OFFICIAL STATEMENT ON THE BRGY. BURABOD MATERIALS RECOVERY FACILITY (MRF) AND RESIDUAL CONTAINMENT AREA (RCA)
As your Local Chief Executive, it is my command responsibility to ensure a sustainable and compliant Solid Waste Management program for our municipality. To address misinformation and ease public concern regarding our project in Barangay Burabod, I would like to clarify the following:
1. This is NOT a dumpsite.
We must move away from the misconception that every waste facility is another "Payatas" or "Smokey Mountain." What we have is a Materials Recovery Facility (MRF)—transferred from its old site across CATSU to Brgy. Burabod. This move was the result of exhaustive study and public consultations led by our Municipal Environment and Natural Resources Officer (MENRO)-Designate, Mr. Regie Castro, during various Sangguniang Bayan Committee Hearings and Barangay Assemblies.
2. Mandated by Law.
Under the Ecological Solid Waste Management Act of 2000 (RA 9003), every LGU is mandated to establish an MRF for recycling and composting. Our facility processes only recyclables and compostable materials.
3. Proper Handling of Residuals.
Non-recyclable and residual wastes are stored temporarily in a Residual Containment Area (RCA). These are strictly scheduled for transport to the Sanitary Landfill in Legazpi City every six months. No waste is meant to stay in Burabod permanently. Furthermore, the same area purchased by the LGU is meant to be a DEMO Farm of our Municipal Agriculture Office.
Ang mga impormasyong ito ay malinaw na naipaabot ng ating MENRO sa mga residente ng Brgy. Burabod pati na rin sa SB kaya kung sino man ang SOURCE DAW NA ELECTED OFFICIAL, ibig pong sabihin, hindi nya naiintindihan ang mga discussions sa session nila. Either physically present but mentally absent cia or selective hearing ang pinapractice nya. To be a public servant requires one to be both physically and mentally present during deliberations. Selective hearing has no place in governance, especially when the welfare of our environment is at stake.
Let us rely on facts, not rumors.
Speaking of rumors, an "Anonymous Member" is once again attacking me and my family.
I am calling on the Admin of the FB Group United Payonhon to adhere to your own page’s rules and regulations. If you have proof of corruption, present it. I am ready to answer any legitimate accusations in the proper forum; otherwise, your statements are nothing more than character assassination.
As Mayor, I am authorized to use an official vehicle under DBM Budget Circular No. 2022-1—this is a standard government provision, not a personal whim. The claim that I use it for personal matters is baseless, as it is public knowledge that I have two private vehicles of my own. Furthermore, this unit is available to anyone from the LGU for official use. I would be very glad to accommodate your concerns, our office is open for communication.
Bilang inyong Local Chief Executive, ang aking prayoridad ay mag-iwan ng legasiya ng pananagutan at integridad. Huwag nating hayaan na ang ating pag-unlad ay mabulabog ng ingay ng pulitika o ng mga personal na agenda. Deserve natin ang isang pamahalaang pinatatakbo ng katotohanan, at hindi ng mga "anonymous" na nagtatago sa likod ng pseudo accounts.
