The Anti-Noise Crusaders of the Philippines (ANCOP) is a civic advocacy organization dedicated to raising awareness and addressing the harmful effects of noise pollution on public health, productivity, and community well-being. The crusade began with a single family residing in a locality where noise pollution regulations were being ignored. Now, joined by other victims from all over the country,

this campaign gained more support. Therefore, we encourage everyone to share their experiences regarding the detrimental impact of noisy surroundings. Vision: A Noise-Free Community and Strict enforcement of Noise pollution Laws. Mission: Protect the Health of the people, animals, and the environment against the harmful effect of NOISE, and protect our rights to live in a peaceful environment and healthful ecology. To fight for our rights recognized by the Constitution and the Law. To bring attention to the issue of noise pollution in the Philippines and persuade the government to take action. Purpose: ANCOP will engage in disseminating information and raising awareness regarding the detrimental effects of noise pollution and the regulations governing it. ๐Ÿ“ข ADMIN NOTICE: Clarifying Our Mission and Community Guidelines

To all our followers and community members, we want to gently but firmly realign the focus of this page.

This page was created with a single, objective goal: to advocate against noise pollution and promote peaceful, quiet neighborhoods for everyone. We are an Anti-Noise advocacy group. We are NOT an anti-religion, anti-church, or anti-faith group.

Recently, a post regarding a church service at a local multipurpose hall sparked discussions that strayed far from our core mission. We acknowledge that the tone of the initial post, as well as several comments that followed, crossed the line from a legitimate noise complaint into attacks on religious beliefs, financial practices, and personal faith.

Let us be entirely clear: Attacking a group's doctrines, beliefs, or operations simply because they are loud is a red herring (distracting from the actual issue) and poisoning the well (unfairly discrediting a group).

Moving forward, our admin team will hold itself to strict standards of objectivity. While this page remains an open platform where all community feedbackโ€”such as complaints about inconsiderate neighbors or frustration regarding inaction on noise disturbancesโ€”is welcome, we strongly encourage everyone to keep discussions fair and focused by avoiding:

Ad Hominem Attacks: Name-calling or insulting individuals and organizations.

Red Herrings: Bringing up unrelated grievances (e.g., tithing, political affiliations, or doctrines) instead of discussing the noise issue.

Insults & Polemics: Using aggressive, hostile language to demonize any sector of society.

Our only enemy here is the unreasonable noise, not the doctrine.

To our friends in the faith community, please understand that requesting compliance with local noise ordinances is not a persecution of the church. In fact, ensuring that services do not disrupt the neighborhood aligns beautifully with biblical principles regarding order, peace, and civic duty:

On Order and Peace in Gatherings: "But everything should be done in a fitting and orderly way." (1 Corinthians 14:40)

On Respecting Local Laws (including Noise Ordinances): "Let everyone be subject to the governing authorities, for there is no authority except that which God has established." (Romans 13:1)

We ask everyone to keep all future discussions objective, respectful, and strictly focused on solutions to noise pollution. Comments that violate these guidelines will be removed.

Halimbawa: Paulit-ulit ka nang nagreklamo tungkol sa malakas na videoke, motorsiklo, o construction noise sa inyong lugar, pero hindi kumikilos ang barangay o city hall kahit malinaw na may ordinansa laban dito.

- Kung may paglabag sa National Law
Halimbawa: Hindi sinusunod ng LGU o establisyemento ang:
- Clean Air Act (RA 8749) na tumutukoy sa noise as part of pollution control.
- DENR Administrative Orders na nagtatakda ng decibel limits depende sa zoning (residential, commercial, industrial).

Kung kailangan nang iakyat sa mas mataas na awtoridad
Halimbawa: Hindi lang LGU, kundi pati PNP mismo ay ayaw tumulong na patahimikin ang lugar kahit malinaw na public disturbance ang ingay.

A CALL TO OUR LOCAL GOVERNMENT UNITS: NOISE NUISANCE IS NOT ONLY A 10:00 P.M. ISSUE

We respectfully call on our Local Government Units (LGUs), barangays, police authorities, and other government agencies to correctly enforce the laws and regulations governing noise nuisance and noise pollution.

