The 21st City Council headed by Vice Mayor Bebot Rodriguez held its 50th regular session with following legislative measures approved:
1. Supplemental Budget of Barangay No. 04
2. Endorsing and/or interposing no objection to the establishment of Tinamparan Elementary School in Barangay Cugman
3. Memorandum of Agreement (MOA) with the Department of Agriculture (DA 10) and the Guinitan Upland Farmers Association covering the DAโs grant of one unit of Mechanical Corn Shelter
4. Memorandum of Agreement (MOA) with the Xavier University-Ateneo de Cagayan covering the partiesโ partnership in the packaging of the Climate and Disaster Risk Assessment (CDRA) Report 2026 in accordance with the national standards and applicable technical guidelines
5-8 Payments of the salary differential of employee and reimbursement of prior yearโs expenses incurred by the personnel and other payments
9. Granting financial assistance in the form of 20% equity for the cost of off-site land acquisition by homeowners associations or qualified beneficiaries of the cityโs socialized housing program
10. Confirming the utilization, endorsement, and representation of Ordinance No. 13473-2018 known as Cagayan de Oro Technical Vocational Institute Charter, as the cityโs policy instrument in support of its nomination in the national recognition for good practice in health by the Department of Health (DOH)
11. Deed of Usufruct with the Philippine Postal Corporation covering the reciprocal use, occupancy, administration, and utilization of a portion of the city-owned property located at corner of Toribio Chavez Street and Rizal Street, Barangay No. 4
12. Memorandum of Agreement (MOA) with the Northern Mindanao Medical Center (NMMC) covering the establishment of a collaborative partnership for the implementation of the Community Medical Outreach Program, with the objective of providing healthcare to the elderly residents of the Residential Care for the Elderly
13. Endorsing the following proposed Fisheries Infrastructure Projects: (1) Proposed construction, establishment, and development of the Cagayan de Oro City Fishport Project in Barangay Macabalan, Cagayan de Oro City, for funding and implementation by the National Government through the Philippine Fisheries Development Authority (pfda) and the Department of Agriculture; and (2) Proposed establishment and development of the Cagayan de Oro Fish Landing Complex and Auxiliary Infrastructure for funding and implementation under the Philippine Fisheries and Coastal Resiliency (fishcore) Project of the Department of Agriculture - Bureau of Fisheries and Aquatic Resources (da-bfar), financed through the World Bank
14. Requesting Honorable Senator Erwin T. Tulfo for the allocation of Local Government Support Fund (lgsf) assistance for the acquisition, installation, testing, and commissioning of a traffic signal modernization plan for the City of Cagayan de Oro, with a total project cost of One Hundred Ninety-Seven Million Pesos (โฑ197,000,000.00)
15. Confirming the appointment of Dr. Michael June C. Perez, as Chief of Hospital III (Item No. 1 / SG 26) of the J.R. Borja General Hospital, this City, effective August 24, 2026
16. Confirming the appointment of Ms. Richel P. Petalcurin-Dahay, as City Government Department Head II (City Education and Development Officer), Item No. 1 / SG 26 of the Office of the City Education and Development Officer effective August 24, 2026
17. Commending and congratulating the herein mentioned members of the Cagayan de Oro โ Misamis oriental Archery Club for winning medals in different categories of the PSC-WAP Philippine National Archery Championship Qualifier Legs held in Davao, Sorsogon City and Cauayan City
18. A. PROPOSED RESOLUTION NO. 2026-398 โ expressing the 21st City Councilโs deepest sorrow for the untimely demise of the late former Barangay Kagawad Claudia O. Amto of Barangay No. 16, this City; and conveying most profound sympathy and condolences to the bereaved family
B. PROPOSED RESOLUTION NO. 2026-399 โ expressing the 21st City Councilโs deepest sorrow for the untimely demise of the late former Punong Barangay Jonathan C. Yuson of Barangay No. 40, this City; and conveying most profound sympathy and condolences to the bereaved family
C. PROPOSED RESOLUTION NO. 2026-400 โ expressing the 21st City Councilโs deepest sorrow for the untimely demise of the late Barangay Kagawad Jonathan T. Fernando of Barangay No. 9, this City; and conveying most profound sympathy and condolences to the bereaved family
19. Expressing the 21st City Councilโs gratitude to the officers and men and women of the Task Force Oro, Cagayan de Oro City Police Office, PAF Tactical Operations Group 10, Philippine Coast Guard, members of the different Barangay Police and other partner agencies for their invaluable assistance in maintaining the peace and order of the City during the Higalaay Festival 2026
