It was our privilege to personally present the Sangguniang Bayan's Resolutions of Commendation to two exceptional young Moncadenians whose achievements have brought pride and honor to our municipality.

Congratulations to 𝐉𝐞𝐦-𝐉𝐞𝐧 𝐂𝐫𝐞𝐝𝐨 𝐆𝐚𝐫𝐜𝐢𝐚 for winning the 𝐁𝐫𝐨𝐧𝐳𝐞 𝐌𝐞𝐝𝐚𝐥 in the 4x400m Mixed Relay Open Category at the ICTSI Philippine Athletics Championships 2026, and to 𝐀𝐫𝐢𝐚𝐧𝐧𝐞 𝐍𝐚𝐭𝐞 𝐒𝐚𝐧𝐭𝐨𝐬 for winning the 𝐆𝐨𝐥𝐝 𝐀𝐰𝐚𝐫𝐝 in Pop Solo and being declared Overall Champion at the Young Artist Friendship Festival and Competition Global (YAFF) 2026 in Da Nang, Vietnam.

Your talent, perseverance, and excellence continue to inspire our youth and bring honor to Moncada.

MAYOR RB AQUINO SIGNS "MONCADA PEOPLE'S COUNCIL" ORDINANCE

On July 20, 2026, Mayor Ramon Benito "RB" M. Aquino signed and approved Municipal Ordinance No. 2026-006, officially known as "The People Empowerment Ordinance of Moncada 2026."

Enacted unanimously by the 12th Sangguniang Bayan during its 28th Regular Session on July 14, 2026, under the leadership of Vice Mayor Jessie "Jess" Aquino, the landmark measure was sponsored by Councilor Celeste A. Ayson, Chairperson of the Committee on CSOs, NGOs, and POs.

Personally endorsed and requested by Mayor RB Aquino, the legislation draws inspiration from the participatory governance framework of Naga City, ensuring that the voice of the people remains central to local policy-making, planning, and program ex*****on. The ordinance grants permanent legal personality to the Moncada People’s Council, which has operated for the past five years, establishing it as the official representative umbrella body for all accredited non-governmental and people’s organizations in the municipality.

Under this Ordinance, accredited civil society organizations (CSOs) are allocated up to 25% of the seats on local special bodies, boards, and committees, allowing civic leaders to propose local legislation, attend committee hearings, and directly influence municipal planning.

To support administrative operations, the ordinance creates a permanent CSO Desk directly under the Office of the Municipal Mayor to serve as a central database hub, administrative body, and training coordinator in partnership with national agencies such as the DILG, DA, CDA, SEC, and DOLE.

The measure also institutionalizes the "Annual Moncada CSO Night" every second week of February as an anchor event of the Kamote Festival, featuring a joint State of the Civil Society Address by the Municipal Mayor and the People's Council President alongside awards for outstanding civic initiatives.

To guarantee long-term operational sustainability, the Ordinance also mandates an automatic annual allocation within the budget of the Office of the Municipal Mayor to fund the operations of the People’s Council, the CSO Desk, and the Annual CSO Night.

28TH REGULAR SESSION HIGHLIGHTS

The 12th Sangguniang Bayan of Moncada, led by Vice Mayor Jessie E. Aquino, passed major measures during its 28th Regular Session on Tuesday, July 14, 2026, focusing on participative governance, faster public services, food security and long-term economic development.

One of the key measures was the passage on third and final reading of Municipal Ordinance No. 2026-06, the "People Empowerment Ordinance of Moncada 2026." Sponsored by Councilor Celeste A. Ayson, the ordinance establishes the Moncada People’s Council and a dedicated Civil Society Organization (CSO) Desk, giving local community groups and non-profits an official voice in local policy-making.

To streamline public services, the council approved Resolution No. 2026-63 sponsored by Coun. Lopez, authorizing the implementation of the Philippine Statistics Authority's (PSA) Administrative Petition for Correction Automated System (APCAS). The digital upgrade drastically reduces the waiting time for correcting clerical errors on birth certificates from the usual six (6) months down to just 15 days to a month for simple cases.

Additionally, the body adopted Resolution No. 2026-66, ratifying the Local Development Investment Program (LDIP) for CY 2026-2028. Sponsored by Councilor Dean Michael V. Duque, this term-based development roadmap ensures strategic funding and outsourcing for infrastructure, social services, and economic projects across the municipality.

Lastly, the Sanggunian adopted a Resolution authorizing a tripartite agreement among the LGU, Provincial Government of Tarlac and Tarlac Agricultural University for the project “Tarlac Food Secure 2030.” # # # #
