On the Observance of National Teachers' Day and the Status of Classes on October 5, 2026
3 October 2026 | Pio V. Corpus, Masbate
As Mayor of Pio V. Corpus, I join the nation in celebrating National Teachers' Day and in recognizing the dedication, hard work, and commitment of our teachers, school heads, and non-teaching personnel.
Our educators play a vital role in shaping the next generation of Pio V. Corpus. For this, I extend my sincere gratitude and appreciation.
In the past few days, I have received inquiries regarding the possibility of suspending classes on Monday, October 5, 2026, in observance of National Teachers' Day. After consultation with the Department of Education (DepEd) and a review of the relevant laws and policies, I have decided not to issue an Executive Order suspending classes on that day.
I would like to explain the basis for this decision.
First, the management of public schools falls under the Department of Education.
While local government units support education through various programs and initiatives, matters relating to class schedules, school operations, and the conduct of classes remain under the authority of DepEd.
Second, National Teachers' Day is not a non-working holiday.
Republic Act No. 10743 designates October 5 as National Teachers' Day and a special working holiday. The law encourages its observance throughout the country but does not provide for the automatic suspension of classes.
Under Philippine law, local government units do not have the authority to declare holidays. Holidays may be established by law enacted by Congress or declared by the President of the Philippines through a proclamation, as provided by law. Therefore, the Municipality cannot declare October 5 a holiday or a non-working day.
Third, current DepEd policies do not include National Teachers' Day among the grounds for class suspension.
Existing DepEd guidelines on class suspensions apply to situations involving weather disturbances, disasters, emergencies, and other circumstances that may affect the safety and welfare of learners and school personnel. National Teachers' Day is not among the grounds provided under these policies.
Finally, this matter was discussed with DepEd officials.
I consulted District Supervisor Imelda Infornon Alvarez and Schools Division Superintendent Joel Caolboy regarding the request to suspend classes. Based on their guidance, there is no legal basis for the Municipal Mayor to suspend classes solely for the observance of National Teachers' Day.
I understand that some local government units may have taken a different approach. I respect their decisions and recognize that each locality has its own circumstances and considerations. However, it would not be proper for me to comment on decisions made by other municipalities or the bases upon which those decisions were made.
Here in Pio V. Corpus, we have always believed that decisions affecting our constituents should be guided by law, proper consultation, and sound advice from the agencies concerned. Before making decisions that may affect our people, we make it a point to consult the appropriate government agencies and, when necessary, seek legal guidance. This has long been our practice and will continue to guide the way we serve the public.
While classes will proceed as scheduled, we remain committed to supporting our schools and our educators. We join the entire nation in honoring our teachers and recognizing their invaluable contribution to the education of our children and the future of Pio V. Corpus.
To all our teachers, school heads, and non-teaching personnel, thank you for your dedication, patience, and service. Your work continues to inspire, guide, and shape the lives of our learners every day.
Happy National Teachers' Day.
HON. MARK R. ANTONIO
Municipal Mayor
Municipality of Pio V. Corpus
