BRIEF HISTORY

The Subanens who are the original inhabitants of Gutalac before Christian settlers came in 1938 formerly named the place as "Mongolot". One time, he met a Subano bringing two baskets and asked what was inside the first basket in his own dialect and the native answered "GOTONG" meaning Monkey. The Boholano asked again the place, not minding his finger pointing at the second basket, w

hich the native immediately answered "GOTONG LAK" meaning it's still monkey in the other hand, not able understand the Visayan language. Since then, the place was called Gotonglak by the settlers and later improved to such name as "GUTALAC". During that time, Gutalac was a sitio of Labason that was still a barangay of the Municipality of Sindangan. Gutalac became a barangay when the Municipality of Labason was created in 1947. In 1979, Batas Pambansa Bilang 19, approved on March 6, 1979, created Gutalac into a Municipality. on April 17, 1979, a plebesite was held which ratified and unanimously approved the creation of the Municipality of Gutalac. Candelaria, Sr. was appointed Mayor of the new Municipality who was also elected during the subsequent election in 1980. The 1986 EDSA Revolution made sudden change of the administration when Eulalio Salcedo was appointed Municipal Mayor-Officer In charge on April 17, 1986. it was followed by the short-lived administration of Egbert Calumba then Godofredo S. Dinapo as caretakers. regained control of the Municipality after elected in the 1988 mayoral race and serve for three consecutive terms until June 30, 1998. Pet Angeli R. Carloto became the new Municipal Mayor of Gutalac after winning in the May 1998 election. she was re-elected on 2001 and 2004 election to serve her second and last term as Local Chief Executive of Gutalac. From February 1, 2006, to September 26, 2006, Mariano C. Candelaria, Jr. served as Municipal Mayor by virtue of court declaring him as the winner following his protest on the May 2004 election. After which the Municipality had suffered political instability when the leadership changes hand every now and then by the two contesting mayors prior to the May 14, 2007, election, that eventually put Angel M. Carloto the municipal mayor after elected in that election. Mariano Candelaria, Jr. became the Municipal Mayor after elected on the May 10, 2010, election first automated election. During the May 13, 2013, election the municipal leadership was replaced by Onesimo L. Coma, Jr., and re-elected during the mayoral race on May 2016 and May 2019 election. Eddie Justin T. Quimbo was elected in the recent national and local elections and serves as the new Municipal Mayor of the Municipality of Gutalac. Gutalac today is considered one of the province fast growing municipalities measured by its improved economy, social reforms and infrastructure development. As a 2nd class municipality with an estimated income of 240 million pesos for budget year 2022, it has proven its capability and efficiency as Local Government Unit more than three decades of successful operation.

The Local Government Unit of Gutalac, under the leadership of our service-oriented Municipal Mayor Eddie Justin Quimbo, successfully conducted the Cash Relief Assistance Pay-out to 500 Gutalacnon beneficiaries. Kini nga kalihokan usa ka pagpamatuod sa padayon nga paningkamot sa atong administrasyon nga mahatagan og tabang ug suporta ang matag pamilya nga nanginahanglan, ilabi na sa ilang adlaw-adlaw nga pagpanginabuhi. Through this initiative, LGU Gutalac continues to extend Gugma, Respeto, ug Serbisyo, ngadto sa atong mga kaigsuonan.

Ang maong programa nagpakita sa tinuod nga dedikasyon ug malasakit ni Mayor Justin Quimbo para sa mga Gutalacnons, pinaagi sa paghatag og ayuda nga makatabang sa ilang adlaw-adlaw nga panginahanglan. Together with the unwavering support of Municipal Vice-Mayor Aljohn Garzon and the hardworking Sangguniang Bayan Members, the LGU Gutalac continues to strengthen programs and services that uplift the lives of the people. The Local Government Unit of Gutalac under the leadership of our project-oriented Municipal Mayor Eddie Justin Quimbo, in coordination with the Department of the Interior and Local Government (DILG), successfully conducted the validation activities for the 10 Support to Barangay Development Program (SBDP) Projects in the Municipality. The 10 beneficiary-barangays are: La Libertad, Loay, Banganon, Lux, Sibalic, Panganuran, Tipan, Malian, Buenavista, and Cocob. This activity aims to ensure that every project implemented truly responds to the needs of our barangays and continuously promotes inclusive growth and sustainable development for every Gutalacnon.

Nagpasabot kini sa padayon nga paningkamot sa atong lokal nga panggamhanan aron maseguro nga ang mga proyekto sa gobyerno transparent, epektibo, ug adunay dakong kaayohan sa katawhan. Through proper validation and monitoring, mas mapalig-on nato ang accountability ug masiguro nga ang pondo sa katawhan mapadulong sa mga proyektong makahatag ug dugayng benepisyo sa komunidad.

