LOOK: SANGGUNIANG BAYAN ADOPTS OFFICE OF THE MUNICIPAL CIVIL REGISTRAR'S MANUAL OF PROCEDURES

MALUNGON, SARANGANI | August 3, 2026 — A significant step toward strengthening and standardizing civil registration services in the Municipality of Malungon was achieved with the adoption of the Manual of Procedures of the Office of the Municipal Civil Registrar.

Through Sangguniang Bayan Resolution No. 2026-393-16, entitled “A Resolution Adopting the Manual of Procedures of the Office of the Municipal Civil Registrar of the Municipality of Malungon, Sarangani Province,” the Sangguniang Bayan formally adopted the Manual as a guide in the implementation and delivery of civil registration services.

The Manual of Procedures provides a systematic and standardized framework for the Office of the Municipal Civil Registrar in carrying out its various functions and responsibilities, including the processing of civil registry documents, petitions, registrations, annotations, certifications, and other related services.

Its adoption aims to promote efficiency, transparency, accountability, consistency, and quality service delivery, ensuring that every transaction is handled in accordance with existing laws, rules, regulations, and established procedures.

For the Office of the Municipal Civil Registrar, the adoption of the Manual represents an important milestone in its continuing efforts to improve its internal processes and provide more organized, accessible, and responsive services to the people of Malungon.

The initiative also highlights the strong support of the Sangguniang Bayan and the Municipal Government of Malungon in strengthening civil registration services and promoting good governance through clear, efficient, and citizen-centered procedures.

With the formal adoption of the Manual, the MCR remains committed to its mission of providing reliable and efficient civil registration services—from birth registration to the issuance and maintenance of vital civil registry records—while continuously upholding the highest standards of public service.

MUNICIPALITY OF MALUNGON RENEWS PARTNERSHIP WITH PSA FOR BIRTH REGISTRATION ASSISTANCE PROJECT

MALUNGON, SARANGANI — Hon. Reynaldo F. Constantino, Municipal Mayor, formally signed the renewed Memorandum of Agreement (MOA) with the Philippine Statistics Authority (PSA) for the continued implementation of the Birth Registration Assistance Project (BRAP) in the Municipality of Malungon.

The renewal of the agreement reaffirms the commitment of the Municipal Government of Malungon and the PSA to continue working together in ensuring that individuals who remain unregistered are provided assistance in securing their birth registration and establishing their legal identity.

Through the continued implementation of BRAP, the Office of the Municipal Civil Registrar of Malungon, headed by Ms. Arlyne J. Guilley-del Rosario, Municipal Civil Registrar, will continue to assist qualified applicants and coordinate with the PSA in facilitating birth registration services, particularly for individuals and families who may face difficulties in accessing civil registration services.

Hon. Reynaldo F. Constantino’s signing of the renewed MOA underscores the Municipal Government’s continuing support for programs that promote accessible, inclusive, and responsive civil registration services for the people of Malungon.

The renewal also strengthens the existing partnership between the Municipality of Malungon and the PSA in advancing the goal of complete and timely civil registration, ensuring that no individual is left behind in obtaining a legal identity and the rights and services associated with proper birth registration.

With the renewed commitment, the Municipality of Malungon looks forward to another period of meaningful collaboration with the Philippine Statistics Authority in bringing birth registration assistance closer to the community.

📢 PUBLIC ADVISORY!

The Office of the Municipal Civil Registrar (MCR) informs the public that, due to the effects of the 7.8-magnitude earthquake, our office has been temporarily relocated to the Sunken Arena (Rooms 4, 5, and 6), Municipal Compound, Malungon, Sarangani.

We are pleased to announce that civil registration services have resumed and are now available at our temporary office location from Monday to Friday, 8:00 AM to 5:00 PM.

The Office of the Municipal Civil Registrar remains committed to providing continuous and efficient public service as we move forward in the recovery and rehabilitation efforts of our municipality.

The Office of the Municipal Civil Registrar of Malungon, headed by Ms. Arlyne J. Guilley-Del Rosario, Municipal Civil Registrar, actively participated in the Brigada Eskwela 2026 organized by the Municipality of Malungon under the leadership of Hon. Reynaldo F. Constantino, Municipal Mayor.

As part of the municipality-wide initiative, the LCRO Malungon visited Lutay Integrated School located in Barangay Lutay, Malungon, Sarangani Province. The activity aimed to support the school's preparation for the opening of classes and to promote community involvement in improving the learning environment of students.

Shown in the picture are the LCRO staff, Barangay Captain of Barangay Lutay, Mr. Celmax A. Mendoza, teachers, and volunteers as they receive and accept the materials and supplies donated by the Office of the Municipal Civil Registrar of Malungon in support of the Brigada Eskwela program. The turnover of these materials signifies the office's contribution to maintaining a clean, safe, and conducive learning environment for the students of Lutay Integrated School.

Through collaborative efforts with the local government, barangay officials, and the school community, the activity successfully promoted the spirit of volunteerism, cooperation, and shared responsibility in advancing quality education within the municipality.

Palihug adtoa ang opisina sa LCR tukmang oras ug dad-a ang inyong valid ID o bisan unsang kinahanglanon nga dokumento aron mapadali ang proseso sa pag-claim.

Kung adunay pangutana o klaripikasyon, ayaw pagduha-duha sa pagduol sa among opisina.