There is no general rule under Philippine national law stating that a person may freely create excessive or disturbing noise during the day simply because it is before 10:00 P.M.

The law does not say that noise becomes a nuisance only after 10:00 P.M.

Under Article 682 of Republic Act No. 386, the Civil Code of the Philippines, every building or piece of land is subject to an easement against nuisance. It expressly prohibits the proprietor or possessor from committing nuisance through noise, jarring, offensive odor, smoke, heat, dust, water, glare, and other causes. There is no 10:00 P.M. limitation written into Article 682.

This is important because a person's right to use his property does not include an unrestricted right to use it in a manner that creates a nuisance or causes unreasonable disturbance to others.

Furthermore, Article 683 provides that, subject to zoning, health, police, and other laws and regulations, establishments may be maintained only provided that the least possible annoyance is caused to the neighborhood.

The Philippine Environment Code (Presidential Decree No. 1152) also recognizes community noise as an environmental concern. Section 5 provides for community noise standards considering location, zoning, and land-use classification, while Section 6 provides for standards governing noise-producing equipment for the protection of public health and welfare. Section 8 places responsibility for the enforcement of noise standards on the appropriate government agencies.

The NPCC Memorandum Circular No. 002, Series of 1980, which amended the Noise Control Regulations, likewise does not establish a simple rule that noise is acceptable before 10:00 P.M. and prohibited only afterward.

Instead, it provides requirements and restrictions on noise emissions and prohibits activities that result in noise exceeding applicable ambient standards or a level that could cause adverse effects on the public. It also expressly provides that an animal or pet under a person's control must not be permitted to cause unnecessary noise.

The national noise standards are also based on land-use classification and time periods. Residential areas are classified as Class A, with different allowable noise levels depending on the applicable period. Thus, the existence of a nighttime standard beginning at 10:00 P.M. does not mean that excessive noise before 10:00 P.M. is automatically lawful.

10:00 P.M. is a nighttime classification not a legal license to disturb people until 9:59 P.M.

Therefore, we respectfully ask our LGUs:

Where is the legal basis for telling residents that they must simply endure excessive or unreasonable noise because it is still before 10:00 P.M.?

If the noise is already excessive, unnecessary, unreasonable, or constitutes a nuisance, government authorities should not simply dismiss the complaint by saying:

ยซโ€œHindi pa naman 10 P.M.โ€ยป

That response oversimplifies the law.

The proper question should be:

Is the noise within the applicable legal standards, or does it constitute an unreasonable disturbance, nuisance, or violation of applicable national or local regulations?

We call upon our LGUs to:

โ€ข Properly receive and document complaints involving excessive or disturbing noise regardless of the time of day;

โ€ข Determine the applicable zoning and land-use classification;

โ€ข Apply the appropriate national noise standards;

โ€ข Consider the character, intensity, duration, frequency, and circumstances of the noise;

โ€ข Determine whether the activity constitutes a nuisance under the Civil Code;

โ€ข Enforce applicable national laws, DENR/EMB regulations, and local ordinances; and

โ€ข Stop using โ€œbefore 10 P.M.โ€ as a blanket excuse for refusing to address legitimate noise complaints.

Noise pollution is not merely a problem that begins when the clock strikes 10:00 P.M.

People have a right to peace, health, safety, and reasonable enjoyment of their homes throughout the day.

We are not asking government to prohibit ordinary sounds of daily life.

We are asking government to enforce the law fairly and correctly when noise becomes excessive, unnecessary, unreasonable, or harmful to the community.

THE LAW DOES NOT SAY: โ€œMAKE AS MUCH NOISE AS YOU WANT UNTIL 10 P.M.โ€

The law provides standards, restrictions, and protection against nuisance.

What we need is not arbitrary enforcement based solely on the clock. What we need is lawful, evidence-based, and consistent enforcement of our existing noise regulations.
