A Better Learning Space for the Children of Barangay Mahanud.

The Municipality of Matuguinao, in partnership with the Department of Social Welfare and Development (DSWD) through the KALAHI-CIDSS National Community-Driven Development Program (KC-NCDDP PMNP – Unutilized Fund), formally turned over the Improvement of the Day Care Center in Barangay Mahanud.

The activity was attended by the Local Government Unit of Matuguinao headed by Municipal Mayor Hon. Aran Dela Cruz Boller, together with the KC-NCDDP Area Coordinator, Barangay Officials, community volunteers, partner stakeholders, and residents of Barangay Mahanud.

This project is a meaningful contribution to the community, providing children with a safer, cleaner, and more comfortable place to learn and grow. A better learning environment helps encourage young learners and supports their early development.

Through the continued partnership between the government and the community, this improvement will continue to benefit the children and families of Barangay Mahanud for years to come.

In today’s fast-paced world, where many families face different challenges, programs like this serve as a timely reminder that strong relationships begin at home—with open communication, mutual respect, and the simple act of making time for one another.

June 29, 2026 | Celebrating Life, Service, and Milestones

Every birthday is a reminder that every life is a blessing and every milestone deserves to be celebrated.

The Municipality of Matuguinao gathered to honor our May and June celebrants—Senior Citizens, Punong Barangays, and LGU employees—in a meaningful celebration filled with gratitude, fellowship, and joy.

The occasion was graced by Municipal Mayor Hon. Aran Dela Cruz Boller, Municipal Social Welfare and Development Officer (MSWDO) Ma’am Arlyn Alegria, and the members of the Sangguniang Bayan led by Municipal Vice Mayor Hon. Cleofe Belonio, whose presence reflected the local government’s appreciation for every celebrant.

More than a birthday gathering, the program was a heartfelt expression of gratitude—making each celebrant feel remembered, valued, and appreciated for the lives they have touched and the service they continue to give to the community.

61st Charter Anniversary of the Municipality of Matuguinao 🎉

The Municipality of Matuguinao proudly celebrates its 61st Charter Anniversary, a testament to the resilience, unity, and determination of its people through the years. The celebration was highlighted by the 7th State of the Municipality Address (SOMA) of Hon. Aran Dela Cruz Boller, Municipal Mayor, who presented the accomplishments of the local government and its continuing commitment to good governance and public service.

In his address, Mayor Boller highlighted the various programs, projects, and initiatives that have contributed to the municipality’s development. From improvements in infrastructure and public services to advancements in tourism, peace and order, and community development, Matuguinao has continued to move forward and create better opportunities for its people. He emphasized that while much has already been achieved, the local government remains committed to sustaining these gains and pursuing more programs and projects that will further improve the lives of every Matuguinaonon.

Hon. Edward Clemens Acosta, Sangguniang Panlalawigan Member, representing Hon. Stephen James T. Tan, Congressman of the First District of Samar, and Hon. Arnold L. Tan, Vice Governor of Samar, recognized the remarkable transformation of Matuguinao over the years. He noted the municipality’s improved peace and order situation, ongoing development projects, and the growing confidence of residents and visitors who now see Matuguinao as a safe and progressive community.

Hon. Dawn Marie D. Acosta, Sangguniang Panlalawigan Member and Chairperson on Culture, likewise commended the municipality for its significant progress, particularly in tourism and cultural development. She highlighted how these efforts have helped promote Matuguinao and showcase its unique identity, making it more widely known and appreciated throughout the province.

Indeed, the progress and developments being enjoyed by Matuguinao today are the result of collective efforts and strong partnerships. These achievements would not have been possible without the unwavering support of Provincial Governor Sharee Ann T. Tan, Congressman Stephen James T. Tan, Vice Governor Arnold L. Tan, members of the Provincial Government of Samar, national government agencies, and other partners who have continuously extended assistance to the municipality. Likewise, recognition is due to the officials and employees of the Local Government Unit of Matuguinao, barangay officials, community leaders, and every Matuguinaonon whose cooperation, dedication, and active participation have contributed to the growth and success of the municipality.

As we celebrate this milestone, we also recognize that the journey towards development continues. With unity, commitment, and shared aspirations, Matuguinao remains steadfast in its pursuit of greater progress and a brighter future for all.

The Local Government Unit of Matuguinao, Samar successfully conducted the RCSP Serbisyo Caravan on June 16, 2026 at the Municipal Cultural Center under the leadership of Municipal Mayor Hon. Aran Dela Cruz Boller, in partnership with various national government agencies, local offices, and stakeholder organizations.

