The Matag-ob Municipal Planning and Development Office (MPDO), in partnership with the Department of Human Settlements and Urban Development (DHSUD) Regional Office VIII, successfully conducted the 𝗕𝗮𝘀𝗶𝗰 𝗚𝗲𝗼𝗴𝗿𝗮𝗽𝗵𝗶𝗰 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗦𝘆𝘀𝘁𝗲𝗺 (𝗚𝗜𝗦) 𝗮𝗻𝗱 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗮𝗻𝗱 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗶𝘀𝗸 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 (𝗖𝗗𝗥𝗔) 𝗣𝗿𝗼𝗰𝗲𝘀𝘀 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 held on August 24–28, 2026, at the MDRRMC Function Hall, Panday Eloy Building, Municipal Government Complex, Matag-ob, Leyte.

The five-day training provided participants with essential knowledge and practical skills in the application of Geographic Information System (GIS) and the Climate and Disaster Risk Assessment (CDRA) process—important tools in strengthening evidence-based and risk-informed local development planning.

ALAM N’YO BA? | Maraming lokal na pamahalaan na ang mayroong Local Economic Development and Investment Promotions Officers (LEDIPOs)

Ang Local Economic Development and Investment Promotions Officers (LEDIPOs) ay kawani ng lokal na pamahalaan na may tungkulin na mangasiwa at magpadali sa paghahanda, koordinasyon, at pagpapatupad ng mga patakaran, programa, proyekto, at gawain para sa lokal na pagpapaunlad ng ekonomiya at pagsusulong ng pamumuhunan ng pamahalaang panlalawigan, panlungsod, o pambayan.

Tungkulin rin ng isang LEDIPO na:

✅ Isulong ang mga lokal na pagsisikap upang makahikayat ng mga mamumuhunan

✅ Suportahan ang mga lokal na negosyo

✅ Lumikha ng mga trabaho

✅ Mapalawak ang mga oportunidad sa kanilang lokal na ekonomiya

Sa kasalukuyan, 57 na probinsya 110 na lungsod, at 1,274 na munisipalidad na ang mayroong LEDIPOs, habang, 688 LGUs na ang nagkapagtatag ng kanilang Local Economic Development and Investment Promotion (LEDIP) Offices.

Patuloy na pinapalakas ng DILG ang mga mekanismo ng Local Economic Development and Investment Promotion (LEDIP) upang magbigay-daan sa mga LGU na magkaroon ng mas aktibong papel sa pagpapasigla ng ekonomiya sa pamamagitan ng paglikha ng mga kondisyong humihikayat sa mga negosyo na mamuhunan, lumawak, at makalikha ng mga trabaho sa lokal na antas.

The training is being conducted in support of the ongoing formulation of the Municipality’s Comprehensive Land Use Plan (CLUP). It aims to strengthen the technical capabilities of the Municipal Technical Working Group in the use of GIS applications and in carrying out the CDRA process, which are vital tools for understanding spatial information, identifying climate and disaster risks, and integrating these considerations into local land use planning.

Through this capacity-building initiative, the Municipality aims to further equip its technical personnel with the knowledge and skills needed to generate, analyze, and utilize reliable spatial and risk information. Ultimately, the training will contribute to evidence-based land use planning and disaster risk-informed development, paving the way for a safer, more sustainable, climate-resilient, and well-planned Matag-ob.

The Municipal Planning and Development Office (MPDO), in collaboration with the Liga ng mga Barangay sa Pilipinas - Matag-ob Chapter and DILG Matag-ob, concluded the three-day Barangay Development Plan (BDP) Updating Workshop Utilizing Data from the Community-Based Monitoring System (CBMS) and Registry of Barangay Inhabitants and Migrants (RBIM).

𝗗𝗮𝘆 𝟯 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀

The third day focused on the refinement and finalization of the workshop outputs, particularly the presentation of the Barangay Development Investment Programs (BDIPs) prepared by the participating barangays.

Each barangay presented its respective BDIP, laying out the priority Programs, Projects, and Activities (PPAs) to be implemented over the next four years, together with their corresponding budgetary requirements and identified funding sources. The presentations reflected the results of the BDP planning process, from the identification of problems and concerns, formulation of appropriate solutions, and prioritization of PPAs that will directly respond to the needs of their communities.

Through the presentations and collaborative discussions, the participants further refined their proposed investments and ensured that the identified PPAs were realistic, responsive, and aligned with the development priorities of their respective barangays.

The closing part of the workshop was graced by Honorable Municipal Mayor Bernandino G. Tacoy, who emphasized the importance of preparing development plans that are grounded in the actual situations and challenges experienced at the grassroots level.

He likewise highlighted the value of utilizing reliable and relevant data, particularly from the CBMS and RBIM, in understanding the real picture on the ground and in making informed decisions that will guide local development interventions.

The three-day workshop served as a meaningful avenue for the barangays of Matag-ob to transform data and identified community concerns into concrete development priorities and investment programs. From understanding the problems, identifying solutions, prioritizing PPAs, and determining the resources needed for implementation, the barangays continue to strengthen their commitment toward responsive, data-driven, and sustainable local development.

