1. Proposed ordinance authored by Hon. Councilor Francisco Mendoza, suspending the imposition of surcharges, interests, and penalties on the rental of stalls and other properties owned or managed by the city government of Naga in view of the economic difficulties occasioned by the 2026 Middle East energy crisis (Spin2026-0655);
2. Proposed ordinance authored by Hon. Francisco Mendoza, suspending the imposition of interest and penalties on loans and amortizations extended by the city government to micro-enterprises and farmers which fell due on March 1, 2026, and thereafter until December 31, 2026 due to the massive and unprecedented increase in the price of fuel (Spin2026-0654);
