The Tarlac Province Association of the Deaf, Inc. (TPAD) is a non-stock, non-profit national Association of Tarlac Deaf Community in Melting Pot of Central Luzon, Philippines. TPAD’s existence was legitimized upon its registration with the Philippines Securities and Exchange Commission (SEC) on June 25, 2012. The Kawanhan ng Rentas Internas (BIR) on July 24, 2012. lfredo N. Coruz II, a Deaf, it was formerly called as the Tarlac Association of the Deaf (TAD) in 2006. He is a teacher in City Social Welfare & Development Office. He teach 15 isolated deaf in Filipino Sign Language (Basic Level), until today he managed TPAD, now on its seven years (2006 – 2012), we managed to help some Deaf adult to enter in SPED Regular school after they gaining knowledge in Filipino Sign Language. TPAD is a ordinary member of the Philippine Federation of the Deaf and always activily participate in many Person with Disabilities related activities. TPAD’s activities include close monitoring with government/non-government agencies on the implementation of their basic rights and equalization of opportunities especially on employment to ensure that they are given just and equitable treatment.

The Provincial Government of Tarlac joined the nation in celebrating the 48th National Disability Rights Week Proclamation No. 597 s. 2024: "Rights First, Legislation Forward" - Strategic Action for Equal Participant ad Inclusive Development.

On July 23, 2026, the Tarlac Province Association of the Deaf Inc. (TPAD) proudly took our Oath Taking of Office at Bulwagang Kanlahi, Diwa ng Tarlac as part of the 48th National Disability Rights Week 2026.

Our heartfelt gratitude to Hon. Emilio “Mico” Yap Macasaet administered our Oath - Taking and showing true leadership for Tarlac Persons with Disabilities Affairs between Tarlac Province Association of the Deaf Inc. (TPAD), Tarlac Provincial Federation of Persons with Disability (TPFPWD), and Tarlac Strong Minds United Association, Inc. (TSMUAI) together.

After the TPAD 20th Anniversary Celebration, we checked all registration forms and resort documents to complete the event requirements.

We also enjoyed delicious goto and drinking water together while sharing happy moments after the successful celebration.
