PARCCOM Holds Meeting, Tackles Agrarian and Community Concerns in Oriental Mindoro

CALAPAN CITY, Oriental Mindoro — The Provincial Agrarian Reform Coordinating Committee (PARCCOM) convened its regular meeting on August 12, 2026 at the Department of Agrarian Reform Provincial Office (DARPO) Conference Room to discuss pressing agrarian, agricultural, and community concerns in the province.

The meeting was chaired by Engr. Salome M. De Villa and attended by representatives from the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Department of Agrarian Reform (DAR), and various sectors. DAR officials present included Provincial Agrarian Reform Officer Camilo Claro M. Pacquing, Provincial Agrarian Reform Program Officer Remelyn Babida, Chief Agrarian Reform Program Officer Ophelia C. Lopez-Radovan, and Chief Legal Officer Atty. Israel Palino.

Among the concerns discussed was the need to fast-track the Matulatula potable water system to address the community's need for reliable access to water. The committee also discussed concerns regarding the entry of frozen pork products into the province, along with other agricultural and community-related matters.

During the latter part of the meeting, DAR officials also provided updates on upcoming initiatives, including the Inclusive
Partnerships for Agrarian Reform Communities (IPARC), a proposed project supported through World Bank funding. The committee was given an initial briefing on the project in preparation for its future implementation and coordination with concerned stakeholders.

Apat na Dekada, Isang Paninindigan

Mahigit apat na dekada nang iniaalay ni Secretary Conrado M. Estrella III ang kanyang buhay sa paglilingkod para sa mga magsasaka at sa sambayanang Pilipino. Mula sa Kabataang Barangay, pagiging mambabatas, pamumuno sa iba't ibang ahensya ng pamahalaan, hanggang sa pagiging Kalihim ng Department of Agrarian Reform, nanatiling iisa ang kanyang layunin, ang itaguyod ang kapakanan ng mga magsasaka at isulong ang makatarungan at maunlad na kanayunan.

Sa bawat yugto ng kanyang paglilingkod, dala niya ang paninindigang ang tunay na pag-unlad ay nagsisimula sa pagbibigay ng pagkakataon, seguridad sa lupa, at mas magandang kinabukasan para sa bawat pamilyang magsasaka. Tuloy-tuloy ang paglilingkod ni Sec. Conrado Estrella III para sa mas maunlad at makatarungang repormang agraryo. Para sa magsasaka. Para sa kanayunan. Para sa bawat Pilipino. 🇵🇭👨‍🌾🌾

Dahil dito, walang regular na onsite operations at serbisyo ang mga apektadong tanggapan ng DAR sa mga sumusunod na lugar:

DAR Oriental Mindoro Fast-Tracks Land Acquisition and Distribution Accomplishments

CALAPAN CITY, Oriental Mindoro — The Department of Agrarian Reform (DAR) Oriental Mindoro convened a meeting on July 28, 2026, at the DAR Provincial Office to discuss updates and key milestones on problematic landholdings and the remaining Land Acquisition and Distribution (LAD) balance in the province.

The meeting was led by PARO Camilo Claro M. Pacquing, OIC-CARPO Ophelia C. Lopez-Radovan, and personnel from the Land Tenure Improvement Division (LTID). As well as the Legal Division. Discussions focused on assessing the current status of identified landholdings, addressing implementation issues, and identifying appropriate actions to facilitate the completion of remaining LAD targets.

Victoria, Oriental Mindoro - The Department of Agrarian Reform (DAR) Oriental Mindoro participated in PAGTANAW 2026: State of the University Address of Mindoro State University (MinSU).

Representing the agency were Senior Agrarian Reform Program Officer (SARPO) Mary Giselle Cebreros and Agrarian Reform Program Officer I (ARPO I) Judy Ann Lemon, both from the Program Beneficiaries Development Division (PBDD).

