Earlie today, June 2, 2026, the RIAS MIMAROPA inspection team, led by Deputy Regional Director PLTCOL LUIS D LIPADAN and IAD PNCO PEMS Jayson O Alojado, conducted a comprehensive Proactive Inspection of the 404th Maneuver Company MC in Baco and the RMFB MIMAROPA Headquarters in Barangay Pinagsabangan, Naujan, Oriental Mindoro.

This strategic initiative was executed to strictly account for all deployed personnel—ensuring a 100% complete attendance—and to evaluate the unit's administrative and operational capabilities to respond swiftly to any security eventualities. During his dialogue with the troops, PLTCOL LIPADAN delivered a firm command directive: Always adhere to the highest standard of integrity and professionalism in the performance of your daily duties and responsibilities.

At about 8:00 AM today, June 2, 2026, the RIAS MIMAROPA inspection team, led by Deputy Regional Director PLTCOL LUIS D LIPADAN alongside IAD PNCO PEMS Jayson O Alojado, conducted a rigorous Proactive Inspection of the 404th Maneuver Company, Regional Mobile Force Battalion (RMFB) stationed at Brgy. Talipanan, Puerto Galera.

This strategic initiative aimed to strictly assess both the operational and administrative capabilities of the maneuver unit, ensuring they remain highly capable and tactically prepared to respond swiftly to any eventualities or security challenges.

Yesterday, May 29, 2026, RIAS MIMAROPA Regional Director, PCOL JOSEPH ELMER P BULLONG, personally inspected the strong and able personnel of Gasan, Buenavista, and Torrijos Municipal Police Stations in Marinduque.

From checking station capabilities to reviewing administrative workflows, PCOL BULLONG’s thorough inspection left no stone unturned ensuring that every unit operates strictly by the PNP Operational Standard.

A key highlight of the visit was the "Talk to Men," where the Regional Director broke down the basic functions of the IAS in managing administrative discipline, empowering field personnel with the knowledge to maintain an unblemished service record.

He was warmly received by the Station's OIC, PCPT RANDOLPH A PIÑON.

On May 28, 2026, RIAS MIMAROPA Regional Director, PCOL JOSEPH ELMER P BULLONG, conducted a Field Visit and Inspection to the strong and able personnel of the Marinduque Police Provincial Office at Camp Maximo Abad, Brgy. Bangbangalon, Boac.

Upon his arrival, PCOL Bullong was personally received by Marinduque PPO Provincial Director, PCOL CORNELIO C TADENA, JR., and was honored with the vibrant, traditional "Putong" dance—a proud showcase of Marinduqueño hospitality.

During the highlight of his visit—the "Talk to Men"—PCOL BULLONG expressed his profound gratitude for the exceptional welcome. In an unwavering commitment to ensuring institutional discipline and operational excellence, RIAS MIMAROPA, under the strong leadership of Regional Director PCOL JOSEPH ELMER P BULLONG, spearheaded a comprehensive field visit and inspection of the Romblon Police Provincial Office in Brgy. Capaclan, Romblon, Romblon, earlier today, May 16, 2026.

Leaving no stone unturned, PCOL BULLONG conducted a meticulous, top-to-bottom evaluation of the command. The inspection encompassed a rigorous assessment of individual personnel readiness, uniform compliance, and the administrative efficiency of every section within the provincial headquarters. Today, May 15, RD RIAS MIMAROPA PCOL JOSEPH ELMER P BULLONG, joined by PLT ALLAN JUDE C PANDIÑO, OIC, PS, Romblon PIAS, conducted a comprehensive field visit and inspection at Cajidiocan MPS.

During the said visit, PCOL BULLONG reminded all personnel to pphold the highest form of integrity in every interaction. This call to excellence is mirrored by the local leadership; while the Municipal Government of Cajidiocan remains a steadfast ally of the PNP and IAS, the stand of the Mayor is firm—support is absolute, but tolerance for abuse is zero.

The Internal Affairs Service (IAS) continues to strengthen accountability, discipline, and professionalism within the Philippine National Police through sustained mentoring and capability-building initiatives for police personnel nationwide.

As part of this effort, the Regional Internal Affairs Service (RIAS) MIMAROPA conducted a lecture and mentoring session for personnel of Odiongan Municipal Police Station focused on the functions of IAS and the proper handling and filing of administrative cases.

The activity aimed to enhance the understanding of police personnel on administrative processes, ethical standards, and professional responsibility in the performance of duty. Through continuous guidance and education, IAS reinforces transparency, institutional discipline, and lawful police service across all levels of the organization.

An accountable police organization is built not only through enforcement, but through continuous guidance, education, and integrity-centered leadership.

PRIDE IN THE UNIFORM: RIAS MEETS SIBUYAN

In a productive meeting today with Sibuyan Island Mayor Atty. Marvin R. Ramos, RD RIAS MIMAROPA PCOL JOSEPH ELMER P BULLONG alongside PLT ALLAN JUDE C PANDIÑO, OIC, Provincial Superintendent, Romblon PIAS, tackled the critical nuances of modern policing. Drawing from the Mayor’s own roots as a "police son," the discussion bridged the gap between the discipline of the past and the challenges of today’s "millennial" force.

The focus remained sharp on Command Responsibility and Self-Respect. To protect the reputation of the PNP organization, every personnel must first master the art of self-discipline.

Mayor Ramos issued a firm challenge to our IAS personnel: Be the steadfast guardians of discipline in Sibuyan. We accept that challenge.
