Senate of the Philippines This is the Official Facebook Account of the Senate of the Philippines The said commission convened on June 1, 1986, and finished its work on October 15, 1986.

The 1972 Constitution abolished the bicameral legislature and in its stead established a unicameral body under a parliamentary government. The legislative bodies created during the martial law were the Batasang Bayan, the Interim Batasang Bayan and the Batasang Pambansa. t. She issued a proclamation creating a Constitutional Commission to draft a new Constitution for the Philippines. A plebiscite, held on February 7, 1987, overwhelmingly ratified the present 1987 Constitution. The 1987 Constitution restored the presidential system of government together with the bicameral congress of the Philippines. Section 1, Article VI of the 1987 Constitution provides as follows:

The legislative power shall be vested in the Congress of the Philippines, which shall consist of the Senate and the House of Representatives, except to the extent reserved to the people by the provision on initiative and referendum. The present Congress is actually a reincarnation of the Senate of the Philippines under the 1940 amendment to the 1935 Constitution. As mandated by the new constitution, the upper chamber is composed of 24 members elected at large, who serve a term of six years. Senators cannot serve beyond two consecutive terms. The Senate of the 19th Congress is currently headed by Senate President Juan Miguel "Migz" Zubiri, Pro Tempore Loren Legarda, Majority Leader Joel Villanueva, and Minority Leader Aquilino "Koko" L. Pimentel III. It has forty-one (41) permanent committees and fourteen (14) Oversight committees to fuel the wheels of the legislative mill. The Senate or any of its committees may conduct formal inquiries or investigations in aid of legislation. The committees are classified into: (1) standing or permanent; (2) special or ad hoc; (3) joint; and (4) sub. Subcommittees are created to parcel the work of standing or special committees. The "special" committees are created for a particular purpose and dissolved after accomplishing such purpose. Joint committees are those that include members of both houses. The Senate of the Philippines on Wednesday, August 5, 2026, joined Filipino workers in calling for the lifting of the temporary restraining order (TRO) suspending the โ‚ฑ85 daily minimum wage increase in Metro Manila.

Senators unanimously adopted Resolution No. 59, expressing the sense of the upper chamber in support of appeals for the immediate lifting of the TRO against the implementation of Wage Order No. NCR-27, and urging the exercise of judicial restraint in matters of the countryโ€™s wage setting.

Wage Order No. NCR-27 was set to take effect on July 25.

The Senate on Wednesday, August 5, 2026, adopted twin resolutions extending its sympathy and condolences to the families and loved ones of Ateneo Blue Eagles cager Rene Baterbonia and the students who died in a school shooting incident in Tacloban.

Resolution No. 57 honored student-athlete Baterbonia for his inspiring example to the Filipino youth, his deep love for his family and country, and his excellent athleticism and valiance as a young sports hero.

Resolution No. 58, meanwhile, expressed the chamberโ€™s sincere condolences on the passing of Joyancee Separa, Ayessa Nicole Dazo, and Chris Lorenz Fabian in the Tacloban school shooting last June.

During the plenary session, Senate President Win Gatchalian instructed the Senate secretariat to extend financial assistance to their families.

Senatorโ€‘judges on Wednesday, August 5, 2026, raised clarificatory questions on the validity and sufficiency of documents used to justify the confidential funds of Vice President Sara Duterte.

During Day 13 of the impeachment trial, they examined whether acknowledgment receipts met audit standards and asked former state auditor Roderick Wamil about institutional concerns on verification, compliance, and transparency in handling public money.

Meanwhile, the House prosecution panel presented state auditor Xylene Mae Del Ocampo as its next witness in connection with Article I, which alleges misuse, questionable liquidation, and systematic misappropriation of Duterteโ€™s confidential funds.

The Senate impeachment court resumed hearing witness testimony on Vice President Sara Duterte's confidential fund expenditures on Tuesday, August 4, 2026.

On Day 12 of the impeachment trial, the prosecution and defense panels examined former state auditor Roderick C. Wamil, who explained the disbursement, liquidation and accomplishment documents submitted by the Office of the Vice President (OVP) and the Department of Education (DepEd) to the Commission on Audit in 2022 and 2023.

The impeachment court was tackling Article I of the impeachment case against Duterte.

It was a packed plenary session as the Senate passed two proposed measures that seek to protect vulnerable families from eviction and strengthen the Philippine Coast Guard (PCG).

Senators Francis โ€œChizโ€ Escudero and Raffy Tulfo led the passage on second reading of Senate Bill No. (SBN) 70, amending the Urban Development and Housing Act, and SBN 2116, or the Revised Philippine PCG Bill, respectively, during the plenary session Tuesday, August 4, 2026.

The upper chamber also discussed measures to overhaul the party-list system and streamline socialized housing.
