READ | DILG rolls out manual for tanods on barangay peacekeeping

In line with President Ferdinand Marcos Jr.โ€™s push for safer communities, the Department of the Interior and Local Government (DILG) has launched the Handbook for Barangay Tanods to reinforce their duties in the frontlines as barangay peacekeepers.

Interior and Local Government Secretary Jonvic Remulla underscored how this will cement the extensive roles of tanods in communities. โ€œWith this holistic guidebook, our barangay tanods are positioned to be more than just auxiliary enforcers - they are also community peacebuilders, rights advocates, and development partners,โ€ he said.

Through a collaboration with the Justice Sector Coordinating Council (JSCC), the Department, through the National Barangay Operations Office (NBOO), enhanced its previous manual on Barangay Tanod Skills Enhancement to publish a comprehensive reference on the technical and ethical foundation of every barangay tanod.

Based on the Local Government Code of 1991, Sangguniang Barangays are authorized to organize barangay tanods as needed for assistance in community-based mechanisms for peace and order among localities. This initiative reinforces their strengthened role in the communities as first responders, peacebuilders, rights advocates, and community development partners.

In the updated handbook accessible at https://bit.ly/2025TanodGuidebook, instructions for barangay tanods as first responders were improved to become effective agents in providing aid and support in procedures undertaken at a crime scene.It also includes their roles in upholding the laws concerning gender and development, child protection, cultural sensitivity, and human rights protection.

With the recent issuance of Memorandum Circular No. 2025-072 on the deployment of barangay tanods to public schools, the handbook is instrumental in providing institutional support as they meet the expectations as the governmentโ€™s extended arm to sustain peace and order.

In addition to this initiative, the DILG and the JSCC conducted the Barangay Tanod Skills Enhancement Training to capacitate the tanods in the four justice zones in Angeles City, Balanga City, Calamba City, and Tagaytay City.

With this move, the Department remains committed to capacitating our agents of peace and progress as the governmentโ€™s force multipliers in ensuring public safety and development at the grassroots level.

READ | DILG to Review Performance of 1,716 Local Anti-Drug Councils in 2024 Using Online System

The Department of the Interior and Local Government (DILG) will conduct its annual audit of 1,716 local Anti-Drug Abuse Councils (ADACs) this year to evaluate how well they are tackling the drug problem in their communities.

The audit will cover ADACs from 82 provinces, 149 cities, and 1,485 municipalities and will assess their performance for the year 2024. The goal is to check how effective these councils are, and to identify innovative programs and successful strategies in the fight against illegal drugs.

Eight key areas will be reviewed during the audit: Re-establishment or reorganization of local ADACs, Regular conduct of council meetings, Budget allocation and implementation of anti-drug programs, Support provided to barangay level Anti Drug Abuse Committees, Oversight and management, Efforts to clear barangays of drug influence and sustain these gains, Access to rehabilitation and reintegration services, and Local systems in place to ensure accountability and integrity.

To ensure a fair and objective process, each audit team will include members from the Philippine National Police, Philippine Drug Enforcement Agency, Dangerous Drugs Board, and accredited civil society organizations.

The entire audit will be done through the ADAC Functionality Monitoring System (ADAC-FMS)โ€”a digital platform for submitting and reviewing reports. All supporting documents must be uploaded to this system, and local government units (LGUs) will also be able to view their results there.

Each ADAC will be rated on a 100-point scale: High Performing: 70โ€“100 points, Moderate: 51โ€“69 point Low Performing: Below 50 points. Low-performing councils will receive technical assistance and support, depending on the availability of funds. However, if a council receives low scores for two years in a row, administrative or legal action may be taken. Top-performing councilsโ€”those scoring at least 80 pointsโ€”may be recognized for excellence in areas such as innovation, consistent performance, reintegration efforts, and aftercare services.

This audit supports President Ferdinand R. Marcos Jr.โ€™s holistic, community-based, and human-rights-centered approach to combating illegal drugs. By moving the process online, the DILG is strengthening its commitment to transparency, efficiency, and stronger local anti-drug initiatives.
