Northern Mindanao โ€“ The Department of Labor and Employment (DOLE) Northern Mindanao sustained its efforts to promote industrial peace and provide accessible dispute resolution services through the Single-Entry Approach (SEnA) Program, assisting workers and employers in resolving labor concerns through conciliation and mediation during the first semester of Calendar Year 2026.

From January to June 2026, DOLE Northern Mindanao assisted a total of ๐Ÿ—๐ŸŽ๐Ÿ‘ ๐ฐ๐จ๐ซ๐ค๐ž๐ซ๐ฌ through the SEnA program. Through the program's non-adversarial and speedy dispute resolution mechanism, the department successfully facilitated the settlement of numerous labor and employment concerns without the need for lengthy litigation.

As a result of successful conciliation and mediation efforts, ๐Ÿ”๐Ÿ—๐Ÿ“ ๐ฐ๐จ๐ซ๐ค๐ž๐ซ๐ฌ ๐›๐ž๐ง๐ž๐Ÿ๐ข๐ญ๐ž๐ a total of โ‚ฑ๐Ÿ‘๐Ÿ,๐Ÿ๐Ÿ๐Ÿ•,๐Ÿ’๐Ÿ๐Ÿ”.๐Ÿ๐Ÿ– ๐ข๐ง ๐ฆ๐จ๐ง๐ž๐ญ๐š๐ซ๐ฒ ๐œ๐ฅ๐š๐ข๐ฆ๐ฌ. Back wages, separation pay, unpaid salaries, and other legally due claims were released to workers following amicable settlements between parties. The region likewise achieved a settlement rate of 89.10%, reflecting the effectiveness of the program in fostering dialogue, understanding, and mutually acceptable solutions among workers and employers.

The Single-Entry Approach serves as DOLE's flagship dispute prevention and resolution mechanism, providing workers and employers with a faster, less costly, and more accessible avenue for resolving labor and employment issues. Through the assistance of trained Single Entry Assistance Desk Officers (SEADOs), parties are encouraged to settle disputes amicably within the prescribed period, thereby promoting harmonious labor-management relations.

DOLE Regional Director Atty, Joffrey M. Suyao emphasized the importance of SEnA in maintaining industrial peace and ensuring timely access to justice for workers and employers alike. He further emphasized that the program supports the directive of Labor Secretary Francis N. Tolentino to strengthen worker protection mechanisms while promoting fair and efficient labor dispute resolution processes throughout the country.

One of the claimants, a resident of Oroquieta City in Misamis Occidental, expressed gratitude after receiving monetary claims through a successful SEnA settlement.

By providing accessible and efficient dispute resolution services, the department continues to help workers and employers resolve concerns in a fair, timely, and non-adversarial manner.

As the agency moves into the second semester, DOLE-X remains committed to expanding access to SEnA services and ensuring that more workers and employers benefit from effective dispute prevention and resolution mechanisms.

The joint meeting served as a venue for discussing updates on DOLE-implemented employment programs, assessing accomplishments, and strengthening coordination among PESOs to ensure the effective delivery of employment facilitation services throughout Misamis Occidental.

Presided over by CAPESOMO President Mark Anthony Artigas, the meeting highlighted the 1st Semester Performance Assessment, where PESO Managers and JPOs reviewed their respective accomplishments, implementation milestones, and areas for improvement in preparation for the upcoming Regional Mid-Year Performance Assessment.

Key updates on various DOLE employment programs and initiatives were also discussed to ensure alignment of strategies, timely implementation of activities, and continuous improvement in service delivery at the local level.

DOLE Misamis Occidental Provincial Director Ebba B. Acosta recognized the dedication, commitment, and significant contributions of all PESO Managers and JPOs in achieving the provinceโ€™s employment-related milestones.

She emphasized that the collective efforts of PESOs have been instrumental in making Misamis Occidental one of the recognized and high-performing provinces in the region and at the national level.

"The accomplishments and recognitions received by Misamis Occidental are a reflection of your hard work, commitment, and dedication in bringing employment opportunities closer to our constituents. Behind every award and achievement is the unwavering support and service of our PESO Managers and Job Placement Officers who continue to make a difference in the lives of jobseekers and workers," Acosta said.

The Provincial Director further encouraged all PESO partners to sustain their momentum, continue strengthening collaboration, and remain committed to providing responsive, efficient, and inclusive employment services to the people of Misamis Occidental.

"Let us continue working together, innovating our approaches, and raising the standards of public employment service. May we remain steadfast in our shared mission of creating more opportunities and ensuring that every Misamisnon has access to decent and meaningful employment," she added.

The monthly joint meeting also reflects the Department's commitment under DOLE Secretary Francis Tolentino to strengthen employment facilitation, enhance public employment services, and foster closer collaboration with local government units and stakeholders. Through sustained partnerships with Public Employment Service Offices (PESOs), the Department continues to promote responsive, accessible, and inclusive employment programs that create greater opportunities for Filipino workers while advancing the goals of Bagong Pilipinas.