This weekly activity serves as a reminder of our shared responsibility as public servants to uphold integrity, discipline, and dedication in serving every Gutalacnon with excellence and compassion. 🇵🇭

Pinaagi sa maong seremonya, nagkahiusa ang tanang empleyado ug opisyales sa LGU aron magsugod sa bag-ong semana uban ang paglaum, paningkamot, ug lig-on nga panumpa sa matinud-anong serbisyo publiko. Under the leadership of Municipal Mayor Eddie Justin Quimbo, the LGU Gutalac successfully conducted its 2nd Quarter Meeting together with MADAC, MPOC, MDRRMC, and MIAC. This gathering served as an important avenue to discuss updates, strengthen coordination, and align programs and initiatives para sa mas epektibo nga serbisyo alang sa atong mga ka-Gutalacnon.

Nagpasalamat usab si Mayor Justin Quimbo sa tanang department heads, partner agencies, barangay officials, ug stakeholders nga padayon nga nagahatag ug suporta ug kooperasyon sa matag programa sa atong lokal nga panggamhanan. pinaagi sa panaghiusa ug aktibong partisipasyon, mas mapalig-on pa nato ang peace and order, disaster preparedness, anti-drug campaign, ug uban pang mga programa nga makatabang sa atong lungsod.

May 18, 2026 || Nagkahiusa ang Local Government Unit of Gutalac pinaagi sa liderato ni Eddie Justin Quimbo sa Philippine Coconut Authority Health and Medical Caravan para sa atong mga Gutalacnon Coconut Farmers nga gihimo sa Cocob, Gutalac, Zamboanga del Norte niadtong May 18, 2026. Dako kaayo among kalipay nga makauban ug makahatag serbisyo sa atong mga mag-uuma nga padayon nga nagpalig-on sa agricultural sector sa atong lungsod.

Nagpasalamat usab kita sa presensya ug suporta ni Darel Dexter Uy ug ni Congressman Ian Amatong nga nagpakita sa ilang commitment sa pag-atiman sa kahimsog ug kaayohan sa atong mga coconut farmers. With pride and full support, the Local Government Unit of Gutalac under the dynamic leadership of Mayor Eddie Justin Quimbo continues to stand behind our very own Gutalacnon Palarong Pambansa players as they prepare for their upcoming National Tournament. Through the generosity and commitment of Mayor Justin Quimbo, our athletes received badminton rackets, shoes, bags, shuttlecocks, and other essential materials nga ilang magamit alang sa ilang training ug preparation.

Kini nga suporta usa ka pamatuod nga ang LGU Gutalac naghatag ug importansya sa talento ug pangandoy sa atong kabatan-onan. Dili lamang kini tabang pinansyal, kundi usa usab ka pamaagi sa pagpakita nga ang ilang paningkamot ug dedikasyon giila ug gisuportahan sa ilang lokal nga gobyerno. May 11, 2026 || Padayon nga naghatag og suporta ang Local Government Unit of Gutalac ubos sa dedicated leadership ni Municipal Mayor Eddie Justin Quimbo pinaagi sa Municipal Agriculture Office headed by Mr. Eugene Pacatang, in partnership with the Department of Agriculture, pinaagi sa distribution of rice seeds ngadto sa atong mga Gutalacnon farmers. Kini nga programa nagpakita sa padayon nga commitment sa administrasyon sa pagpalig-on sa agricultural sector ug pagsiguro nga adunay igong suporta ang atong mga mag-uuma.

Dako kaayo ang papel sa atong farmers sa pagpadayon sa food security ug kalamboan sa atong lungsod. Pinaagi niini nga assistance, mas madasig ug mas mapalig-on ang ilang panginabuhian aron mapadayon nila ang produktibong pagpanguma. Ang LGU Gutalac nagtuo nga pinaagi sa panagtinabangay ug husto nga suporta, mas molambo pa gyud ang sektor sa agrikultura sa atong lungsod.

May 06, 2026 || With great pride and honor, our very own Gutalacnon Palarong Pambansa Qualifiers paid a courtesy visit to the Office of the Municipal Mayor. Mayor Eddie Justin Quimbo, together with Vice-Mayor Aljohn Garzon, warmly welcomed the young athletes, Josh Ronnin Gonzaga and Nak Benlermark Sutabento, students of Gutalac Central School, and expressed their heartfelt pride for the outstanding achievement they have brought to our municipality. Their success in the recent Regional Athletics Meet, where they emerged as 1st placers in Badminton, is truly a testament to their hard work, discipline, and determination—guided as well by the dedication of their coach.

Dako kaayo nga kalipay ug garbo ang gibati sa atong mga lider sa pagkab-ot niini nga kadaugan. Dili lamang ang mga estudyante ang angay pasidunggan, apan usab ang ilang coach nga walay kakapoy nga naggiya, nagtudlo, ug naghatag og inspirasyon kanila aron maabot ang ilang potensyal. Kining duha ka estudyante nagpakita og talagsaong abilidad ug dedikasyon nga nakahatag og dungog sa tibuok Gutalac.
