𝐎𝐫𝐨𝐥𝐚𝐲-𝐨𝐥𝐚𝐲: 𝐓𝐫𝐚𝐧𝐬𝐩𝐨𝐫𝐭 𝐒𝐞𝐜𝐭𝐨𝐫 🛺

Last April 13, 2026, the Transport Sector came together at the NCPC Empowerment Hall for a meaningful dialogue focused on addressing the urgent challenges faced by our jeepney drivers, with Councilor Omar Buenafe present to support and engage in the discussion.

The discussion led to concrete action points—from fuel subsidies and stronger enforcement against illegal operations, to pushing for a fare increase and more inclusive participation in policymaking.

We would like to thank NCPC Chairperson and ADNU CCD Director Mr. Elmer Sto. Domingo, Jr.; NCPC Board Representative for the Transport Sector, Mr. Alberto Darilay; his Alternate Representative, Mr. Gil Belen; and former Board Representatives Mr. Jeffrey Ramos and Mr. Ronaldo Valle for their leadership and guidance.

We likewise commend Program Officer Ms. Charity Alexis Olalia for effectively facilitating the dialogue.

This dialogue reflects what is possible when sectors come together—moving from discussion to action for the welfare of our drivers and the commuting public.

The committee hearing on Peace and Order and Public Safety was presided over by Committee Chair Councilor Melvin Ramon G. Buenafe. Also present for the committee was NCPC representative Ma. Teresa Evangelista.
The agenda included: the proposed ordinance authored by Councilor Buenafe regulating the wearing of masks, balaclavas, and other face coverings that conceal identity in certain public places and situations in the interest of public safety and in support of law enforcement operations; a report submitted by the City Treasurer’s Office on the joint ocular inspection of Shanes Starlytes Food and Beverage House located at Ursua Building, Concepcion Pequeña in relation to the noise complaints; the proposed establishment by the Naga City Police Office of a mobile command post to enhance field command, control, and communication capabilities during police operations; and lastly, a proposed ordinance by the Naga City Bike Board seeking to establish a bicycle response unit in Naga City.
