MONCADA, TARLAC โ Academic and professional excellence among Moncadenians will receive greater recognition following the signing of Municipal Ordinance No. 2026-012, or the โMoncada Board and Bar Exam Topnotchers Recognition and Incentive Ordinance,โ by Mayor Ramon Benito "RB" M. Aquino.
The Ordinance institutionalizes the granting of cash incentives and plaques of recognition to bona fide residents of Moncada who place among the Top 10 in professional licensure examinations administered by the Professional Regulation Commission (PRC) or the Bar Examination administered by the Supreme Court.
Under the measure, qualified board and Bar examination topnotchers shall receive monetary incentives as high as ten thousand pesos, depending on their national examination ranking, in addition to a Plaque of Recognition from the Municipal Government of Moncada.
To qualify, recipients must have been bona fide residents of Moncada for at least three years prior to taking the examination and must present official proof of their examination ranking and residency.
The Ordinance also provides for the recognition of awardees during appropriate municipal events, preferably during the celebration of Moncada's Foundation Anniversary, with the Office of the Mayor leading its implementation in coordination with the Local School Board.
Authored by Coun. Charl Justin E. Quijano and sponsored by Coun. Michael B. Uycoco, Chairperson of the Committee on Education, the Ordinance was unanimously approved by the 12th Sangguniang Bayan on Third and Final Reading during its 38th Regular Session on September 22, 2026, presided over by Vice Mayor Jessie E. Aquino.
The Ordinance will take effect on January 1, 2027, subject to compliance with the required posting and publication procedures, and shall apply prospectively to qualified examination takers and passers.
With the signing of this measure, the Municipal Government of Moncada further strengthens its commitment to recognizing academic and professional excellence, celebrating homegrown talents, and encouraging future generations of Moncadenians to pursue outstanding achievements that bring pride and honor to the municipality.
