In compliance with Memorandum Circular No. 114, s. 2026, Davao de Oro State College, through Office of the College President Advisory No. 0312-01, Series of 2026, informs all stakeholders of the adoption of an interim Work-from-Home (WFH) arrangement every Friday, effective March 12, 2026.

In line with this arrangement, the following Friday class guidelines shall be observed:

1. All classes scheduled on Fridays shall generally be conducted through virtual learning modalities.

2. Face-to-face classes may be permitted when the use of laboratories, workshops, or other specialized facilities is necessary to achieve the intended learning outcomes.

However, on Work-from-Home days, all DdOSC personnel must stay reachable and responsive via official communication channels to ensure the College's services proceed smoothly. Furthermore, students who are deployed off campus for internships, practicums, clerkships, or on-the-job training (OJT) shall follow the work arrangements and operational schedules of their respective host agencies, institutions, or companies, in accordance with the policies and protocols implemented by those organizations.

Further details and operational protocols will be issued through an Administrative Order of the Office of the College President.

𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟 𝗦𝗧𝗔𝗧𝗘𝗠𝗘𝗡𝗧 𝗢𝗡 𝗘𝗡𝗘𝗥𝗚𝗬 𝗚𝗢𝗩𝗘𝗥𝗡𝗔𝗡𝗖𝗘 𝗔𝗡𝗗 𝗜𝗡𝗦𝗧𝗜𝗧𝗨𝗧𝗜𝗢𝗡𝗔𝗟 𝗥𝗘𝗦𝗜𝗟𝗜𝗘𝗡𝗖𝗘

In compliance with Memorandum Circular No. 114 (s. 2026) issued by the Office of the President of the Philippines, Davao de Oro State College has initiated institutional measures to reduce electricity and fuel consumption while ensuring the uninterrupted delivery of essential services. These measures include strengthened energy conservation practices, travel rationalization, and the evaluation of flexible work arrangements.

The College is currently assessing the feasibility of adopting a four-day onsite work arrangement with one day work-from-home. Any proposed arrangement will be carefully evaluated to ensure that academic delivery, student services, and essential college operations remain uninterrupted.

Anchored on the College’s Board of Trustees–approved Public Service Continuity Plan and Learning Continuity Plan, DdOSC assures stakeholders that mission-essential functions—including instruction, student services, and payroll operations—will continue without disruption.

DdOSC views this national directive not merely as compliance but as an opportunity to strengthen fiscal discipline, operational efficiency, and sustainable governance. Through strengthened monitoring systems, digital-first coordination, and continuity mechanisms, the College reaffirms its commitment to the responsible stewardship of public resources while sustaining quality higher education for the people of Davao de Oro.

We assure our stakeholders that all institutional adjustments will be implemented with careful planning and transparency. Any official directives or updates will be released promptly to ensure that students, employees, and partner communities remain properly informed while the College continues to deliver responsive and accessible services.

[𝗪𝗢𝗥𝗞 𝗔𝗡𝗗 𝗖𝗟𝗔𝗦𝗦 𝗦𝗨𝗦𝗣𝗘𝗡𝗦𝗜𝗢𝗡] Citing heavy rains, the Municipality of Compostela has joined New Bataan and Laak in suspending work and face-to-face classes in all levels effective today, February 18, 2026.

As always, the College President encourages all students, teaching staff, and non-teaching personnel to prioritize safety and remain vigilant.

The DDOSC Internal Audit Unit conducted the Entrance Meeting for the Follow-up Audit of the Human Resource and Management Unit (HRMU), Yearbook Unit, and Alumni Unit today, December 9, 2025, through Zoom Teleconference.

The meeting was attended by members of the Internal Audit Team and respective representatives of HRMU of the Main Branch, yearbook moderators, and Alumni Focal Persons from Montevista, New Bataan, and Maragusan Branches.

The said meeting provided an opportunity for discussion of the audit process and the internal control framework to the auditees. It also gave them a chance to discuss any concerns and clarifications that they may have.

The DDOSC Internal Audit Unit, headed by Mr. Rowell T. Revilleza, spearheaded the Focus Group Discussion on Agency-Level Assessment of Internal Control System (ICS) today, November 26, 2025 via Zoom Teleconference.

The webinar focused on the roles and responsibilities of unit heads and their subordinates regarding DDOSC's internal control system. The discussion was attended by the unit heads and representatives from all campuses.

[𝗗𝗗𝗢𝗦𝗖 𝗙𝗢𝗜 𝗨𝗣𝗗𝗔𝗧𝗘𝗦] Pursuant to Executive Order No. 02 also known as the Freedom of Information (FOI) Executive Order, which upholds the public’s constitutional right to access information and promotes transparency and accountability in government, the Davao de Oro State College, through the Freedom of Information Section, continues to implement its FOI program.

From July to December 2024, DdOSC received a total of 16 FOI requests, all of which were successfully processed and provided to the requesting parties.

For the succeeding semester, covering January to June 2025, the College received 26 FOI requests. Of these, 22 were granted, three (3) were denied under the FOI Exceptions List, and one (1) was redirected to another government agency as the requested information was not within the College’s custody.

From July to September 2025, the institution received ten (10) FOI requests, all of which were successfully provided.

Through the active implementation of the FOI program, DdOSC reaffirms its commitment to open governance and the promotion of transparency as a cornerstone of public service.

The DDOSC Internal Audit Unit (IAU), headed by Sir Rowell T. Revilleza, participated in the ExeCom Meeting today, October 23. The IAU presented and discussed the National Guidelines on Internal Control Systems (NGICS) to the DDOSC Executive Committee, headed by Ma'am Lilybeth M. Matunhay, PhD, SUC I President.

The said discussion was made in consonance with DDOSC's commitment to improve its Financial Management Performance through the strict implementation of the college's internal control systems.