The initiative aimed to bring government services closer to the people by ensuring accessible, efficient, and convenient delivery of essential public services at the community level.

A wide range of services was delivered by participating offices and agencies. The Municipal Civil Registrar (MCR) provided civil registry services, while the Municipal Health Office (MHO) extended medical consultations, immunization services, and other essential health interventions. The Municipal Social Welfare and Development Office (MSWDO) offered social welfare assistance to qualified beneficiaries, and the Municipal Agriculture Office (MAO) delivered agricultural support services to local farmers. The Public Employment Service Office (PESO) provided employment information and assistance, while the Human Resource Management Office (HRMO) disseminated information on civil service examinations and employment opportunities in government service.

The Social Security System (SSS), through its SSS On Wheels program, rendered services including registration and membership updates, inquiries and verification, as well as online assistance such as PRN generation and processing of benefit and loan applications.

Partner agencies likewise extended their services to the public. SAMELCO I provided registration and payment assistance, the Department of Trade and Industry (DTI) offered livelihood and enterprise development support, and the Public Attorney’s Office (PAO) conducted free legal consultation services for constituents in need of legal assistance.

Security, safety, and operational support were ensured through the Incident Management Team (IMT), in coordination with the Philippine National Police (PNP) – Matuguinao Police Station, 33rd Special Action Company (SAC), Bureau of Fire Protection (BFP) – Matuguinao Fire Station, Municipal Local Government Operations Officer (MLGOO), and the Liga ng mga Barangay. The PNP and AFP units likewise provided security assistance and supported the conduct of Operation Tuli, free haircut services, and recruitment activities, ensuring the orderly and successful implementation of the program. In addition, JCI Matuguinao-Makarato distributed school supplies to children, further strengthening the community outreach component of the activity.

Following the Serbisyo Caravan, a turnover ceremony was held for the improvement of the Day Care Center in Barangay Maduroto, graced by DSWD Regional Director Grace Q. Subong. Her presence was a distinct honor for the municipality and served as a strong affirmation of support for local government initiatives. In her message, she emphasized the importance of unity, active community participation, and sustained collaboration among stakeholders in delivering meaningful and inclusive public service.

The LGU of Matuguinao extends its sincere appreciation to all participating agencies, partners, volunteers, and community members whose continued support made the successful conduct of the activity possible.

Public service remains steadfast in its commitment to deliver responsive, inclusive, and accessible services—consistently reaching communities beyond offices and institutions, and ensuring that government programs are felt where they are most needed.

IKA-128 ANIBERSARYO NG ARAW NG KALAYAAN NG PILIPINAS

Buong pagmamalaking ginunita ng Bayan ng Matuguinao ang Ika-128 Anibersaryo ng Araw ng Kalayaan ng Pilipinas ngayong Hunyo 12, 2026 sa Municipal Cultural Center.

Nagsimula ang pagdiriwang sa isang makulay na parada na nilahukan ng Matuguinao Municipal Police Station ng Philippine National Police (PNP), 33rd Special Action Company ng Philippine National Police–Special Action Force (PNP-SAF), 43rd Infantry Battalion ng Philippine Army, Bureau of Fire Protection (BFP)–Matuguinao Fire Station, mga opisyal at kawani ng Lokal na Pamahalaan ng Matuguinao sa pangunguna ni Punong Bayan Hon. Aran dela Cruz Boller at mga kasapi ng Sangguniang Bayan sa pamumuno ni Pangalawang Punong Bayan Hon. Cleofe C. Belonio, mga kawani ng Kagawaran ng Edukasyon (DepEd), mga mag-aaral, mga Punong Barangay, Matuguinao Federation of Senior Citizens Association, Child Development Workers, at mga kinatawan ng iba't ibang Civil Society Organizations.

Kasunod nito ay isinagawa ang Pagtataas ng Watawat bilang pagpapakita ng paggalang at katapatan sa Republika ng Pilipinas. Sinundan ito ng Panunumpa ng Katapatan sa Watawat ng Pilipinas at Pagpupugay sa Watawat bilang pagpapatibay ng ating pagmamahal at pagkilala sa ating pambansang pagkakakilanlan.

