LGU-Paracelis, Mt. Province Official page of the Municipal Government of Paracelis (Kakarefin Land). In the north, its borders with the city of Tabuk and the town of Tanudan.

Paracelis is a second class municipality in the province of Mountain Province, Philippines. According to the 2010 census, it has a population of 26,476 people.[3] Paracelis' population distribution is 37 percent urban and 63 percent rural. Urban settlement is on the west side of the town, a basin of low-level hilly-to-flat lands surrounded by mountains. Due to hilly terrain, Paracelis has numerous

zigzag roads in most parts, including access roads that connect the municipality to other border towns. On both sides of its zigzag roads, travelers can view the vast cornfield plantations alongside. Paracelis is a border town of Mountain Province where it shares borders with Kalinga, Isabela and Ifugao provinces. In the south, it is bordered by Alfonso Lista. In the north-east, it shares a border with Quezon, in the east with Mallig and Roxas in Isabela. In the west, it borders with Natonin. Barangays[edit]

History[edit]
Paracelis was first settled by the Ga'dang (Gaddang) ethnic group, who were migrants from Cagayan Valley mountain range. They are the ascendants of the present Baliwon tribe living in the periphery of the mountains of Paracelis. Through the years, Paracelis has become the main entry point to the rest of Mountain Province. Founding[edit]
The name Paracelis came into existence as early as the 1900s as part of the territorial barangays of Natonin within the District of Kalao. Paracelis used to be part of Natonin and it became a regular town named Paracales with the enactment of Republic Act 3488 [4] on June 16, 1962. The town was renamed Paracelis on June 18, 1966 [5] under Republic Act 4738. The first appointed mayor was Benito Rafael. The first official site of the civil government was at Nattalongan, now currently within Barangay Bantay. The pre-World War II government was short-lived and administration lasted under three local managements from 1917-1921. There is a historical gap from this decade up to post-World War II. In 1962, the government center at Nattalongan was transferred to Anangka within the Rafael compound. The site was again transferred to a lot in Marat donated by the Gawan family. In 1991, the official of the municipal government transferred the government center to its present site in Poblacion. The government used to occupy a 1-hectare lot that housed all the units. Today, Paracelis has become a melting pot of migrants from different areas, such as the Balangao,Madukayans, Kalinga, and Ifugao tribes including Ilokanos. This migration has been instrumental on the fast rising urbanization of Paracelis in the last two decades. The town's current administration is introducing urbanization plan for the municipality. Economy[edit]
The municipality of Paracelis depends on agriculture as its main engine of growth with vast plantation of corn. The town also produces vegetables, oranges and timber. Trade activities include the commerce of basic consumer goods. The municipal government is planning to pursue real estate development and tourism as its next engines of growth. The town is pursuing tourism since it possesses scenic terrains of hills and slopes ideal for nature lovers and hikers. Its vast low terrains is ideal for real estate development. Potential economic activities of the town in manufacturing is canning and feed mill production due to availability of basic raw material from its vast cornfields. Its location at the crossroad makes Paracelis a future trading hub in the Eastern Cordillera Growth Corridor, a primary growth center of the Cordillera Administrative Region. Transportation[edit]
The only mode of transportation to and from Paracelis are buses and jeepneys plying to Santiago, Baguio City, Tabuk City, Alfonso Lista and Natonin. Going south, it takes approximately 1.5 hours to reach Alfonso Lista and 3 hours to Santiago City from Paracelis. Going north, it takes approximately 2 hours to reach Tabuk City. Going west to Natonin town proper, it takes less than an hour. Currently, there is no road access from the town proper going to Mallig in the east but there is road from its border Barangay Buringal to Mallig. Education[edit]
Tertiary
Despite being mandated to host the College of Agriculture of the Mountain Province State Polytechnic College [6] in the northern Barangay Bacarri, the campus is still unrealized due to funding difficulties from the national government. The Paracelis campus of the Mountain Province State Polytechnic College was made through the conversion of Bacarri Agricultural High School, a rural high school in Barangay Bacarri. The Local Health Board of Paracelis held its 2nd Quarter meeting earlier today, Thursday, June 4, 2026, 2:00 PM at the Office of the Municipal Administrator.

Presided over by Mayor Marcos G. Ayangwa, MD, the LHB tackled PhilHealth and health services concerns and reviewed updates from MHO, DOH, PHO, and Paracelis District Hospital.

During the meeting, members assessed current health programs and strengthened coordination among offices to improve service delivery for the municipality.

The Municipal School Board of Paracelis convened its 6th regular meeting today, June 4, 2026, 8:00 AM at Tamangโ€™s Conference Hall to tackle key updates and concerns affecting basic education in the municipality.