During the event, University President Dr. Enya Marie D. Apostol presented the University’s accomplishments over the past year and outlined its future directions under the LIFTMINSU development goals. The address highlighted MinSU’s milestones in leadership, innovation, inclusivity, resource management, sustainability, and collaborative partnerships that support quality education and community development.

The activity was attended by members of the Board of Regents, officials from national government agencies and local government units, institutional partners, alumni, faculty members, employees, students, and other stakeholders.

In her speech, Cebreros emphasized the strong enduring partnership between DAR and MinSU.

“Ang MinSU ay nakatatak na sa puso ng DAR sa matagal na panahon. Hindi lamang ito katuwang ng ahensya sa pagbibigay ng kaalaman at teknikal na suporta, kundi isang tunay na partner sa pag-angat ng kabuhayan ng ating mga Agrarian Reform Beneficiaries. Sa pamamagitan ng ating matatag na ugnayan—mula sa pananaliksik, capacity-building, scholarship programs, hanggang sa mga inisyatibong nagbibigay ng mas maraming oportunidad sa ating mga magsasaka—patuloy nating isinusulong ang isang mas maunlad at sustenableng kinabukasan para sa Silangang Mindoro,” Cebreros said.

Sa huling sesyon ng Farm Business School (FBS) ng Department of Agrarian Reform (DAR) para sa taong 2026, lumahok ang mga miyembro ng Conrazon Farmers Agriculture Cooperative (CONFACO) sa Farm Business Simulation (FBSim) na ginanap sa Barangay Conrazon, bayan ng Bansud, Oriental Mindoro.

Layunin ng nasabing gawain na palalimin ang kaalaman ng mga magsasaka sa wastong pagpaplano at pamamahala ng kanilang mga agribusiness upang maging mas handa sila sa paggawa ng mahahalagang desisyon sa kanilang kabuhayan.

Pinangunahan ang aktibidad ni Agrarian Reform Program Officer I (ARPO I) Judy Ann Lemon, katuwang ang mga FBS Focal Person ng DAR Oriental Mindoro na sina ARPO I Krizza Mae Fortu at ARPO I Regine Gunay.

Naging masigla at puno ng kaalaman ang pagsasanay sa pamamagitan ng isang simulation game na sumasalamin sa mga tunay na sitwasyong kinahaharap ng mga magsasaka.

Ani Ginoong Armando Bibal na siyang Chairman of the Board of Directors (BOD) ng CONFACO, “Napakaganda ng gawaing ito sapagkat natutuhan ng mga kalahok ang kahalagahan ng maayos na pagpaplano, tamang pagdedesisyon, at mahusay na pamamahala ng isang farm business”.

Day 2 of ILDF Review Strengthens Coordination on SPLIT Implementation

The second day of the Individual Land Distribution Folder Review continued today in Puerto Galera, Oriental Mindoro, focusing on project accomplishments, operational concerns, and implementation issues related to the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The activity was further strengthened by the presence of Regional Director Atty. Marvin V. Bernal, who personally addressed questions from participants and provided guidance on issues concerning SPLIT accomplishments and program implementation.

Also joining the discussions was Atty. Israel Ceasar E. Palino, Chief of the Legal Division of DAR Oriental and Occidental Mindoro, who shared legal insights, clarified concerns, and responded to questions raised by field personnel regarding land parcelization and related agrarian reform matters.

PROJECT M.I.N.D.O.R.O. Officially Kicks Off in Puerto Galera

The benchmarking and procedure standardization activity under Project M.I.N.D.O.R.O. (Mindoro Inter-Province Network for Delivery and Operational Realignment Outcomes) officially commenced today in Puerto Galera, Oriental Mindoro, bringing together personnel from the Legal Division of the Department of Agrarian Reform Provincial Offices of Oriental Mindoro and Occidental Mindoro.

The opening program was graced by the presence of Regional Director Atty. Marvin V. Bernal, who expressed his support for initiatives that strengthen collaboration, harmonize procedures, and improve the delivery of agrarian reform services across the two provinces.