Bilang paggunita sa kabayanihan ng ating mga ninuno, pinangunahan ni Mayor Hon. Aran dela Cruz Boller ang pag-aalay ng bulaklak sa ating mga Bayani bilang tanda ng taos-pusong pag-alala, pasasalamat, at pagkilala sa kanilang sakripisyong nagbigay-daan upang makamit ang kalayaang tinatamasa natin sa kasalukuyan.

Nagkaroon din ng sama-samang pag-awit ng “Ang Bayan Ko’y Tanging Ikaw” na nagpaalala ng ating pagmamahal sa bayan, pagkakaisa, at patuloy na paninindigan para sa kalayaan.

Sa pagbubukas ng programa, naghatid ng kanyang pambungad na mensahe si Pangalawang Punong Bayan Hon. Cleofe C. Belonio, na nagbigay-diin sa kahalagahan ng pag-alala sa kasaysayan at pagpapatuloy ng diwa ng pagiging makabayan sa kasalukuyang henerasyon. Nagbigay rin ng natatanging pagtatanghal ang BIDLISIW Chorale na nagdagdag ng kulay at inspirasyon sa pagdiriwang.

Sa kanyang mensahe, binigyang-diin ni Mayor Hon. Aran dela Cruz Boller ang kahalagahan ng pagkakaisa, pagmamahal sa bayan, at sama-samang pagkilos tungo sa patuloy na pag-unlad ng Matuguinao. Kanyang binanggit na kamakailan lamang ay matagumpay na naideklara ang Bayan ng Matuguinao bilang may Matatag na Kalagayang Pangkapayapaan at Panseguridad o Stable Internal Peace and Security (SIPS). Ayon sa kanya, hindi dapat magtapos sa deklarasyong ito ang ating hangarin para sa kalayaan. Ang tunay na diwa ng kalayaan ay maisasabuhay at mapananatili lamang kung magpapatuloy ang pagkakaisa, pagkakaunawaan, at sama-samang pagkilos para sa kapayapaan at kaunlaran ng bayan.

Sa pagtatapos ng programa, naghatid ng pangwakas na mensahe si Sangguniang Bayan Member Hon. Valentin B. Morillo, na nagpaalala sa lahat na ang kalayaan ay dapat pangalagaan at isabuhay sa araw-araw sa pamamagitan ng malasakit, disiplina, at pagmamahal sa kapwa at bayan.

Ang pagdiriwang na ito ay nagsilbing paalala na ang kalayaang ating tinatamasa ngayon ay bunga ng sakripisyo ng ating mga bayani. Nawa’y patuloy natin itong pahalagahan at gamitin bilang inspirasyon sa patuloy na pagpapatatag ng isang mapayapa, maunlad, at nagkakaisang Bayan ng Matuguinao.

📍 STABLE INTERNAL PEACE AND SECURITY (SIPS) DECLARATION OF THE MUNICIPALITY OF MATUGUINAO, SAMAR

The Municipality of Matuguinao achieved a significant milestone with the successful conduct of the Stable Internal Peace and Security (SIPS) Declaration Ceremony on June 8, 2026, at the Municipal Cultural Center, Matuguinao, Samar.

The declaration marks the municipality’s remarkable progress in attaining and sustaining peace, security, and stability. It serves as a recognition of the collective efforts of government agencies, security forces, local leaders, and the community in creating an environment where development can flourish and public services can be delivered more effectively.

Leading the event were Hon. Aran Dela Cruz Boller, Municipal Mayor of Matuguinao, and Hon. Cleofe C. Belonio, Municipal Vice Mayor, together with the Members of the Sangguniang Bayan. Also present were representatives from the Department of the Interior and Local Government (DILG), Samar Police Provincial Office, Joint Task Force STORM, 8th Infantry Division, 803rd Infantry Brigade, 43rd Infantry Battalion, Philippine National Police Special Action Force, Matuguinao Municipal Police Station, Bureau of Fire Protection, the Office of Congressman Stephen James T. Tan, Municipal Department Heads, Punong Barangays, LGU employees, various organizations, and other stakeholders.

One of the highlights of the ceremony was the signing of the Memorandum of Understanding (MOU) and the Wall of Commitment, symbolizing the unity and shared responsibility of all sectors in maintaining peace, security, and development in the municipality.

The SIPS Declaration stands as a testament to the remarkable transformation of Matuguinao. From years of facing peace and security challenges, the municipality has steadily emerged as a community where peace prevails, development continues to flourish, and opportunities for its people continue to grow. This achievement reflects the dedication, cooperation, and commitment of all sectors that have contributed to making Matuguinao a safer, stronger, and more stable municipality.