The meeting was presided over by Mayor Marcos G. Ayangwa, MD, who serves as Local School Board Chairperson. During the session, he expressed his full support for all DepEd programs, addressed concerns raised by schools, and highlighted projects that help education in the municipality.

Members of the LSB from DepEd North and South Districts, Parents-Teachers-Community Association PTCA, Sangguniang Kabataan representing the youth sector, PNP, and members from the Municipal Local Government Unit attended the session.

Supervisor Isaac G. Bayangan, DepEd North and Supervisor Arthur S. Tayaan, DepEd South expressed their gratitude to MLGU Paracelis for all the assistance extended to them, such as the funding of the Special Education Fund SEF. They asked the MLGU to further strengthen the partnership between both agencies.

It is remembered that MLGU Paracelis yearly extends help to DepEd through funding the SEF, assistance during athletics including food and uniforms, and support for festivals and contests attended by students, among others.

As the policy-making body for local education under the Local Government Code of 1991, the LSB is tasked to set direction and allocate funds from the Special Education Fund SEF to support school programs, facilities, and learner services.

The MLGU Paracelis reaffirms its commitment to strengthen partnerships with DepEd, parents, and youth leaders to ensure quality and inclusive education for all Paraceliano students.

The Municipal Local Government Unit of Paracelis has taken a major step for environmental protection with the acquisition of a Hydraulic Bailer Machine for the municipalityโ€™s Ecological Solid Waste Management and the Paracelis Engineered Sanitary Landfill (ESLF) in Simmacbot, Anonat, Paracelis.

Procured by MLGU Paracelis through the Municipal Environment and Natural Resources Office under the leadership of Sir Federico Dalayday, MENRO, the equipment was purchased at Php 400,000.00 and is now one of the most critical pieces of machinery supporting the MLGUโ€™s environment and solid waste management program.

A hydraulic bailer machine uses 10-30 tons of hydraulic pressure to compress loose recyclable materials, cardboard, PET bottles, plastics, paper, and aluminum cans, into compact bales.

1. Waste Volume Reduction: Cuts waste volume by up to 80%, extending the lifespan of ESLF cells and reducing land use impact.

2. Pollution Control: Baled waste minimizes wind-blown plastics and litter, keeping the ESLF area and surrounding environment cleaner and safer.

3. Efficient Hauling: Dense bales reduce hauling trips and fuel consumption to DENR-accredited recycling plants in Baguio and Santiago City, lowering carbon emissions.

4. Revenue for Green Programs: Higher prices for baled recyclables generate income for the ESLF/MENRO fund to support operations.

5. RA 9003 & 3Rs Compliance: Strengthens Reduce, Reuse, Recycle efforts and moves Paracelis closer to โ€œzero wasteโ€ barangays.

The machine will be operated by trained ESLF personnel under MENRO supervision. During the turnover of the bailer, the equipment provider conducted training and explained the proper operation and safety standards of the machine to ensure safe and efficient use by MENRO personnel.

โ€œThis hydraulic bailer protects our environment by managing waste better. With this upgrade, the Paracelis Engineered Sanitary Landfill can now serve neighboring municipalities through a Memorandum of Understanding that includes payment for waste processing fees. Itโ€™s a win-win for the environment and for sustainable LGU operations,โ€ Mayor Ayangwa said.

The acquisition marks a historic milestone as Paracelis transitions from manual processing to mechanized, environment-friendly waste management under RA 9003, the Ecological Solid Waste Management Act.

The Monitoring and Evaluation of Local Level Plan Implementation Protocol for Results-Oriented (MELLPI Pro) CY 2026 Assessment is currently ongoing today at the 3rd floor, Paracelis Municipal Hall.

The assessment team from the Provincial Government of Mountain Province, composed of representatives from different offices including the Provincial Nutrition Action Office, Provincial Health Office, and DILG Mountain Province, is evaluating the nutrition program implementation of MLGU Paracelis.

During the opening program, Mayor Marcos G. Ayangwa, MD was represented by Atty. Christian Van Talawec, RN, Municipal Youth Development Officer. Atty. Talawec assured the full support of MLGU Paracelis to the MELLPI Pro assessment and to all nutrition-related programs of the municipality. He emphasized the local governmentโ€™s commitment to work closely with the provincial team and stakeholders to improve nutrition outcomes for Paracelis constituents.

It serves as both an assessment tool and a capacity development platform to help LGUs deliver stronger, evidence-based, and sustainable nutrition services. For CY 2026, NNC targets 80% LGU coverage nationwide.
