Viral posts about passport applicants whose Philippine Statistics Authority-issued birth certificates were deemed unreadable have sparked confusion and outrage among netizens.
Facebook user Iva Francesca Arnedo said the Department of Foreign Affairs rejected her PSA birth certificate, noting it was unable to verify the spelling of her name.
Another netizen, Threads user Dionne Corpuz, was also turned away for the same reason. Worse, she had already paid a rush processing fee. She was then told to secure a certified true copy of the birth certificate from her place of birth, which was several hours away from her residence.
So what happens when the DFA cannot clearly read your PSA-issued birth certificate?
The DFA website issues varying instructions on passport application requirements. For adults applying for new or renewal passports, the agency requires Local Civil Registry Municipal Form No. 102 or Civil Registry Form 1-A. Those born overseas must also provide a copy of the Report of Birth.
For minors, a Local Civil Registrar copy “may be required” if the PSA-issued birth certificate is unclear or unreadable, meaning it is not always required.
The agency did not specify standards for deeming documents as unreadable or illegible.
HOW BIRTH CERTIFICATES ARE ISSUED
The Local Civil Registrar prepares and registers the original Certificate of Live Birth, which is then transmitted to the PSA.
The legibility of a birth certificate can depend on how the original record was prepared, including the typing equipment used.
The Certificate of Live Birth is registered with the LCR within 30 days of birth. For births in hospitals, the birth record is generally submitted by the hospital. For births outside hospitals, the birth may be reported by an immediate adult family member or the attendant at birth.
After registration, the LCR transmits the record to the PSA. The process may take two to four months before a copy of the PSA-issued birth certificate is issued.
Many LCRs—especially in regions and far-flung areas—still use typewriters to fill the certificates, which may contribute to illegibility due to ink blots or typographical errors.
Here’s the distinction: PSA-issued birth certificates are accepted as original copies in many transactions, but the "original" Certificate of Live Birth is issued by the LCR.
Agencies like the DFA may require the certified true copy of the document from the LCR to verify what was transmitted to the PSA.
OTHER COUNTRIES HAVE GONE DIGITAL
The viral posts also raised concerns over how long the country's aging birth registration system can keep relying on paper-based records, with some calling for a shift to digital documentation.
Singapore, for instance, moved to fully digital birth registration in 2022. Physical birth certificates are no longer issued, and parents can register births through an app or website. It had already begun using computers to prepare birth certificates in the 2000s and 2010s to minimize errors.
Many nations in the European Union have also shifted to digital birth registration and certificates. Estonia, Portugal and Denmark have all made the registration process completely digital and have also done away with paper certificates.
Even developing nations in Africa such as Kenya and Cameroon have instituted digital birth documentation over the past year, adopting legal and technological models set by the EU.