Daluz, actively participated in the Provincial Technical Education and Skills Development Committee (PTESDC) 2nd Quarter Meeting held on July 13, 2026 at the Provincial Engineering Conference Room. The meeting was convened by the Provincial Government of Misamis Occidental in partnership with TESDA.

The meeting served as a venue for member agencies and stakeholders to discuss key developments and strategies aimed at strengthening Technical Vocational Education and Training (TVET) initiatives in the province. Among the major agenda discussed were the employment status of TVET graduates, the implementation of the 2026 scholarship programs, and the identification of priority training programs that will support the province's emerging tourism industry.

During the meeting, DOLE Misamis Occidental highlighted the importance of strengthening the transition of TVET graduates from skills training to gainful employment. To address the employment rate of TVET graduates, DOLE proposed that TESDA, in partnership with DOLE, organize mini job fairs immediately after the completion of competency training. The proposal also recommended that TESDA invite prospective employers with available job vacancies that match the existing competencies and qualifications of the graduates. This initiative aims to provide graduates with direct access to employment opportunities, facilitate job matching, and enable employers to recruit skilled workers whose competencies meet their workforce requirements.

The committee likewise recognized the importance of sustained collaboration among government agencies, local government units, industry partners, and training institutions in ensuring that TVET programs remain responsive to labor market demands and contribute to the province's economic development.

DOLE Misamis Occidental reaffirms its commitment to fostering partnerships that promote employment generation, skills-job matching, and workforce development, ensuring that technical-vocational graduates are equipped not only with industry-relevant competencies but also with greater opportunities for decent and productive employment.

Tangub City, Misamis Occidental โ€” For many graduating students and out-of-school youth, stepping into the world of work is both exciting and uncertain. Beyond earning a diploma or completing a training program lies a new reality finding employment, understanding workplace expectations, and knowing one's rights as a worker. Recognizing these challenges, the Department of Labor and Employment (DOLE) Region Xโ€“Misamis Occidental Provincial Field Office brought the Labor Education for Graduating Students (LEGS) program to Tangub City Global College, Institute of Business and Financial Services through the BSBA Human Resource Management program on July 6, 2026 equipping 149 aspiring workers with the knowledge and confidence they need before entering the labor force.

The two batches of the seminar gathered 105 graduating students and 44 out-of-school youth, all eager to learn practical lessons that are seldom taught inside the classroom but are essential in every workplace.

Leading the discussion on General Labor Standards, Labor and Employment Officer III Mr. Gil M. Daluz reminded participants that employment is not only about securing a job but also about understanding the rights and responsibilities that come with it. He explained the fundamental provisions of Philippine labor laws, including minimum labor standards, wages and benefits, hours of work, and other worker protections that promote fair and decent employment.

To make the session more relatable, real-life workplace situations were presented, allowing participants to examine common employment concerns and better understand how labor laws apply in everyday work settings. The interactive discussions encouraged participants to become more aware of their responsibilities while empowering them to stand for their rights as future employees.

Preparing participants for employment opportunities beyond graduation, Ms. Janice E. Yamuta introduced the latest Labor Market Information, highlighting emerging industries, in-demand occupations, and the evolving skills sought by employers. She encouraged participants to carefully plan their career paths by aligning their competencies with current labor market demands, enabling them to make informed decisions about their future.

The learning continued with a practical session on Preparing Jobseekers for the World of Work, where participants were introduced to the essential tools for successful job hunting. They learned how to craft compelling resumes and application letters, perform confidently during job interviews, develop professional work ethics, communicate effectively in the workplace, and build networks that could open doors to employment opportunities.

More than simply imparting technical knowledge, the activity inspired participants to view employment as an opportunity for personal growth, responsibility, and lifelong learning. For many of them, the seminar provided their first comprehensive understanding of what it truly means to become part of the Philippine workforce.

For many participants, the seminar provided valuable insights that extended beyond the classroom. Jerson Mortes, one of the graduating students, shared how the activity changed his perspective on preparing for employment.

โ€œAttending the Career Readiness Seminar-Workshop on Resume Building, Interview Preparation, and Job Strategies was a truly meaningful and enriching experience. As a graduating student, I realized that preparing for employment requires more than just earning a diplomaโ€”it also demands the right mindset, confidence, and practical skills.โ€

His reflection echoed the sentiments of many participants who recognized the importance of being equipped not only with academic credentials but also with practical knowledge and workplace competencies before entering the labor force.

The successful completion of both batches reflects DOLE's unwavering commitment to preparing Filipino workers long before they enter the workplace. By bringing labor education directly to schools and communities, the agency continues to bridge the gap between education and employment, ensuring that young Filipinos begin their careers equipped not only with academic qualifications but also with the knowledge, confidence, and values needed to thrive in the modern world of work.

The initiative supports the vision of DOLE Secretary Francis N. Tolentino to strengthen employment readiness, promote decent work, and empower every Filipino worker through accessible and responsive labor education.

DOLE Misamis Occidental likewise expresses its sincere gratitude to the administration and faculty of Tangub City Global College for their partnership in advancing workforce preparedness. Through collaborations such as these, the agency continues to invest in the country's greatest resource, its people - ensuring that today's learners become tomorrow's productive, informed, and empowered workforce.
