The Department of Education (DepEd), the Local Government Unit (LGU) of Mapandan, and the Philippine National Police (PNP) jointly organized a Crime Prevention and Awareness Symposium on September 16, 2025.
The event aims to educate the community on public safety and social well-being.
The symposium began at two o'clock in the afternoon with an opening address from Dr. Dominador V. Nabor Jr., who thanked the parents for attending. Nabor expressed his hope that they would find the event insightful. PTA President, Ptr. Joel D. Valdez followed. He stated that the School Parents-Teachers Association (SPTA) would act as a vital link between the school and parents.
Police Captain Benedict C. Espinoza, the acting Chief of Police Mapandan, stressed the importance of parental guidance and reminded parents that it is illegal for individuals under 18 to drive motor vehicles without a license.
Mayor Karl Christian F. Vega also attended the event, noting the rising number of road accidents and announcing upcoming road improvements in the area.
The first speaker, Population Officer Liza Costez, addressed the topic of teenage pregnancy. Citing data from the Philippine Statistics Authority (PSA) Civil Registration Service, Vital Statistics 2020, she stated that the Philippines has the highest number of teenage pregnancy cases in Southeast Asia. She also noted that Pangasinan had the highest number of cases in Region I, with 44,367. Costez concluded her talk by emphasizing that addressing teenage pregnancy is a shared responsibility among parents, teachers, police, community leaders, and concerned agencies.
Police Chief Master Sergeant Jeron DG Soriano of the Mapandan PNP provided a detailed discussion on various traffic laws. His presentation covered the significance of pavement markings and specific laws, including Republic Act No. 4136 (the "Land Transportation and Traffic Code"), Republic Act No. 10916 (the "Road Speed Limiter Act of 2016"), and Republic Act No. 10930, which concerns the "Issuance of Drivers' Licenses". PCMS Soriano also explained local traffic ordinances in Pangasinan, such as those related to quarry hauling, road obstructions, and the use of reflective vests.
The symposium served as a platform for distributing crucial information on public safety, underscoring the connection between community issues and the need for a unified approach to address them.