The second day focused on the identification and prioritization of Programs, Projects, and Activities (PPAs) that will directly respond to the issues, concerns, and opportunities identified during the Problem-Solution Matrix Workshop on Day 1.

Through collaborative discussions and participatory planning, the participants carefully assessed the identified development concerns of their respective barangays and determined appropriate PPAs that can address these needs and contribute to the achievement of their barangay development goals.

The participants also prepared their respective Barangay Development Investment Programs (BDIPs), outlining the priority PPAs to be implemented over the next four years. The BDIP serves as an important tool in translating identified development priorities into concrete and actionable interventions, while providing a clear direction for investment programming at the barangay level.

This activity highlights the commitment of the barangays of Matag-ob to ensure that their development plans are not only data-driven, but also responsive, realistic, and focused on addressing the actual needs of their communities.

From identifying the challenges to planning concrete solutions, the barangays of Matag-ob continue to work together toward more responsive and sustainable local development.

The Municipal Planning and Development Office (MPDO) in collaboration with the Liga ng mga Barangay sa Pilipinas - Matag-ob Chapter and DILG Matag-ob officially kicked off the three-day Barangay Development Plan (BDP) Updating Workshop Utilizing Data from the Community-Based Monitoring System (CBMS) and Registry of Barangay Inhabitants and Migrants (RBIM).

The activity brings together Punong Barangays, selected Barangay Kagawad, Barangay Secretaries, and Barangay Treasurers from the 21 barangays of Matag-ob to strengthen evidence-based, participatory, and responsive local development planning.

𝗗𝗮𝘆 𝟭 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀

The first day focused on strengthening the participants’ understanding of the Barangay Development Plan as a vital roadmap for local development, while emphasizing the importance of using reliable and updated data in identifying the priority needs and concerns of their respective communities.

Participants were also oriented on the utilization of CBMS and RBIM data as essential tools in profiling communities, identifying vulnerable sectors, determining development priorities, and formulating appropriate programs, projects, and activities (PPAs).

Through this workshop, the MPDO aims to support the barangays in developing updated, data-driven, and responsive BDPs that are aligned with municipal and national development priorities and ultimately contribute to inclusive, sustainable, and people-centered local governance.

The 3rd Quarter Municipal Project Monitoring Committee (MPMC) Meeting was held on August 18, 2026 at the LnB Hall, New Legislative Building, Municipal Government Complex, Matag-ob, Leyte.

The meeting focused on the status of infrastructure projects being monitored by the Committee, ensuring that projects are implemented properly, efficiently, and in accordance with prescribed quality standards and specifications.

The Committee also discussed the publication and submission of MPMC monitoring reports to appropriate platforms and concerned agencies, allowing the reports to serve as a valuable reference in strengthening transparency, accountability, and project implementation.

To further enhance its monitoring efforts, the MPMC also scheduled another project inspection in September and a capability-building session aimed at strengthening the knowledge and skills of MPMC members and the Secretariat.

Through continuous monitoring, reporting, and collaboration, the MPMC remains committed to ensuring that government projects deliver their intended benefits to the people of Matag-ob. 🤝🇵🇭

📊🏘️ 𝐅𝐑𝐎𝐌 𝐃𝐀𝐓𝐀 𝐓𝐎 𝐃𝐄𝐕𝐄𝐋𝐎𝐏𝐌𝐄𝐍𝐓: 𝐌𝐀𝐓𝐀𝐆-𝐎𝐁 𝐁𝐀𝐑𝐀𝐍𝐆𝐀𝐘𝐒 𝐔𝐏𝐃𝐀𝐓𝐄 𝐃𝐄𝐕𝐄𝐋𝐎𝐏𝐌𝐄𝐍𝐓 𝐏𝐋𝐀𝐍𝐒

The Municipal Planning and Development Office (MPDO) of Matag-ob successfully conducted the Barangay Development Plan (BDP) Updating Workshop utilizing data from the Community-Based Monitoring System (CBMS) and the Registry of Barangay Inhabitants and Migrants (RBIM) on August 5–7, 2026, at the Center for Continuing Education, Visayas State University, Visca, Baybay City, Leyte.

The three-day activity brought together 84 barangay officials representing the 21 barangays of the Municipality of Matag-ob for a collaborative and data-driven planning process.

📊 The workshop provided participants with technical guidance and hands-on exercises in analyzing CBMS and RBIM data, reviewing their barangay's current situation, identifying priority development concerns, and formulating responsive Programs, Projects, and Activities (PPAs).

Through lectures, technical discussions, workshops, coaching sessions, and plenary presentations, the participating barangays worked toward preparing updated and evidence-based Barangay Development Plans that are aligned with municipal and national development priorities.

🤝 The activity was conducted by the MPDO in collaboration with the Department of the Interior and Local Government (DILG) Matag-ob and the Liga ng mga Barangay sa Pilipinas – Matag-ob Chapter.

The workshop is part of the continuing efforts of the Municipality of Matag-ob to strengthen barangay planning, promote participatory governance, and ensure that local development decisions are guided by reliable data and the actual needs of our communities.
