The Philippine Health Insurance Corporation (PhilHealth), through the Social Health Insurance Academy (SHIA), welcomed a delegation from Pakistan for an International Learning Exchange focused on Primary Care Financing and Health System Reforms.

The study visit served as a platform for knowledge exchange and technical discussions on key areas of health system development, including universal health care, strategic purchasing, provider payment mechanisms, primary care benefits, digital claims management, fraud prevention, and health care governance. The engagement provided both parties with an opportunity to share experiences and explore strategies to strengthen universal health coverage, enhance health service delivery, and promote sustainable health financing.

The international learning exchange underscores the importance of international cooperation and shared learning in advancing health system reforms. Through such engagements, countries can draw on one another’s experiences and strengthen their efforts to build resilient, equitable, and sustainable health systems that deliver improved health outcomes for their populations.

The Philippine Health Insurance Corporation (PhilHealth) trained Barangay Health Workers ( ) in Naval on the Social Health Insurance Education Series (SHInES) to help disseminate information and facilitate the availment of health care benefits among residents at the grassroots level.

A total of 35 BHWs from Naval’s 26 barangays attended the three-day training held Aug. 25–27.

Through the dedicated collaboration of the SHIA and PhilHealth Region VIII - Eastern Visayas teams, and under the leadership of Senior Manager Henry V. Almanon and Regional Vice President Ronald S. Jabay, this training initiative was successfully implemented.

WHAT THE YAKAP PROGRAM COVERS FOR FILIPINOS

| Every Filipino enrolled in PhilHealth can now access unlimited free consultations, medically indicated laboratory tests, 21 maintenance medicines, and cancer screening including mammography and colonoscopy through the Yakap primary care program—all without paying a single centavo out of pocket, PhilHealth President and CEO Beverly Ho said Saturday.

Ho explained the full scope of Yakap benefits in an interview on DZRH News program "Special on Saturday" on August 22, as part of the DZRH SONA 2026 Series featuring the Department of Health and PhilHealth.

She said consultations under Yakap are unlimited throughout the year, meaning a Filipino can visit their assigned primary care provider as many times as needed without any co-payment.

"Libre 'yun. Parte po 'yun ng Yakap program kasi gusto nga natin magkaroon ng better health-seeking behavior din yung mga tao, 'di ba? Hindi yung malala na tsaka ka pupunta," Ho said.

Laboratory tests and diagnostics — including X-ray, complete blood count, and other tests as medically indicated by the provider—are also free, with the Yakap provider determining which tests are appropriate based on the patient's specific condition and risk factors rather than offering a blanket set of tests.

She said 21 maintenance medicines are currently part of the Yakap-Gamot benefit, with the prescription written by the Yakap provider and the medicines available at any of nearly 4,000 accredited Yakap-Gamot pharmacies, with plans to shift all medicine access to pharmacies next year for simpler retrieval.

Cancer screening is the fourth major component—including mammography, low-dose chest CT scan for lung cancer, and colonoscopy—all covered by PhilHealth at accredited hospitals and stand-alone clinics based on risk factor assessment by the Yakap provider.

Ho said Filipinos can enroll in Yakap through the eGov app, the PhilHealth membership portal online, by visiting any Local Health Insurance Office branch, or simply by going to their nearest health center and asking if it is accredited as a Yakap provider.

‘WE SHARE THE AGENDA IN UNIFYING THE HEALTH SECTOR’

Inilatag ni bagong Philippine Health Insurance Corporation (PhilHealth) President at CEO Dr. Beverly Lorraine Ho ang “Unified National Agenda for Health” na “shared agenda” nila ng Department of Health (DOH).

“This is the first time that we will actually be having a shared agenda with the DOH,” saad ni Ho sa isang press briefing.

Paliwanag niya, ia-align ang bawat benepisyo ng PhilHealth sa kasalukuyang mga programa ng DOH.

Binigyang-diin din ni Ho ang kanilang layunin na dagdagan ang access points, mas pagbutihin ang benefit packages, at tiyaking natatanggap ng bawat miyembro ang de-kalidad na pangangalaga.

Kabilang sa roadmap ng DOH at PhilHealth ang pagpapalawak sa YAKAP sa mga paaralan at trabaho, integration ng key health programs, provider payment mechanisms gaya ng No Balance Billing, modernisasyon ng IT system para sa pagpapabuti ng kanilang serbisyo, at organizational strengthening.
