hindi Po per tao/individual.
Iwasan natin na ang recipient ay magkaroon ng duplicate of services kasi bawal Po yun.
Kung 4ps ka, wag ka na humingi ng separate subsidy, kung TUPAD recipient ka, wag ka na humigit for another assistance.
Ang pinaka best na gawin, e match lahat ng Data-base ng Agriculture, Social Welfare, DOLE, DILG, DTI, MPDC, barangay officials and other concerned agencies to make sure na walang Duplicate of Services at assessment ng Social Worker to come up and identify Indigents and deserving poor families.
For the beneficiaries, give chance to others na in-need din at deserving sa program, tandaan nyo Po, lahat tayo apektado ng krises, mandato Rin ang gobierno sa ibang mahihirap na tao.
