Today, the National Meat Inspection Service (NMIS) Regional Technical Operation Center III, led by Dr. Orlando C. Ongsotto, CESO V, Regional Technical Director, together with Carl Angelo D. Taca, R. Agri., Infrastructure Focal Person, conducted a technical visit to the Balanga City Slaughterhouse in Bataan.

During the visit, Dr. Ongsotto met with Dr. Billy Andrew Samson, City Veterinarian of Balanga City, to discuss the slaughterhouseโ€™s application for Double A Accreditation. The meeting focused on the facilityโ€™s current status, the remaining licensing requirements, and the recommended equipment and infrastructure improvements needed to comply with NMIS and other regulatory standards.

Dr. Ongsotto, together with Dr. Alberto Venturina, Provincial Veterinarian of Bataan, also paid a courtesy visit to Jose Enrique S. Garcia III, Governor of Bataan. The discussion centered on the Provinceโ€™s future plans for the Provincial Dressing Plant (PDP) and slaughterhouse development, including possible funding sources to support infrastructure enhancement and modernization.

To ensure compliance with hygiene and sanitation standards, NMIS RTOC IIIโ€™s Plant Operation Standards and Monitoring Section, represented by Ms. Grace Alisbo (Alternate POSMS Focal) and the Laboratory Services Section, represented by Ms. Jennylyn O. Magno (Science Research Analyst I), conducted an environmental swabbing activity on July 16, July 17, July 24, July 28, and July 31, 2026, at different NMIS-licensed slaughterhouses, meat cutting and poultry dressing plants in Bulacan.

The activity aims to verify that cleaning procedures have effectively removed organic debris, typically done before sanitation. This is achieved through a rapid, quantitative testing method that assesses surface cleanliness by measuring adenosine triphosphate (ATP), an energy molecule present in all organic matter. A swab is used to collect surface samples, which are then tested for bioluminescence in the luminometer. The results are expressed in Relative Light Units (RLU), which indicate the level of microbial or food residue contamination.

Through laboratory testing and analysis, NMIS RTOC III aims to verify that meat establishments adhere to the regulatory standards, making sure that safe and wholesome meat is consumed by the public.

July 28- 30, 2026, the National Meat Inspection Service (NMIS) is undergoing its Stage 2 Re-Audit Surveillance for ISO 9001:2015 with W3 Solutionz.

The three-day surveillance audit aims to evaluate the continued conformity, effectiveness, and implementation of the Agency's Quality Management System (QMS) against the requirements of the ISO 9001:2015 international standard. It also serves to ensure that NMIS consistently delivers quality services while fostering a culture of continual improvement, operational excellence, and customer satisfaction.

As NMIS continues to pursue excellence in public service, the successful completion of this surveillance audit will reinforce the Agency's commitment to maintaining a robust Quality Management System aligned with internationally recognized best practices.
